Second, the work objectives
1. Afforestation and greening: It plans to build forests and seal mountains and afforests of 700,000 mu, including: “Three North” afforestation of 100,000 mu; returning farmland to forests of 400,000 mu; and closing hillsides for forestry of 200,000 mu.
First, it is necessary to strengthen the construction of key forestry projects such as returning farmland to forests, three-afforestation, fast-growing and high-yield forests, and promoting the ecological construction of the city with project construction. The second is to highlight the key points of “controlling deserts and quelling deserts”, and strive to integrate the new sand control and sand control work into national and provincial engineering project areas, and adopt specific measures to overcome the afforestation of the city. Third, we must extensively mobilize the polarities of all parties in the society and vigorously fulfill their obligations. Various forms of social afforestation, such as planting trees, departmental greening, and green channel construction, will promote the pace of land greening in all directions. The fourth is to comprehensively implement the “Overall Planning of Village Greening in Fuxin City”, rectify the appearance of villages and villages, promote the process of urban-rural integration construction and the pace of building a new socialist countryside, and gradually realize green harmony and exquisite newness.
2, forestry seedlings: plan to nurse 10,000 acres. The container has 30 million cups of seedlings, and the seedling structure has been actively adjusted. In order to cope with the afforestation of the barren hills and the ban on grazing, the proportion of seedlings of native, shrub and feed forest species has been increased.
3. Protection of forest resources: The project plans to prevent and control 900 million mu of forest pests and diseases, and the prevention rate is over 75%. The quarantine rate of seedlings is over 95%. The monitoring coverage rate is over 85%. We must do a good job in the project management project for poplar pests and diseases.
The forest fire prevention and forestry are severely cracked. Major mega-forest fires are eliminated throughout the year. The forest fire damage rate is controlled below 0.04‰. The forest fire prevention electronic monitoring system is used to strengthen the forest fire warning and forecast. Further increase the investigation and punishment of cases, crack down on all kinds of illegal crimes that damage forest resources, and focus on the clean-up of logging sites and small-scale land reclamation.
4. Management of forestry resources: Strictly implement the cutting quotas of the provincial government during the “xxx” period, and make good approvals, focusing on the transformation of low-yield forests and farmland shelter forests. We will do a good job in the issuance of forest tenure certificates, standardize the management of the timber industry, and issue the Interim Measures for the Management of Forest Property Transfer in Fuxin City.
5. Forestry industry and grassroots infrastructure construction: The project will realize a forestry output value of 900 million yuan and a forestry added value of 430 million yuan. Increase investment promotion efforts, introduce farmers to increase the leading industries, and do a good job in forestry station construction, science and technology training and promotion, and forest defense system construction.
6. Economic Transformation Forestry Project Work: We must continue to do a good job in the afforestation of the project of returning farmland to forests, the afforestation of the “three north” project, the construction of forestry seed bases, the biopharmaceutical plant, and the Haitangshan Nature Reserve. Strive for national sand control, forestry forest defense system construction, state-owned forest farms to get out of trouble, forestry station construction, ecological public welfare forest compensation and other projects, so that the city's economic transformation of forestry projects to work to a new level.
7. Continue to do a good job in the economic development of the forest, develop to 1 million mu, with the forest and grass as the main, with forest medicine, forest bacteria, forest smoke, forest grain intercropping, forest under the goose, focus on the tree after the closure The development of the forestry-complex model accelerates the development of follow-up industries after the return of farmland and promotes farmers' income. 8. Fixed assets investment: The project-year forestry fixed assets investment is 185 million yuan.
9. Strengthen party building and clean government construction, consolidate the first batch of advanced education achievements, and actively carry out the third batch of advanced nature education activities.
