Article 4 Quality of Power Supply
1. According to the operation mode of the power system and the position of the power receiving point in the system, it is agreed that the receiving voltage of the receiving point is:

In the case of a system main power plant failure, the frequency is allowed to vary by ±1 Hz, but the fault continuation time must not exceed one hour.
4. The higher harmonic current value of the power supplier's power receiving point at the power receiving point and the higher harmonic current value of the power source injected into the power grid at the power receiving point shall be lower than the limits specified in the Interim Provisions on Power System Harmonic Management of the Ministry of Water Resources and Electric Power. When the impact load has affected the voltage quality of other users, the power supplier should take measures to eliminate it.

Article 5 The electricity supplier shall pay the electricity supplier the monthly electricity fee for the electricity used. The relevant electricity metering, electricity price, electricity bill settlement, and electricity bill payment method are handled in accordance with relevant regulations or according to the power supply and power agreement signed by both parties.

Article 6: Economic responsibility of the power supply party for breach of contract
1. The power supply party shall not be liable for breach of contract in the event that one of the following circumstances fails to perform or fails to perform fully.
Natural disasters such as typhoons, storms, ice, floods, lightning, and earthquakes that exceed the design capacity. Do not assume liability for breach of contract.
For legitimate reasons, the power limit of the electricity party is notified in advance. For example, due to the exclusion of dangerous situations, handling accidents, maintenance equipment and other power cuts; power cuts for electricity exceeding the plan; planning and repairing and notifying the electricity limit of the electricity party seven days ago; Power limit and so on. Do not assume liability for breach of contract.
If the automatic reclosing is well-coordinated, or for the power supply with the backup power supply, only one of the power supplies is stopped, and other power sources can still meet the power supply standby power supply capability. It is not a breach of contract and is not responsible.
The responsibility of non-powered parties, such as the user's fault, bird damage, man-made damage, etc. Not liable.
2. The power supply party shall be liable for breach of contract in the event that one of the following circumstances is not fulfilled or cannot be fully performed.
In the process of operation, operation, overhaul, test, etc., due to lack of experience, negligence, violation of procedures, etc.
The responsibility of the non-supply party is caused by the fault of the enlarged part of the accident caused by improper handling by the power supplier.
The faults caused by improper handling by the higher authorities or the competent authorities in terms of command and dispatch.
3. When there is no justifiable reason to limit the electricity consumption, the amount of electricity supplied should be replenished afterwards and compensation should be given. The compensation is calculated according to the small amount of electricity and electricity supplied, and less than one kilowatt hour is compensated by the electricity price, and less than one kilowatt is compensated by 0.5 yuan.
The amount of electricity supplied less is calculated by multiplying the difference between the average electricity consumption per hour during the normal power consumption month or the normal power usage for a certain number of days before the power limit, and the number of hours of electricity per hour.
4. When the power supply party's responsibility causes the power supply to be cut off, the power supply party shall compensate for the five times the possible power consumption and the electricity tariff.
During the power-off time, the power consumption may be obtained by multiplying the average electricity consumption per hour by the normal power consumption month or the normal power consumption for a certain number of days before the power failure.
The analysis of power failure responsibility is based on the power supply accident record, and is applicable to the Ministry of Water Resources and Electric Power "Electrical Industry Production Accident Investigation Procedures".
5. When the fluctuation range of the supply voltage and frequency exceeds the provisions of Article 4 of this contract, the power supply party shall compensate the electricity used in the accumulated time of the unqualified quality by 20% of the average electricity price of the electricity supplier.

Article 7: Economic Responsibility for Power User Default
1. The power supplier shall not be liable for breach of contract in the event that one of the following circumstances is not fulfilled or cannot be fully performed.
Natural disasters such as typhoons, storms, ice, floods, lightning, and earthquakes that exceed the design capacity. The contract cannot be fulfilled or cannot be fully performed, and the liability for breach of contract is not borne.
There are special reasons for overloading or not using electricity as specified in the contract. Prior notice and the consent of the power supplier shall not be liable for breach of contract.
It is caused by the responsibility of the electricity supplier, but the fault of the enlarged part caused by improper handling by the power supplier does not bear the liability for breach of contract.
The responsibility of the non-use party.
2. In case of any of the following circumstances, the contractor shall be liable for breach of contract when the contract cannot be fulfilled or cannot be fully performed:
Faults caused by lack of experience, negligence, violation of procedures, etc. during production, overhaul and electrical operation;
The fault of the superior authority or the competent business authority in command and dispatch;
Due to the responsibility of the electricity supplier, the fluctuation of the supply voltage or frequency is beyond the fault of the provisions of Article 4 of this contract.
3. For no special reason, when the amount of electricity exceeding the contract is used, the excess electricity should be deducted after the event and the liquidated damages should be repaid. Liquidated damages are calculated separately for the excess electricity and electricity. For each super-use of electricity, the liquidated price will be paid three times according to the electricity price, and the liquidated damages will be paid by 0.5 yuan per one kilowatt.
4. When the power supplier fails to power off the power supply or causes the power supply party to limit or power off other users, the power supplier shall limit the power supply to the external power supply during the power outage period and multiply the power consumption by the victim. Give compensation.
The amount of power supply is calculated by multiplying the load difference before and after the power failure by the number of hours of power failure.
5. When the power supply quality fails to pass the power supply, the power supply party shall not be responsible for the unqualified quality; if the power quality of other users is unqualified, the power user shall compensate the injured party according to the provisions of Article 6, paragraph 5.

Article 8 The electrical energy metering shall be based on the record of the electrical metering device installed on the power supply side.
When the supply voltage and frequency change exceed the allowable amplitude, the automatic recording instrument that is self-prepared by the power supply and qualified by the power supply side shall prevail. If there is no such equipment, it may be determined by other methods through negotiation between the two parties.

Article 9 Other matters concerning the supply and use of electricity in this contract shall be handled in accordance with the National Electricity Supply and Consumption Rules.

Article 10 The implementation of the contract shall be assessed and settled once a month.
