I. The generation and management of the first community professional staff authors
1. The number of positions and positions. The setting of the authors of the community residents' committee community is composed of 5-7 people in principle. 2. Selection and employment of community-based staff. 3. Conditions for community-based staff members. Models abide by the laws and regulations of the country, have good political qualities and strong sense of responsibility; love community work, have a strong sense of service, have certain organizational skills and strong verbal ability; and are resident in this urban resident population, generally should live in this Community; community-based workers who are recruited by the society must also have college education or above; they have certain social work knowledge and are under 35 years of age.
The management community workers of the community special worker authors implement the term employment contract system, and the term of the employment contract is the same as that of the members of the community neighborhood committee. During the term of employment, the subdistrict office is responsible for the management of community workers in accordance with the relevant provisions of the “Organization Law of the Urban Residents Committee of the People's Republic of China” and the employment contract signed by both parties.
1. Implement a reasonable salary subsidy system. Community workers implement a unified wage system during their tenure, and wages are composed of three parts, namely basic salary, post salary and bonus. The basic salary is 400 yuan per person per month, the post salary is divided into three grades, the director position is 130 yuan per person per month; the deputy director position is 100 yuan per person per month; and the member position is 80 yuan per person per month. The bonus criteria are determined by the streets according to the local actual situation, combined with the work performance of the community workers and the annual assessment results. The wages of community workers are adjusted according to the development of community construction and the city's wage level. During the period of employment of community workers, social insurance such as pension and medical care shall be established in accordance with the Regulations on Basic Pension Insurance for Yancheng City Workers and the Interim Provisions on Basic Medical Insurance for Urban Workers in Yancheng City. The basic wages, post salary and social insurance funds of community workers are financially burdened. 2. Establish an appraisal system. The community community assessment team is established by street cadres and representatives of community members, responsible for the evaluation of community workers. The content of the assessment includes four aspects: morality, energy, diligence and performance. The annual assessment includes mid-year evaluation and year-end evaluation. The mid-year evaluation time is arranged at the end of June and the beginning of July each year. The four elements of the evaluated person's moral, energy, diligence and performance are evaluated in the form of community member congress. The year-end assessment time is arranged from the end of December to the first day of January of the next year. The evaluator conducts self-year work summary, and the assessment team organizes quantitative assessment and community member representative assembly evaluation. The street implements rewards and punishments for community workers based on the results of the annual assessment. For staff members who fail to pass the annual assessment, the post salary and bonus will be deducted and discussed and approved by the community member representative meeting, and the demotion or use will be given.
3. Strict education and training system. Districts and streets shall implement community-level training at the level of the tasks required by community work under the new situation. Each year, the District Party Committee Organization Department and the District Civil Affairs Bureau regularly organize training for community party organization secretaries and community neighborhood committee directors; each street is responsible for comprehensive training for community workers within the street. Not less than 30 class hours a year. Mainly in the political theory, policies and regulations, professional ethics, community building, community management, community party building and market economy knowledge and other aspects of training, and strive to train community cadres into learning cadres. Strengthen post training and actively promote the system of holding cadres with certificates. Termination and dissolution of community worker employment relationships

3. If the community member representative meeting removes the position of the community neighborhood committee according to the relevant statutory procedures, the sub-district office may dismiss the employment relationship with the community special worker author.
4. Community workers are generally not allowed to resign during the period of performance of the employment contract. If they need to resign due to special circumstances, they should write a written application by the individual. After discussion and decision by the community member representative meeting, the community member representative meeting decides to resign, the street office The employment contract should be lifted. Within three months of the individual's application for resignation, the applicant may not leave or leave the post without authorization.
Second, there are several problems in the construction of community faculty authors. But at the same time, we also saw some shortcomings and problems in the construction and management of the team itself.
The structure of community workers is not suitable for the needs of current community work. The current community work is complicated and heavy, and management is difficult. As far as social security and party member management are concerned, the existing targets of protection and community members are mainly composed of three parts: retired, demobilized and demobilized, and laid-off and unemployed. Retirement has been frail for many years, and it is aimed at the enjoyment of the old age. After the demobilized and demobilized troops of the army were transformed from social party members into social workers, they lacked effective management tools to bring them together. At the same time, due to their lack of understanding of the transformation of China’s social system and the new situation of state-owned enterprise reform, The policy is not very understandable, the mentality is not balanced enough, and there is some grievance; on the other hand, objectively speaking, the issue of demobilization of troops and the employment of laid-off and unemployed party members is their first demand, often busy with livelihoods, innocent participation and concern for community building. To do a good job in community building, we need a team of community workers with rich work experience and high quality. However, the current situation is that most of the community workers have not engaged in some new work in community building, and they lack certain Business knowledge, work experience and ideas. They still use the instructional work model of the past economic era in the past, the business level is low, and the community work consciousness is not strong. In the gender structure, the ratio of male to female is around 1:30, which is seriously imbalanced.
The work ability and the level of education are asymmetrical, which is not compatible with the heavy responsibility of the community. The knowledge structure is not reasonable, which will become the bottleneck for deepening community work. The level of mastery of cultural knowledge needs to be improved. It can be seen from our survey that the mastery of human history and community building knowledge of the region and its jurisdiction is poor. At the same time, the level of computer application of community workers is very poor. These are not compatible with the current requirements for creating demonstration community activities.
The ability to reform and innovate does not match the awareness of reform and innovation, which will affect the further improvement of the quality of community work. At present, most of the community neighborhood committee staff have a strong sense of innovation, but the ability to reform and innovate is weak, and there is a big difference between the two. From this point of view, the weaker reform and innovation capabilities of the community neighborhood committee staff do not match the strong sense of reform and innovation. This phenomenon will make the majority of community workers feel more than enough, and will affect the further improvement of the quality of community work.
The degree of adaptation is not high, which is not conducive to the greater role of community workers. With the aggravation of the work function of community neighborhood committees, higher requirements are placed on the ability of community cadres to express their language and words. The existing language and writing ability of this team needs to be improved. In the community to engage in public work, it will inevitably encounter some difficulties and troubles, which requires community cadres to have strong self-psychological adjustment ability. From the current situation, their self-psychological adjustment ability needs to be strengthened. In our preliminary statistical analysis, the authors of community-based workers can do less than half of the methods, ideas, and decisions. This is the core of work and research capabilities, and is of great significance for the further development and development of community work. Therefore, the majority of community workers need to pay attention to improve their work and research capabilities.
3. Suggestions on the management of community workers
1. Increase publicity and form an environment that the whole society attaches great importance to community work. It is necessary to give full play to the propaganda role of the news media so that the whole society can understand community work and attach importance to community work. The basic theory and knowledge of community work should be included as part of the training of government staff. Promote community work by organizing community knowledge contests, community knowledge quizzes, and advanced community worker presentations.
2. Conduct community worker training projects, and full-time staff members of community neighborhood committees should be certified to work. Around the training, we must do the following work: formulate the recent training objectives and implementation plans for the community full-time workers' rotation training; strengthen the education and training of community party cadres, establish district-level training leaders and mechanisms; establish a high-level professional part-time job The combination of the teaching staff; the training content should be linked to the actual work of the community, the training form should be flexible and diverse, and the teaching time should be arranged in a timely manner; for the highly professional knowledge, joint training with relevant units can be established to establish a strict attendance and assessment system to ensure the quality of training. Establish and improve pre-employment training systems for community workers.
3. Establish a system to enrich and adjust the team of community workers. Among the laid-off workers, they are selected to be young and strong, with a high level of education, and have certain management experience. Those who love community work are the backup force to enrich the community committee workers. It is necessary to select the cadres of the streets and districts to join the residence committee, recruit new college graduates to enrich the team of community workers and the community party cadres. Make higher restrictions on the age and education of the community neighborhood committee. Authors of special workers who are weak in the community or unable to work in the community should implement the dismissal system from the assessment management to eliminate the authors who are not responsible.
4. Qualify the authors of community special workers in strict accordance with the “Organization Law of Urban Residents Committee”. The Community Residents Committee is a popular resident self-governing organization. The authors of the community special workers are elected by the community residents and employed. The government and its departments should not attach any qualifications. It is necessary to change the practice of treating them as administrative sub-branches in the past, so that the community residents committees can be used as they are.
5. Actively carry out research work on community development and guide the actual work of the community. It can be led by the District Community Construction Working Committee to create an internal publication of “Community Work Dynamics”, introduce the theory of community development, and promote the quality of community workers.
