Many judicial organs, especially procuratorial organs at various levels, have conducted extensive research and trials. In the end, which subjects have the right to public interest? What are the conditions for them to exercise public interest? Which cases are public interest litigation cases? How to ensure that public interest litigation is carried out effectively? And so on. Legislation is not known. If we do not further clarify and refine these core issues, the judicial operation of public interest litigation will still be difficult.
