County Agricultural Bureau 2019 Annual Work Summary and 2019 Work Plan


In XX, in accordance with the requirements of the Municipal Agricultural Bureau* Agricultural Economics [XX] No. 3 file and the work arrangement of the County Agricultural Bureau, we will establish and improve the mediation and arbitration mechanism for rural land contract disputes and promote the development of the rural land contract disputes. The transfer of large-scale land, the strengthening of rural collective assets and financial management, and the healthy development of farmers' professional cooperatives are the focus of work, earnestly fulfilling their duties, and striving to complete tasks. The current situation of the work in XX and the work plan for the XX year are reported as follows:
I. Review of work in XX years Establish and improve the mediation and arbitration mechanism for rural land contract disputes, and earnestly safeguard the legitimate rights and interests of farmers in land contracting
1. Carry out the study and propaganda of the Law on Mediation and Arbitration of Rural Land Contract Disputes. I ordered 15 "Theories and Work Practices of Mediation and Arbitration of Rural Land Contract Management Disputes", organized self-study, deeply understood the basic spirit of law, created a good social atmosphere for mediating and arbitrating disputes over rural land contracting and management, and strengthening rural land contract management.
2. It is proposed to establish a county-level rural land contract arbitration commission before the end of the year. The supporting system for the establishment of the arbitration committee and arbitrator management system, arbitration procedures and related legal documents are being carried out to implement the relevant preparatory work for arbitrators.
3. Fully launch the “three pilots” work in our county. In addition to continuing to do a good job in the “small concentration” pilot of land management in 8th and 9th communities in Swan Village, Xinsheng Town, preliminary preparations were carried out for piloting “small concentration” of land management in key towns in the region. The 8th and 9th communities of Swan Village in Xinsheng Town have re-implemented the contracted fields according to the existing fields. At present, the farmers of these two communities have planted small spring crops according to the re-implemented contracted fields, and are carrying out machine farms and ditches. Remediation; 399 blocks of land and 360 blocks of land before the “small concentration” of these two communities; “140” and 91 blocks of land after “small concentration”; towns, villages, social cadres and farmers are very supportive of “small concentration” of land management pilot work.
4. Pilot work of land share cooperatives. The preparatory work was carried out for the proposed establishment of land share cooperatives in Lueping Town and Baimaguan Town. At present, the 3rd group of Xiangshi Village in Yuying Town has set up the Yuxian Land Cooperative of the County. The agency will use the management rights of 408 acres of 79 members of the 39 groups of Xiangshi Village in Yuying Town for 19 years, based on 1 mu. Shares in the company; vote by house, dividends by share.
5. Prepared for the preparatory work of the land transfer service center to be established in Jinshan Town, Qilong Town and Xinsheng Town.
6. The county unifiedly printed and used the text of the standardized land transfer contract.
7. Participated in the investigation of land use development in our county and wrote an investigation report.
Strengthening the supervision and management of farmers' burdens, ensuring that the burden of peasants is reduced and the policy of strengthening agriculture and benefiting farmers is implemented.
1. Improve and perfect the joint conference system for correcting problems that damage the interests of farmers, and strengthen and implement the responsibility system for party and government leadership and the responsibility system for special governance departments. Grasp the implementation of the task, earnestly perform their duties, take the lead in special tasks and co-organize related work.
2. The peasant rights and obligations supervision card was sent to the society 100% to more than 95% before the end of May. According to the uniform content and uniform format of the city, the county uniformly printed 70,543 supervision cards, and after being supervised by the town governments, they were sent to the farmers as required.
3. Adhere to and improve the system of peasant burdens and final accounts. The peasants' rights and obligations budget plan for 109 villages in the county was strictly reviewed and approved, and the final accounts of the farmers' burden in XX were carried out. A total of 133,300 yuan was raised for "one case, one discussion" in two towns and villages.
4. Seriously do a good job in reviewing and filing the agriculture-related fees and publicizing the fees for agriculture. The County Farmers' Burden Supervision Office, together with the County Finance Bureau, the County Price Bureau and the County Supervision Bureau, conducted a strict review of the laws, regulations and policies that have been issued by the central, provincial and municipal governments for the project involving farmers' burdens. There were 34 items in the project, 34 records were retained, and the review and filing status was reported in a timely manner.
5. Carry out inspections of farmers' burdens and promptly correct and investigate violations of farmers' burden policies and policies for benefiting farmers. We carried out supervision and inspection of the peasants' rights and interests supervision card issue, the implementation of the policy of strengthening farmers and farmers, and timely corrected the violation of farmers' burdens and policies for benefiting farmers.
6. Do a good job in the direct subsidy of grain, the comprehensive subsidy for the increase of agricultural resources, and the verification of subsidies for rapeseed, wheat, corn and rice. And together with the relevant departments, the investigation and treatment of the deduction of water fees and other expenses from the direct subsidy of the food in Lianping Village of Lueping Town were carried out, and the problems reflected by the people were corrected.
7. Continue to carry out the dynamic monitoring of farmers' burdens. In the four towns of **, Baimaguan, Yuying and Xinsheng, 20 households surveyed in 20 survey villages were identified, and the dynamic monitoring of farmers' tax payment was carried out, and the monitoring data was reported in time.
Strengthen the construction of farmers' professional cooperation organizations
1. Rationalize the management system, and establish a joint conference system for the construction of peasant associations in the county with the supply and marketing cooperatives, the Agricultural and Industrial Affairs Office, etc., and clarify their respective division of labor and tasks.
2. Strengthened contact with professional cooperatives. Five special-purpose cooperatives such as the Leiping Vegetable Planting Association, the Dahuoshan Zaozi Monopoly of the County, and the Tianmashan Cuiguan Pian Club of the County of the County were identified as model institutions to establish long-term contacts and maintain frequent contacts. Standardization, standardization, branding and marketization provided assistance and guidance services in the construction of the four aspects, and actively helped the agency to obtain relevant project support.
3. Grasp the development of farmers' professional cooperation organizations in a timely manner, report the reports on time; and propose countermeasures and measures for the new situation and new problems of the construction and development of farmers' special organizations.
Further strengthen the management of rural “three capitals”
1. Strengthened the construction of the village group's democratic financial management team. Guide the towns to carry out training on the members of the democratic financial management team, and help the village group to establish and improve the democratic democratic financial supervision system. He also made unified requirements on the duties, rights and financial management requirements of the democratic financial management team.
2. Actively promote the "accounting agency system" and accounting computerization. The “accounting agency system” implemented in seven towns such as Wan’an and Xiaolong has been improved, and preparatory work for the pilot computerization of accounting and accounting has been carried out in Huijue Town and Xinsheng Town.
3. Continue to do a good job in village affairs with financial disclosure as the main content. First, the financial disclosure was carried out according to the unified public content, procedures, time, and methods of the county, and the financial disclosure work was guided and checked. The second is to coordinate with the relevant departments to calculate the amount of direct subsidies for grain and improved seed subsidies to the households and publish them. The county's village affairs openness reached 100%.
4. Seriously carry out rural audit work. The first is to guide the towns to carry out audit work such as rural finance, peasant burden, village cadre tenure and outgoing economic responsibility. The number of audited village groups was 565, accounting for 42% of the total number of villages, and the audit amount was 38.576 million yuan. Second, the city, county, and town formed a joint audit team, and conducted an on-site audit of the financial revenue and expenditure of Shuangyuan Village in Tiaoyuan Town. Through the audit, the normal economic order in the rural areas was maintained, and the village social economy and financial revenue and expenditure constraints supervision was strengthened.
5. Establish and improve the credits and debts of the village group, grasp the debt dynamics of the village group in a timely manner, and serve as a good staff for the party committee and government to resolve the village-level debts.
6. Participated in the village-level implementation of democratic management research activities carried out by the county CPPCC and formed a research report.
7. Strengthen the construction of financial management system. In June this year, the “Detailed Rules for the Implementation of Collective Financial Management of Villages and Villages in the County” was issued, which was regulated from the aspects of financial disclosure and established 11 “three-capital” management systems for rural areas.
Seriously carried out statistical work on rural economy and agricultural production, using statistical software to carry out data processing, completed various statistical reports on time and quality; actively carried out statistical investigations and statistical analysis, and completed 3 statistical analysis materials.

1. Carefully handle the letters and visits of the peasant people. 2. Actively carry out research on agricultural economics. A total of four special investigations were completed around land use, rural “three-capital” management, and farmers' income increase, and a research report was formed.
Second, XX year work plan rural land contracting and land transfer management
1. Further improve the propaganda study and implementation of the Law on Mediation and Arbitration of Rural Land Contract Disputes; further improve the daily work of signing, reviewing, and mediating disputes for land contracting and land transfer contracts.
2. Do a good job in the daily work of the county-level rural land contract arbitration commission, and guide the town to establish and improve the township-level rural land contract management dispute mediation mechanism and related systems.
3. Do a good job in the "small concentration" of land, land transfer service centers and land joint cooperatives, and expand the innovation results of the mechanism.
4. Further improve the rural land contracting and land transfer information management system, establish a land transfer information platform, and standardize land contracting and land transfer management.
Farmer burden management
1. Improve and improve the joint conference system for correcting the problems of peasants' interests, prevent the peasants from burdening the rebound; conscientiously do a good job of peasant burdens and final accounts, supervision card issuance, agriculture-related fees review and peasant burden special audit; strictly implement "one case one discussion" system.
2. Carry out peasant burdens to inspect unannounced visits, strengthen and improve daily supervision and inspection.
3. Incorporate the peasant burden reduction work into the government's comprehensive target management assessment content and sign the target responsibility letter.
4. Continue to monitor the peasant burden dynamics in 20 households in 20 villages in 4 towns.
Farmers' professional cooperation organization
1. Establish 5 long-term contacts for the identified five specialized agencies as a model society, maintain regular contact, provide help and guidance services for them, and keep abreast of the development of farmers' special organizations.
Rural “three capitals” management
1. Strengthen the construction of the village group's democratic financial management team and improve their participation in democratic management and democratic financial management.
2. Continue to implement the “accounting agency system” and accounting computerization.
3. Do a good job in the openness of village affairs with financial disclosure as the main content; continue to carry out financial audits for more than one-third of villages; and jointly test one village in cities, counties and towns.
4. Establish and improve the account debt of the village group debts, and grasp the debt dynamics of the village group in a timely manner.
5. Continue to implement the “Rules for the Implementation of Collective Financial Management of Villages and Villages” and other regulations, and do a good job in the construction of various financial management systems.
