CPPCC Proposal Work Report

I was entrusted by the Standing Committee of the 11th County Political Consultative Conference to report to the General Assembly on the work of the proposal since the 11th session of the County Political Consultative Conference. Please consider it.
Since the first session of the 11th CPPCC National Committee, a total of 80 proposals have been received. According to the work regulations of the CPPCC proposal, 78 cases have been examined and approved by the Proposal Committee. Among them, 1 proposal by the special committee and 8 proposals by the township liaison group, accounting for 11.5% of the total. 106 members participated in the proposal, accounting for 66.3% of the total number of members. The year 2004 was the year in which the county CPPCC received the most proposals. The proposal was rich in content and covered the hot and difficult issues that the people in the economic and social development were generally concerned about. There are 47 cases involving economics, accounting for 60.3%; 16 cases of science, education, culture, health and body, accounting for 20.5%; 8 of urban construction and urban management, accounting for 10.3%; organization, personnel, discipline inspection, political and legal aspects 5 Piece, point 6.4%; other aspects 2 points 2.5%. The above proposals were handed over to 31 county-level units, and all but one of them were reinstated. In the handling of the proposal, the majority of the leaders of the organizers attached great importance to the responsibility, and they were responsible for the success of each proposal. They were conscientious and responsible, and most of the members expressed satisfaction with the results of the proposal. From the results of the process, there are basically three situations:
First, there are 53 issues that have been solved or are being resolved, and 68% of the total number of proposals. For example, Mr. Ji Jianfen’s proposal to “include all the small Chinese faculty and staff in the county as soon as possible into the medical insurance management” once again attracted the attention of the leaders of the county party committee and the county government. It is forward-looking that state-owned asset management departments must formulate measures to strengthen state-owned assets as soon as possible. Work system and management measures. After receiving the proposal, the County Finance Bureau carefully conducted research and actively communicated with the sponsors, and soon issued the "Pucheng County Administrative Institutions Fixed Assets Management Measures" file. Most of the other proposals reflecting social conditions and public opinion have been adopted. For example, the members of Bao Caihua and Tang Jingshu’s "Recommendations for including Xianyang tea farm staff into basic medical insurance" and Li Shiyin’s three members Proposal for the "Strong Construction of Qianyang Bridge" in Fuling Town, the proposal of the "Chairman of the establishment of barrier-free facilities into the overall planning of urban construction", and the member of Ma Caitao's "On the fixed-point timing of the city-to-industrial park" The "Departure" proposal has been implemented or basically implemented.
Second, the committee proposal was affirmed, and 20 departments were working hard to create a conditional solution, and 25.6% of the total number of proposals. The content of such proposals is very good, and the recommendations are specific. However, due to the objective factors such as the current financial resources of our county, it is necessary to continue to create conditions to solve. For example, Zhang Xianqun’s “Proposal to Promote Biogas in Mountainous Areas, Forest Areas and Scenic Spots”, Chen Nansheng, Ji Zhigui, Lin Lingyan and other three members’ “On the construction of a thousand miles of roads as soon as possible, and the solution to the long-term 'difficulty of the road” Liu Liu upstream and other five members of the "expanding the campus area, building a school brand, striving to create a provincial-level standard school", Ye Qiulian's "about the village-level retired cadres subsidized cash" and other proposals, these recommendations and requirements are realistic, reasonable If it can be implemented, the economic and social development of Pucheng will greatly promote the production and living environment of the people, but due to the financial difficulties of our county, the resolution of these problems requires the relevant departments and the whole society. The joint efforts to actively strive for funds and create conditions to gradually solve them.
Third, the committee members did not comply with the State Administrative Licensing Law and related policies, and the relevant departments explained the explanation to the members. There are 5 such proposals, accounting for 6.4% of the total number of proposals.
In short, the members' proposals since the 11th session of the County Political Consultative Conference fully reflected the enthusiasm of the CPPCC members in participating in the administration of state affairs. Everyone is closely centered on the center of economic construction, using the proposal to build development and presenting this strategy. For the actual situation in Pucheng, participate in political affairs, pay attention to people's livelihood, and strive to develop. The quality of most of the members' proposals was significantly improved. Most of the proposals were written after in-depth investigation and mastery of the first-hand materials. The suggestions and opinions were highly operable. This fully reflects the spirit of the members who have a strong sense of centrality, a high degree of enthusiasm for political participation, and responsibility to the people.
In the past two years, the county CPPCC has raised the quality of the proposal, handled the quality and service quality as the core of the proposal work, kept pace with the times, served the overall situation, and under the leadership of the county party committee, worked hard to create a new situation in the CPPCC proposal.
1. Seriously study and implement the spirit of the "two offices" and "notice" of the central government, and comprehensively strengthen the handling of proposals.
In May 2003, the General Office of the CPC Central Committee and the General Office of the State Council issued a notice on the handling of the CPPCC proposal for the first time, and forwarded the "Opinions of the Office of the National Committee of the Chinese People's Political Consultative Conference on Handling the CPPCC Proposal", which set clear requirements for handling and implementing the CPPCC proposal. The County Political Consultative Conference seized the opportunity. During the first session of the 11th session, the members of the Proposal Committee carefully studied and understood the spirit of the "two offices" and "Notice" of the Central Committee, and studied related issues in the handling of proposals. After summarizing and reviewing the handling and implementation of the proposals of the CPPCC members over the years, the proposal committee decided to use the proposal committee to write a proposal for the proposal to establish and improve the system for the county party committee and county government leaders to approve the proposals of the county CPPCC members. The county party secretary Lan wrote this The proposal made important instructions. He pointed out: "The CPPCC member's proposal is an important reference for the county party committee and the county government to lead democratic and scientific decision-making. It is also an important channel for us to understand the social conditions and public opinion. Please ask the two offices to formulate a review and approval work system according to the relevant spirit." The implementation of the CPPCC member's proposal has provided good conditions. The county magistrate Huang County issued eight pieces of key proposals for the county CPPCC last year, and made instructions on a case-by-case basis. They put forward specific opinions and requirements for each organizer, so that the quality of the proposal for last year was greatly improved compared with previous years. Most of the committee proposals have been implemented and basically implemented.
After studying and implementing the spirit of the "two offices" and "notice" of the central government, and attaching great importance to the leadership of the county party committee and the government, the handling of the proposal of the county CPPCC members has achieved good results. First, the proposal staff raised their awareness of the importance of the CPPCC proposal work and enhanced their sense of responsibility and mission. The second is to establish and improve the work system assigned by the CPPCC members' proposals, and the organizer's handling methods and requirements for the proposals. 2. Innovate the service mechanism and strive to achieve "three adherences".
The purpose of the CPPCC's proposal work is to serve the decision-making of the party and government departments, serve the members and serve the people, and provide opinions and services for the people. Following this aim, the county CPPCC has achieved three persistences in its services: First, it persisted in serving the overall situation and carried out proposals for collection around the center. Before the plenary session, the committee will provide the proposal with reference to the topic, and write the proposal for the committee member as a "waiter." The second is to insist on taking the initiative to contact the organizer to handle the quality service for the proposal. After the plenary session, the leaders of the County Political Consultative Conference personally mobilized at the county unified transfer meeting, and put forward specific requirements for the proposal of the committee. After the proposal was implemented to the organizer, the proposal committee strengthened the supervision and inspection as the content of the service. And implement the entire process of the proposal. Take on-site service, visit supervision, follow-up supervision and “look back” to timely master the progress and quality of the contract. The third is to insist on communication and contact services for the sponsor and the organizer. The Proposal Committee will give full play to the role of ties and bridges. In the units with more proposals, the “two-face” symposium will be held in time to allow the sponsors and the organizers to negotiate and discuss countermeasures, reach consensus, solve problems, and achieve twice the result with half the effort.
The proposal for the first plenary session of the 11th session has basically been completed and achieved good results. However, the problems encountered in practice are also analyzed and summarized by value. First, it is still necessary to use high-quality proposals to reflect the standards of CPPCC members' participation in politics. In particular, proposals for ideas on a holistic, strategic, and forward-looking perspective still need to be strengthened and worked hard. The second is to make the CPPCC proposal a good fact for the people to see, feel, and feel. It also requires a lot of effort. Third, under the new situation, the functional departments of the proposal need to further improve their own responsibilities and enhance their work responsibility and work ability. The fourth is to improve the collection, distribution, inspection and supervision of the proposal, and to summarize the working methods, and to innovate the working mechanism of the proposal to adapt to the requirements of the party and the people in the new era for the work of the CPPCC.

1. Strengthening learning and further improving the level of work of the proposal. Strengthening learning is the basis for improving the quality of the proposal. We must strengthen the study of the important thinking of the 'Three Represents, use the important thinking of the 'Three Represents' to guide the work of the proposal, earnestly practice the spirit of the 16th National Congress of the Communist Party of China, and do a good job of proposing the proposal around the center. Seriously study and understand the spirit of the speech made by General Secretary Hu Jintao at the 50th anniversary of the founding of the CPPCC National Committee, and take the opportunity of the Provincial Party Committee's "Decision to Further Strengthen the Work of the People's Political Consultative Conference in the New Period" to comprehensively improve the proposal.
2. Take measures to further improve the quality of the proposal. Jia Qinglin, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the National Committee of the Chinese People's Political Consultative Conference, pointed out in his speech at the symposium on the Fifth Proposal of the CPPCC National Committee: "The proposal work is a work of great significance to the CPPCC." 3. Pay more attention to the handling of proposals and further improve the handling of proposals for quality management. It is an important task to implement the proposals and to exert the effectiveness of the proposals. One proposal, although the problem is very accurate, the ideas, methods, and measures for solving the problem are very good. If the organizer cannot handle it seriously, it will not be able to talk about the effect of the proposal. Therefore, in order to further improve the quality of the proposal processing, we will pay more attention to the following issues: First, we must focus on the handling of key proposals, especially to promote the high-level operation of key proposals, and strive to make those proposals that can only be solved by the high-level actual effect. The second is to further standardize the assignment, undertaking and supervision procedures, and strictly implement the requirements of the notice of the notice of the “People's Office of the CPPCC Office of the County People's Political Consultative Conference to forward the “Opinions on Further Standardizing the Proposal for the CPPCC”, and use the standardized procedures to ensure the proposal. To handle the quality, in particular, it is necessary to take the subject research of the organizer, "two meets", "three combinations" and "review" as the necessary links for the proposal. The third is to increase the democratic supervision of the handling of proposals and carry out proposals for quality evaluation.
The work of the proposal is an important part of the work of the CPPCC and an important channel for the CPPCC to perform its functions.
