The Tenth Congress of the Communist Party of China is a congress held under the new situation of thoroughly implementing the party’s xx spirit and building a well-off society in an all-round way throughout the country and the country. I. Work in the past five years Reviewing the five years since the Ninth Party Congress of the county, under the correct leadership of the provincial and municipal party committees, the county party committee united and led the people of all ethnic groups in the county, emancipated the mind, seized the opportunity, and forged ahead, really grasping Hard work has brought about a significant change in the face of prestige. Compared with 1997, the county's GDP grew at an average annual rate of 5.5%, per capita GDP grew at an average annual rate of 3.7%; the whole society's fixed asset investment grew at an average annual rate of 22.3%; the average retail sales of social consumer goods grew at an average annual rate. 5.8%; the general budgetary revenue of local finance excludes the incomparable factors such as the tax on flue-cured tobacco, with an average annual growth rate of 3.1%; the per capita net income of farmers has exceeded the thousand-yuan mark, with an average annual growth rate of 3.9%.

Looking back at the work over the past five years, our main experience is:

First, we must persist in emancipating our minds, seeking truth from facts, and carrying out our work creatively. The biggest subjective factor that restricts the deepening of prestige reform and economic development is that ideological emancipation is not enough. In the past five years, the county party committee has set aside the concept of market awareness, openness, opportunity, competition and "development is the last word" in order to break the conservative consciousness and the awareness of small-scale peasants, and to emancipate the mind, improve the policy, reform the system, and improve The style of work and the promotion of development are closely combined, and a large-scale discussion on emancipating the mind is carried out among the broad masses of cadres and people in the county, and cadres and people are organized to visit and inspect, and guide the people to the economy.
