I. Basic situation and development status of education in our county At present, there are 346 schools of various types at all levels in our county, including 273 Chinese small schools, 49 middle schools, 1 vocational education center, 1 adult education center, and 1 teacher training school. There are 1 special education centers and 20 township adult schools. There are 147,687 students enrolled in the county in China, including 12,000 in high school, 50,340 in the middle, and 73,347 in small. There are 7923 faculty members. The qualification rate of the national primary school teachers reached 98.44%, the qualification rate of teachers in the middle school reached 78.12%, and the qualification rate of high school teachers was 50.25%. The enrollment rate and consolidation rate of the national primary students were 99.99% and 99.9%, respectively. The enrollment rate and consolidation rate of the national middle school students were 99% and 96.3% respectively.
Over the years, our county has insisted on development education as the basic project to promote economic development and social progress, thoroughly implemented the Education Law and the Compulsory Education Law, vigorously implemented the strategy of “revitalizing the county through science and education”, and strived to make the basic education moderately advanced. . Especially in recent years, our county has taken the opportunity of reviewing the “Pujiu” review and vigorously promoted the “Pujiu” improvement project. Our county is in terms of school conditions, modernization of educational equipment, teacher team, school level and teaching quality. There has been considerable progress. In 1998, our county was rated as an advanced county in the “Pujiu” by the provincial government. While consolidating the achievements of the “Pujiu”, preschool education and high school education have been further developed. Since 1998, the county has added 19 central kindergartens and 59 independent kindergartens. At present, there are 11,700 children in the county, and the enrollment rate of children in the three years before school reaches 53.4%. The education in high school has been continuously developed. The number of students in high school has increased year by year, and the conditions for running schools have improved year by year. At present, the number of students and the scale of school running in high school in our county are among the highest in the city. The ordinary high school work has been named as “Advanced County High School Work” by the municipal government for three consecutive years. The County Vocational Education Center has been rated as a national key vocational high school, and the county adult education center has been rated as an advanced unit of continuing education by the city. In general, in the past few years, the county's educational work has been moved to the city's rankings year by year, and the gap with the advanced counties such as Laoting, Qian'an and Fengnan has gradually narrowed.
2. Implementation of the Education Law and the Compulsory Education Law
1. The school conditions have improved significantly. In order to meet the needs of the development of education in our county, the county government, in the case of extremely tight financial resources, in line with the principle of focusing on financial resources to do major events, adopting government funding, construction units to fund, organizing donations from the community, striving for higher-level support and lending to banks. In a variety of ways, we have raised funds extensively, increased investment, and paid close attention to infrastructure construction, achieving remarkable results. Since 1999, the State-owned China Small and County Direct Unit has completed a number of key projects. Mainly: the first phase of the construction of the first phase of the investment of 56 million yuan, the investment of 1.8 million yuan in the Liangjiadian middle school teaching building project, the investment of 1.7 million yuan in a young teaching building project, the investment of 2.6 million yuan in the middle school book audio-visual building Project, investing 1 million yuan in the construction project of Linnancang Middle School Experimental Building, investing 3.5 million yuan in teacher training school relocation project, investing 650,000 yuan in the Caizhong dormitory building, the bridge project building continued construction project, and investing 1.03 million in Suizhong Yuanzheng land 12 acres. In addition, the first phase of the pilot project of investing 9.7 million yuan, the dormitory building of a middle school student with an investment of 13 million yuan, and the construction of the Linnancang Middle School teaching building with an investment of 1 million yuan have been completed, and construction has begun or is about to break ground. This year's planning and implementation of the project: investing 6 million yuan in the teaching building, restaurants and ancillary projects, investing 1.3 million yuan in the second middle school building project, investing 1.5 million yuan in the vocational school building project, investing 1.4 million yuan warehouse Middle dormitory building project.
In the past three years, various townships and towns have also raised funds for the construction of rural Chinese small school buildings with an investment of 17.52 million yuan, 24,500 square meters of new school buildings, 13042 square meters of school buildings, and 85,520 square meters of school buildings. The main projects are: The town invested 1.08 million yuan to build a 2,200-square-meter teaching building in the town, with an investment of 570,000 yuan for the 1680 square meter school building in the center of the town of Woluo Town; Yutian Town invested 500,000 yuan for Zhenzhong, Lindong and Matousan. At the same time, we have paid close attention to the construction of school buildings, intensified the adjustment of rural China's small layout and the renovation of dilapidated school buildings, and strived to withdraw the small rural small countries. In the past three years, 193 schools have been withdrawn, and the rural small schools were 99 years ago. The reduction of 461 to the current 268 has made the layout and scale of the rural countries gradually reasonable, and the existing educational resources can be fully utilized. Strengthening the construction of the campus environment, 18 schools in the county were named as “Campus Environmental Construction Demonstration School” by the Tangshan Municipal Education Bureau.
2. The popularity of education has gradually increased. In order to control the loss of students in school, and to ensure that each student can receive nine-year compulsory education, our county has seized the students to control the flow and return to work. The county government forwarded the Education Bureau's "Opinions on Controlling the Loss of Middle School Students and Strengthening the Work of Returning to the Country", and incorporated this work into the government's behavior, which fundamentally guaranteed the smooth development of the work of controlling the loss of middle school students. The County Education Bureau has included the consolidation rate of the national middle school year into the principal's target assessment, and clarified the guarantees for the consolidation rate of the national middle school students. All townships and schools have transferred personnel to go deep into the family and publicity of the "Compulsory Education Law" and other laws and regulations, and have targeted the ideological work of students and parents in a targeted manner, and issued advisory notices in a timely manner in accordance with relevant laws and regulations. Most deaf students return to school. On this basis, our county has further strengthened the governance of the campus and its surrounding environment. Through legal lectures, severe punishments for disrupting campus order personnel, and clearing off-campus gaming venues, the county has effectively purified the educational environment; further strengthened the internal management of schools and standardized teachers. Behavior, harmonize the relationship between teachers and students, strive to create a relaxed learning environment for students, and implement key education for underachievers, help the poor students, and effectively control the loss of students. Through the joint efforts of the whole county, the consolidation rate of the middle school students in our county has increased year by year. The number of applicants for this year's senior high school entrance examination has reached more than 11,500, and they have entered the top three in the city. The consolidation rate of the students in the middle school is close to the provincial “Pujiu” standard. The enrollment rate and consolidation rate of the small students have reached the provincial “Pujiu” standard.
3. The internal management of the school is more scientific and standardized. First, an effective target management mechanism has been established within the education system. Every school year, the Education Bureau must carry out target assessments for the township education office and the Chinese and Chinese small schools, and improve the level of running schools through standardized scientific management. In 2001, our county successfully passed the reform and acceptance of the weak state of the city. So far, the county has completely eliminated the weak schools and was rated as the advanced unit of the state-centered work. In 2000, the high school of our county passed the upgrade and acceptance of the ordinary high school in the city. The overall management of the county's high school has risen to a new level. The second is to continuously deepen education reform and vigorously promote the education of vegetarianism. In the specific work, our county adheres to the principle of "paying equal attention to five diseases and taking moral education first", comprehensively implements the party's education policy, conscientiously implements the curriculum plan and syllabus, adheres to the "two-in-one, two-open", and continuously promotes the education of vegetarianism. At the end of 2001, in order to meet the needs of school moral education under the new situation, the Yutian County China Small Moral Education Research Leading Group was established to actively carry out moral education research; in order to improve the teachers' moral standards in the county, the teacher's moral education activities were carried out in a timely manner; In teaching, with the teaching and research as the forerunner, the county of China has carried out educational and scientific research activities focusing on the implementation of “subjective teaching ideas in classroom teaching”. The classroom teaching reform has been carried out in depth; in the towns and surrounding towns and villages In the third grade, an English class was opened, and it was planned to be fully opened in the third year of the county after the summer vacation. The implementation of the burden reduction rules of the higher authorities was established, and an equal and harmonious relationship between teachers and students was established, which basically eliminated corporal punishment, disguised corporal punishment and arbitrary charges and chaos. Through the implementation of the above work, the comprehensive and coordinated development of students has been effectively promoted, and the overall quality of education and teaching in our county has been continuously improved. 4. The overall cadre of the cadre teachers has improved significantly. In order to build a high-ranking cadre teacher team, we focused on the following two aspects: First, we will continue to deepen the reform of the employment system. Since 1999, 919 newly-distributed graduates have been contracted to manage the 20 small township education offices in the county. The directors have implemented open recruitment, and the Education Bureau has twice publicly recruited more than 20 staff members from grassroots units. According to the actual situation of the faculty in our county, in accordance with the teacher training ideas of “based on the current situation, taking into account the long-term, solving urgent needs and paying attention to practical results”, the cadre teachers are carefully organized to participate in various forms of continuing education. Since 1998, there have been four training courses for cadres. The county's 284 national and junior high school principals participated in the training of principals. In 2001, two teachers from our county participated in the training of national key teachers. Six teachers participated in the training of provincial key teachers, and 15 teachers participated in the training of key teachers at the municipal level. The teacher's academic achievement rate has increased year by year.
5. The education equipment modernization project has made great progress. In order to meet the development needs of the information society, the county party committee and county government timely launched the modernization project of educational equipment focusing on multimedia audio-visual equipment, and included the modernization of education equipment into one of the "ten major events" promised to the people of the county in 2001. The "Implementation Opinions on Accelerating the Modernization of Educational Equipment" was formulated and formulated, the responsibility targets were clarified, and reward and punishment measures were formulated, which effectively promoted the modernization of educational equipment. At present, all high schools, 23 middle schools and 13 national ministries in the county have opened computer courses, and more than 80 teachers can make teaching courseware, which lays a solid foundation for the realization of the comprehensive information technology course in the county in 2005.
6. The collection, management and use of education funds are relatively standardized. In accordance with the principle of “grading school management and grading management”, we must adhere to the county-level investment, and the township and village teams should share the responsibility rationally, and implement the main responsibility of the government at all levels according to law. In the case of very difficult financial situation, the county government first guaranteed the timely and full payment of teachers' salaries. The rural education surcharges collected are mainly used for the wages of private teachers and to improve the conditions for running schools in rural China. The management of income and expenditure on school funds has been strengthened. The funds for the state-run small and county-level units are managed by the county finance and budget expenditures are allocated; the small funds for townships and towns in China are managed by the township education office, which ensures that the funds of the schools are used for normal public use. expenditure. The county did not crowd out or misappropriate education funds.
The small fee in China is a major event directly related to the vital interests of the people of the whole county. To this end, the county government has taken the strengthening of school fee management and the suppression of unreasonable charges as a long-term political task, to achieve ideological superiority, work in place, and often unremitting. The specific practices are as follows: 1 Standardize the behavior of grassroots fees, improve the charging procedures, and implement the system of “one card, one card and four cards”; 2 adhere to the system of examination and approval of the Chinese small book by the county education bureau; 3 implement public commitment; 4 strengthen the routine inspection of fees, Increase the investigation and punishment of cases of arbitrary charges. Due to the attention of the leaders and the effective measures, the small-scale charging behavior in China was further regulated and the satisfaction of the people was improved.
Third, the problems existing in the implementation of the "two laws" and the future plans to implement the "Education Law" and "Compulsory Education Law" to promote the education work in our county, there are also some restrictions on the development of education in our county The factors are mainly reflected in the following four aspects:
1. The contradiction between the increase in educational demand and the lack of educational investment is more prominent. In recent years, the county and township finances of our county have been affected by the redemption of the foundation. In addition, the investment in the village team has decreased in recent years, and social fund-raising has become more difficult, making the source of education funds more inadequate, especially the public funds. In two years, it showed a downward trend. In 2000, the county's educational public expenditure was 3.416 million yuan, and in 2001 it was reduced to 1.704 million yuan. The construction of school buildings in our county, the renovation and renovation of dangerous old school buildings and the modernization of educational equipment are arduous, and the capital investment is huge. There are 70,000 square meters of dangerous old school buildings in our county, and the need for renovation funds is 14.5 million yuan, including 11,000 square meters of dangerous school buildings, and 2 million yuan of renovation funds are needed. In accordance with the planning requirements of the province's China's small information technology education formulated by the province, in 2003, all the schools in the province should set up information technology courses. In 2005, all the small and medium-sized schools opened information technology courses. As far as the current progress of the modernization of educational equipment in our county is concerned, there are only 23 computer classrooms in the county, and there are still 19 computers. The county has 124 small and small national schools, and only 13 computer classrooms, even considering the past two or three years. Within the withdrawal of some small and small, at least more than 100 computer classrooms. According to the planning requirements of the Municipal Education Bureau, 40% of the central schools in the year should be equipped with computer classrooms. In this way, this year, the county national small school needs to equip 44 computer classrooms. To ensure that the county will open information technology courses as scheduled, only 18 million yuan will be invested in equipment. In addition, each school has to build a multi-functional classroom and purchase a teacher office computer, etc., and still need funds of 7.6 million yuan.
2. The construction of the teaching staff needs to be further strengthened. First, the quality of teachers needs to be improved. Affected by many years of exam-oriented education, some teachers have outdated educational concepts and lagging teaching methods. They are still unable to adapt to the needs of educational development and restrict the in-depth development of vegetarian education. Second, the shortage of teachers. At present, the number of students in our county has dropped sharply, and the country is in high-definition. High school has also entered its peak since this year. The teachers of the primary and secondary schools are relatively over-compiled, but the teachers in the primary and secondary schools are seriously inadequate. Even after the summer vacation, all the teachers of the National Primary School will be promoted to use in the middle of the country. At the same time, the state will try to expand the class capacity and reduce the number of classes to reduce the demand of teachers in the middle school. There are still 381 people in China, and 120 people in high school. There are 20 people in the system, county, middle school, and junior college. The total number of students in the post-summer education system is 521.
3. The school layout adjustment is unbalanced. Since 1995, our county has begun to adjust the layout of rural small and medium-sized countries according to the trend of decreasing the number of students and the needs of education development. However, due to the partial interests of some village cadres or the people, the lack of proper towns and villages The strength has not yet completed the adjustment task. The shortage of school buildings and the aging problem after adjustment have not been effectively solved. The small branch schools and teaching points of less than 100 people still exist in individual towns and villages, which restricts the rational allocation of educational resources and affects the quality of education and teaching. In the next few years, the county's junior high school and high school are still at the peak of enrollment. Although the county has to invest funds every year to expand the school building, it is still difficult to meet the needs of increased student resources. The county's national middle school class capacity is generally too large, with an average class capacity of 58.9 people. . Due to the increase in the population of the county, the number of classes in the city has also led to a large class capacity, and the actual average class capacity is more than 80.
4. The education of vegetarianism has yet to be further strengthened. At present, due to the influence of social employment, employment system and education itself, and the baton of the joint entrance examination, there are still students in school for a long time in school, heavy schoolwork burden, some teachers' reform consciousness is not strong, and the teaching effect is not ideal. The quality of teaching in non-major disciplines in the country is not high, and we need to seriously solve them in our future work.
In the future
1. Establish and improve education funding and guarantee mechanisms to ensure compulsory education investment. The education fees that should be levied before the rural fees are changed to tax will be collected and managed by the county's finances. As a special education fund, all of them will be used for the maintenance of rural Chinese small school buildings, the renovation of dilapidated houses and the adjustment of school layout. After the fee is changed to tax, the education fundraising and education surcharges are abolished, and the education management system is changed from “graded management of graded schools” to county-level government, and rural compulsory education is managed. In accordance with the principle of “multiple financial investment, social multi-funding, and education-specific”, education funds are included in the county-level budget, guaranteeing special funds, and absorbing and utilizing social funds and resources through multiple channels, actively seeking higher-level transfer payment funds, and striving to achieve "Four guarantees", that is, to protect the salaries of teachers, to protect the renovation of dangerous buildings in schools, to ensure the normal operation of public funds, and to ensure the funding needs for education development, so that the education investment after the change of taxes is not lower than the level before the reform.
2. Incorporate educational goals into the county government's assessment of the township government's objectives. The development of education is inseparable from the leadership and support of governments at all levels. After the fee is changed, it is necessary to further clarify the duties of township party committees and governments in the development of local education, so that all towns and villages can effectively control the surrounding environment of the campus, control the school, improve the popularity, adjust the school layout, and improve the quality of education and teaching. take responsibility. The county government will incorporate the above educational objectives into the assessment of township targets, and regularly assess and implement rewards and punishments.
3. Accelerate the pace of layout adjustment to ensure that the teaching staff can meet the needs of education and teaching. We will organically combine the adjustment of rural small-scale layout with the construction of school buildings and the maintenance and renovation of dangerous old school buildings, rationally allocate educational resources, and build the kindergartens that have been removed and adjusted into kindergartens, or use them to improve the conditions for running schools after the auction is realized. We will continue to intensify the reform of the personnel system, gradually establish a management mechanism for the incumbent of the teaching staff, strengthen teacher training, and strive to improve the quality of teachers. At the same time, we will continue to adopt a method of recruiting university students from key teachers' colleges and universities in the province and selecting the preferred graduates of the year to supplement the teachers in time to ensure the teaching needs.
4. Strengthen the internal management of the school, continuously deepen the education of vegetarianism, and strive to improve the quality of education and teaching. We will conscientiously implement the State Council's "Decision on the Reform and Development of Basic Education" and the spirit of the Central, Provincial and Municipal Education Work Conferences, in order to improve the national ethos and cultivate the talents of all levels and at all levels of moral, intellectual and physical development, and vigorously promote the enthusiasm Education, continue to implement the strategy of “revitalizing the county through science and education”.
