I. Strengthening theoretical study and fully implementing the spirit of the 17th National Congress of the Communist Party of China. We must make full use of the learning day and all available time to study in depth. 1. Consolidate the achievements and expand the connotation construction of community health services.
In order to scientifically and standardize the management of community health services, and to carry out them in a solid and orderly manner, our principle is to eliminate formalization, standardize, and continue to improve the "Regulations on the Regular Quantification of Community Health Services", starting from the connotation construction and image construction. To strictly regulate the community health service housing, personnel equipment configuration, department building, archives establishment management, and community health service procedures, and introduce necessary systems to link with the economy to accelerate development.
2. Actively explore diversified office health services.
In accordance with the “Opinions on Accelerating the Development of Urban Community Health Services” issued by the 11th ministries and commissions of the Central Committee, actively explore various modes of operation and experience of “opening the door” to run communities, and integrate primary health care institutions such as health clinics , clinics, and enterprise hospitals into community health services. The Internet actively explores diversified community health services, absorbs social funds, and invests in community health services; creates a good investment environment, implements public bidding for community health services in new communities, and meets community health services that meet the requirements. 3. Actively promote the reform of the health management system and improve the utilization efficiency of health resources. According to the "Opinions on the Reform of the Health Supervision System" of the Ministry of Health , draw on the experience of other county and city health supervision and law enforcement, and formulate the "Implementation Plan for the Establishment of the Health Supervision Law Enforcement Brigade of the Canal District Health Bureau", and report it to the district government for research and implementation through the office of the district governor; To realize the transformation of the Health Bureau from “doing health ” to “managing health ” according to law, and establishing a new team of health supervision and law enforcement with reasonable structure, coordinated operation, standardized behavior, clear procedures, strong law enforcement and efficient work. Specific measures: The Health Supervision and Law Enforcement Brigade proposed by the Health Bureau should first incorporate the health supervision and law enforcement personnel of the Canal District Epidemic Prevention Station into the law enforcement brigade of the Health Bureau under the premise of personnel relations, wage relations, and staff establishment. The Health Bureau directly leads the health supervision.
