Zhangquan Village is located in the eastern part of Miyun County. It is located in the deep mountainous area in the north of Dachengzi Town. The village contains 4 natural villages. The total population of the village is 201, and the number of married women of childbearing age is 45. In the past three years, the village has a population of 3 people. The whole village meets the policy fertility rate of 100%.

The town party committee and government attach great importance to population and family planning work. In recent years, our village has been focusing on the center of stabilizing low birth rates, improving the birth rate of the population, adhering to the people-oriented, building a harmonious population environment, accelerating the transformation of the planning and birth work ideas and working methods. Fourth, it is suitable for guidance, and contraception is informed. Through social publicity, special education, and people's self-education, the self-care awareness of the people of childbearing age and the satisfaction of family planning work have been improved.

The fifth is to introduce new products and manage the network of medicines. The establishment of a drug distribution and monitoring network map was changed from a single “send drug delivery” service model to a self-selection and a “service card” to receive contraceptives. Cardholders of childbearing age can receive the required medicines at the free dispensing point of the village medicines. The village service room is also equipped with a medicine display cabinet, which specifies the name, performance, adaptation to the population, methods of use, taboos, etc., so that the public can understand the performance and efficacy of the medicine more intuitively, so as to better choose the suitable one. Play the functions of the association and promote village self-government.

In the village self-government, the Family Planning Association has played a role as a bridge, and the Village Family Planning Association has a total of 98 members. The association also established a village plan for the villagers' self-governing board of supervisors and associations. Secondly, we use the association to be close to the people and understand the advantages of the people. Members of the association organize regular reviews of family planning work, and listen to opinions and suggestions from cadres and people through symposiums, interviews, and information collection of needs of people of childbearing age. Incentive policies, reward and support systems, free technical services, and reproductive health care are the key points of government affairs and village affairs, so that the people can fully understand their basic rights to family planning.

7. Adhere to comprehensive management and coordinate population issues.

Population and family planning work is a huge systematic project. It is not enough to rely solely on the population and family planning department to fight alone. Promote the programmatic birth management services of the floating population. In our village, the floating population is included in the resident population management and services. The floating population can enjoy the family planning service free of charge. At the same time, they can closely contact the relevant departments of the higher authorities, and actively cooperate with the township family planning service station to implement the same management and service as the resident population. Second, the shortcomings and difficulties

Since the "11th Five-Year Plan", with the strong support and help of the superior population and family planning department, the population and family planning work of our village has developed steadily, the low birth rate has remained stable, and the birth population has been effectively improved. All indicators have reached Target requirements. However, there are still many problems to be solved in the work. The following two points are more prominent:

First, team building can't keep up with the requirements of service. The overall development of the team is not balanced. The cadres of grassroots family planning cadres cannot fully meet the requirements of quality service, especially those who understand technology and operate various new medical equipment. In addition, it is more difficult for rural planning and childbirth service teams to meet the standards of feminization, knowledge and youth.

Second, the management and service of the floating population is difficult. The short-term flow of the floating population is difficult to grasp, and there are lags in the management and service process. At the same time, the services of the separated people in the floating population are not fully in place, especially the policy of migrants outside the policy, supervision and social support. Difficult, comprehensive governance needs further in-depth.
