I. The status quo of rural development

Second, relying on scientific and technological progress to promote the construction of new countryside

Vigorously develop rural education, improve farmers' cultural quality, develop rural human resources; accelerate agricultural science and technology progress, strengthen agricultural production structure adjustment, change agricultural growth mode, improve agricultural comprehensive production capacity, and ensure regional food security and farmers' income.

Three goals

Six major initiatives

1. Building modern agriculture. Continue to implement the "bumpy project" and "two new projects", etc., focusing on the promotion of modern rice production technology, high-yield super high-yield technology of wheat and corn, high-quality and high-yield corn technology and regional food security early warning system. Develop excellent varieties such as Jinqiao rice, carefully package and deep processing of agricultural products; effectively utilize the resource advantages of tourist attractions, use industrial development methods to manage agricultural economy, and develop sightseeing agriculture and green agriculture.

2. Cultivate specialty industries. Promote rural resource conservation and ecological technology, foster a number of rural resource conservation and eco-environmental industries, and improve rural sustainable development capabilities. Track all aspects of agricultural production, promote the transformation of agricultural scientific and technological achievements, and extend the agricultural industrial chain. In the direction of “one town, one industry, one village, one product, one citizen and one skill”, we will cultivate a number of rural resource-based characteristic industries, such as sericulture in Jinqiao, flower seedlings in the jungle, kiwi and black bamboo shoots in Montenegro, and youth tea. 3. Strengthen the agricultural "leading" enterprise. Guide the processing of kiwifruit products, encourage the development of yam series products, support the industrialization of mountain chickens and pigs, support the development of agricultural “leading” enterprises, and carry out large-scale operations.

4. Improve the new rural science and technology service system. Focusing on the science and technology commissioner system and the agricultural expert compound model, we will promote a number of rural science and technology service innovation models and introduce various technological elements into the rural front. Through the information service model such as “village to village”, we will promote rural informatization and narrow the digital divide between urban and rural areas. Focus on rural professional technology associations and cultivate a group of rural science and technology service intermediaries.

5. Cultivate new farmers and optimize the team of scientific and technological talents. Guided the “Ten Thousands of Farmers' Science and Technology Training” to train rural practical technical talents adapted to the new rural construction and create a group of new farmers and planting experts. Focusing on town science and technology assistants, village technicians, and rural science and technology intermediaries, we will continue to improve the quality of rural science and technology service personnel and build a high-quality team of rural science and technology service personnel.

6. Pilot demonstrations. Selecting different regions, different industrial development levels, different cultural and folk backgrounds, and other unique rural areas, targeted screening of mature technologies, joint research on integrated technology and typical rural areas, demonstration from rural, urban and other levels, guiding the construction of science and technology Demonstration village, science and technology demonstration town.

Third, solidly promote the healthy development of rural science and technology

Accelerate the establishment of a public finance system covering rural areas. We will adjust the structure of national income distribution, implement the regulations on financial new education, science and technology, etc., which are mainly used in rural areas, and effectively increase the input of public finances to rural social undertakings, so that the public finances will shine in the vast rural areas. In the case of qualified villages and towns, the investment in rural social undertakings can be greater, the pace can be faster, the level can be higher, and the demonstration can be used.

Accelerate the establishment of a social undertaking management system that meets the requirements of the market economy. Rationally divide the responsibility of the government and the market, and form a situation in which the government, the government, the society and the market, multi-subjects participate in and provide rural public goods and public services. On the one hand, we must accelerate the transformation of government functions and give play to the leading role of the government in the supply of rural public goods. Accelerate the coordinated development of urban and rural social undertakings and infrastructure. Carry out rural water-saving irrigation, biogas construction, increase the renovation of dangerous buildings in rural schools, popularize and consolidate rural nine-year compulsory education, strengthen the construction of vocational education centers, improve the quality of vocational education, carry out large-scale vocational skills training, and improve the cultural quality of farmers. Promote the "village to village" project of radio and television, accelerate the construction of cultural information resources sharing projects, develop distance education projects, and organically combine the three major projects to enrich the spiritual and cultural life of farmers and promote the vigorous development of rural culture and education.
