Problems and shortcomings in the development of agricultural industrialization in our county Although the level of agricultural industrialization in our county has improved compared with the previous ones, due to the constraints of economy, culture and location, it has become more competitive with economically developed regions and agricultural industrialization. Compared with the fast counties and cities, we still have many problems and deficiencies:
1. The leading industry is small in scale, its characteristics are not prominent, and the industrial structure is not optimized.
In recent years, although our county has vigorously advocated and developed leading industries such as sericulture, tea, medicinal materials, forest fruit and livestock and poultry breeding, the dominant industries account for a small proportion of the agricultural economy, and the characteristic economic benefits are not obvious. 2. The scale of leading enterprises is small, the degree of connection is not tight, and the ability to drive radiation is weak.
At present, although the number of agricultural industrialization leading enterprises with annual sales of more than 500,000 yuan in the county has grown to 36, the number of large and medium-sized enterprises is small, and the radiation-driven function is weak. The industrialization of “leading bases and bases with farmers” has not yet been formed. pattern. Take the two leading enterprises of Ninghong Group and Shencha Group in the tea industry of our county as an example, the production capacity is not large, the economic benefits are not high, there is no bright spot in the deep processing of products, and it has not formed an in-depth in the early 1980s. The county has organized outlets to acquire fresh leaves and influence the initial processing. It lacks cohesiveness to the tea base and has no appeal to other tea processing enterprises. The influence of Longteng's suture on the goat industry is self-evident. Because the production process and the market itself are risky, it is required to establish a risk-sharing and benefit-sharing interest linkage mechanism between the leading enterprises and the farmers. From the situation of our county, most leading enterprises and farmers are still a simple trading relationship. There is no real community of interest sharing and risk sharing between farmers and farmers. Farmers produce and sell themselves, whoever sells the price, who sells it to the market; where the company goes with the market, where is the low price, where is the acquisition; the shortage of raw materials and the difficulty of selling agricultural products exist at the same time, and the signed contract lacks a performance guarantee mechanism. For example, vegetables, fruits, livestock and other industries are driven by the lack of corresponding leading enterprises, which is difficult to grow and develop.
3. The industrialized operation chain is short, the technology content is not high, and the processing level is low.
Although there are three large silk processing enterprises in our county sericulture industry, the current products only stay on the white factory silk, lacking the deep processing ability of silk, and the added value of the products is low. Although there are two decoction pieces in the medicinal materials industry in our county, the proportion of intensive processing is very small. In particular, vegetables, fruits, livestock and poultry aquatic products are all freshly sold. Because there is no processing capacity in the local area, the sales channels are not smooth, and the production is much more. Most leading enterprises have insufficient investment in product technology development, and their ability to innovate in science and technology is not strong. There are few brands in the county and even in the country. Some industries are sericulture from our county due to unstable supply of raw materials and excess processing capacity. In terms of production capacity, the annual seed production can reach 150,000 sheets, and 100,000 seeds can be promoted in one season, and 200,000 tons in 26 drying stations. However, the county's annual breeding is only 80,000, and the annual output is only 66,000, which is far from meeting the needs of production and processing. In addition, in the county grain industry, in recent years, through the introduction of investment, the introduction of a number of food deep processing enterprises, according to statistics, the annual grain conversion design capacity reached 30 million kilograms, but the actual conversion is about 15 million kilograms, the actual processing capacity is only design capacity 50%. Insufficient work, on the one hand, weakened the role of agricultural industrialization, and on the other hand caused the idleness of assets.
4. The agricultural product market is insufficiently allocated, the sales channels are not smooth, and the sales space is small.
Our county is located in the center of three provinces and nine counties. It is a large agricultural county with a population of nearly 800,000. There are only 9 agricultural products market in the county. There are only one agricultural product market in the county with more than 100,000 people. Some of them are rented and sold for furniture. Open a supermarket. There is no professional market for tea, fruit, medicinal materials, timber, grain, livestock and poultry in the county's leading industries. There are six large-scale markets in Wuning County adjacent to us. There are 44 markets in Liuyang City, and there are 7 farmer's markets in the urban area, including 5 professional markets. The agricultural cooperative economic organization in our county has only begun to show up. The industrial association has not been established, or it has just been established and has not played a role. Most of the sales of agricultural products rely on some local sales and marketing personnel to “run a single gang”. The sales methods are single, the sales channels are narrow, and the sales cost is low. Too high, the risk is huge. In addition, the purchase of agricultural products is seasonal, the difficulty of keeping fresh, the time limit for sales is tight, and the demand for acquiring funds in a short period of time is very large. Because they have no preferential policies, no one supports them, and they rely on relatives and friends to make up or borrow usury. However, there are many “mothers who manage things” in the sales of agricultural products, and the tax burden is quite heavy. The rural economic cooperation organization submits the application for approval, and there are 7 departments that need to apply for review. The industrial and commercial bureau only collects the membership fee up to 1,200 yuan/year, and the accounting affairs service certificate also needs 400 yuan; the county center trade market has one booth for one year management fee. It costs thousands of yuan, and the prime location is as high as 10,000 yuan. The pigs must pay 78 yuan for each head slaughter, and nearly 10 departments take the money to collect the money. Farmers and self-produced fruits and vegetables have no professional market, and the county center market management is not standardized. There are bullying and bullying and industry monopoly. The agricultural products produced and sold by farmers are severely exploited in the sales process and cannot be sold. The price of pork and vegetables in the county has remained high for a long time.
5. Insufficient capital investment and scattered use, it is difficult for enterprises and farmers to finance loans.
Although the higher-level government and departments have many funds for agriculture assistance every year, our county allocates funds directly to the development of agricultural industrialization in the case of financial difficulties. However, due to different sources of funds, relevant departments are required according to their own interests. Decentralized investment, resulting in low efficiency of use of funds, the effect is not obvious, and even the phenomenon of misappropriation and misappropriation, can not play a role in promoting the development of agricultural industrialization. The loan thresholds of banks and credit unions are too high, the procedures are cumbersome, and financing for enterprises and farmers is difficult. As the leading enterprises in the county, due to the market, scale, and capital constraints, the pace of technological transformation is slow, and the expansion of production capacity is insufficient, and the county has not formulated and introduced the existing agricultural industrialization processing enterprises. The tax and fee policy of “slow and free” has no special fund support, and the self-development ability of enterprises is weak, and the development fund gap is large. For example, the yellow sand plywood factory needs more than 16 million yuan in working capital during the peak season. It is difficult to borrow so much money from a bank loan, and it can only be solved by itself.
Second, the reasons for the problems in the agricultural industrialization of our county
1. The policy is not lively and the ideas are unclear, which affects the sustainable development of industrialization. Although the county party committee and the county government regard agricultural industrialization as one of the “353” strategic objectives, compared with industrialization and urbanization, agricultural industrialization leads from the leadership. We have not researched and developed practical agricultural industrialization development ideas from the actual situation of agricultural and rural farmers; we have not introduced preferential policies and measures like the neighboring counties and cities that have developed rapidly in agricultural industrialization; they have not been able to provide farmers with timely and accurate Market information and science and technology; there is no guidance and assistance to farmers to run rural economic cooperation organizations and professional associations; there is no way to solve practical problems in agricultural industrialization for enterprises and farmers. Taking medicinal materials as an example, our county has many years of planting history, and some townships and villages have enthusiasm. However, due to policies and service measures that cannot be kept up, our county medicinal materials industry has always been difficult to develop and become an irresistible industry.
2. The basic situation in rural areas has changed, affecting the scale of industrialization.

In the above-mentioned villages, except Huangtian Village in Yining Town, where the income from the vegetable and animal husbandry industry has reached 40% of household income, the rest are traditional agriculture, and the income from employment and business accounts for 70-80% of household income. It can be seen from the table that most of the young and middle-aged laborers go out to work and do business. The actual agricultural workforce in the table is mostly elderly people aged 60 or 70. In addition to their frail age, they lack culture, less knowledge, and rigid thinking. Small farmers have a heavy sense of consciousness. Their so-called farming is only to plant rice in the double-season paddy fields that have been protected by droughts and floods. Other fields have allowed them to abandon them. First, because they are incapable of farming and care. The second is that as long as the tube is eaten, the rest depends mainly on the income of the children. The third is the decentralized operation of the land, which leads to the development of the industry because there is no field and cannot develop. The land is abandoned, the land is not smooth, and the utilization rate of cultivated land in rural areas is very low, which has greatly affected the agricultural industry of our county. The scale of development.
3. Planning and target guidance are unscientific and affect the rapid development of industrialization.
Although we have proposed the "1116" project, each industry lacks scientific planning guidance. First, some of our data in the industry is “water”, especially in animal husbandry. At present, the bases of various industries in the county are scattered, not in scale, and the degree of standardization is the bottom. This is the main reason. Third, there is a lack of clear scientific system development goals in the development of leading enterprises, agricultural products marketing, and the creation of agricultural brands. 4. The services related to the agriculture sector are not in place, affecting the healthy development of industrialization.
