2. Strengthen basic farmland protection measures and improve the protection system. Strictly implement the basic farmland protection system, implement the overall land use planning and basic farmland protection planning, and coordinate with the township government to complete the signing of the basic farmland protection and land and resources management objectives of 13 administrative villages, and further protect the responsibility.

3. Implement “four forbidden” and “two musts” to regulate the management of individual housing construction land. First, the implementation of the "four prohibitions", that is, the village groups, collective economic organizations and farmers are strictly prohibited from illegally selling collective land. It is strictly forbidden for units and individuals to illegally purchase rural collective land to build houses. It is strictly forbidden to borrow the name of farmers to apply for collective land to build houses. Personnel use their duties or work to participate in illegal trading of land and illegal and illegal housing construction activities. The second is to achieve "two musts", that is, those who apply for housing construction must have the conditions determined by relevant national laws and regulations, must meet the requirements of urban planning, and prohibit the use of fines for custody and punishment.

4. Do a good job in the promotion of land and resources management. In the usual work, through direct and face-to-face publicity through contact with land users, the latest land and resources laws and regulations and the state's major decisions on land and resources management are worthy of timely communication to the public. At the same time, it carried out special propaganda work on “Land Day”, and through various news media, dispatched propaganda vehicles, issued propaganda materials, produced propaganda exhibition cards, accepted public consultation and other means, and vigorously publicized land and resources laws and regulations.

5. Further standardize the dynamic inspection system for land and resources. According to the principle of “clear primary and secondary distinctions”, both sides of the township planning area, provincial and county-level highways shall be set as first-level inspection areas, and inspections shall be conducted once a day; mining enterprises, main rural roads and basic farmland protection areas shall be set as secondary inspection areas. It is inspected twice a week; the surrounding areas of the village and the general farmland protection area are set as three-level inspection areas, and inspections are conducted every ten days, and the inspection logs are made. Focus on monitoring the location where illegal land use is being implemented, timely grasp the land use dynamics, take relevant disposal measures, stop in time, effectively prevent and avoid the occurrence of land violations, and reduce the incidence of land violation cases.
