Fan Wen: Liang Jinsong’s resignation letter to Tung Chee-hwa


The resignation of the Chief Executive, Mr Tung Chee-hwa, on the fifth floor of the Central Block of Lower Albert Road, Central, Hong Kong. I am now in writing to ask you to resign as the Financial Secretary of the Hong Kong Special Administrative Region. As I explained to you in another report, I bought a car in January 2003 and the feeling of conflict of interest has caused widespread public concern. I announced the purchase of a car before the first registration tax on the car on March 5, 2003. Although I have no intention to reduce the tax expenses, I should not make the purchase to avoid any suspected conflict of interest. I admit that I have not fully complied with the Code of Conduct for Principal Officials of Accountability. In particular, the relevant principals in Article 5.1 must avoid suspecting their dishonesty, injustice or conflict of interest. I apologize for the negative image of the incident. I am willing to take responsibility for my fault, and I believe that in the current situation, resignation is the action I should take. I am grateful to the Central People's Government for giving me the opportunity to serve as the Financial Secretary to serve the people of Hong Kong. I am also grateful to you and other colleagues working in the government for their support and guidance over the past two years. I am confident that under your leadership, Hong Kong will be able to overcome the current economic difficulties and rejuvenate as soon as possible. Leung Kam-sung, March 10, 2003
