I. Impact of population introduction on urban management

1, the basic situation

The current situation of the floating population in our district has three characteristics: First, the inflow of floating population has increased year by year. The number of migrants is rapidly approaching the number of permanent residents. Second, the speed and proportion of migrants are relatively high. Most of the floating population comes from underdeveloped areas or poor mountainous areas. The general education level is not high. The majority of the floating population has a cultural level between the national small and the middle school. The Chinese blindness also accounts for a large proportion, due to cultural quality and limited education. The influence, the legal consciousness is relatively weak, and it is even more difficult to talk about environmental awareness.

2. The source of the imported population

In daily urban management, according to our rough statistics, the existing imported population is mainly divided into three categories. One type is an investor. In the past few years, people who have come to invest and set up factories have started to increase. However, in terms of quantity, these people are not many. From the perspective of urban management, due to the high overall quality of such people, there are few violations in urban management, but because of their high requirements for urban management, we improve the city management level and infrastructure. Quality has generated a lot of pressure. The first category is workers in construction and construction sites. This group of people is a large number and is the main body of my migrant population. Another category is the floating population. They often come to the “gold panning” with the workers who work with the enterprises and construction sites. However, due to the lack of work, it flows everywhere. The current resistance that seriously affects my city's urban environment and blatantly resists administrative law enforcement is mainly in this group of people. Because they are highly mobile and have no fixed jobs, they often "take a shot for a place." Among them, the three categories of immigrants in Xinjiang, Tibet and the Three Gorges are prominent. According to statistics, there are more than 60 people in Xinjiang who are engaged in unlicensed business activities in our city. There are more than 20 Tibetans who have been engaged in unlicensed booths and sold their own pharmaceutical materials, knives and handicrafts in our city for a long time.

3. The impact

On the surface, there are three main phenomena.

Law enforcement "difficult" is more difficult. First, there are many mobile vendors. There are more than 2,000 urban districts alone, with strong dynamics and relatively disordered management. As a result, there are many violations and resurgence of illegal activities. The offenders and law enforcement players play "cats and mice" or "guerrillas", which is difficult to treat both the symptoms and the root causes; There are many contradictions in special groups. In the law enforcement actions, there were widespread unreasonable stalls and unlicensed operations among Xinjiang, Tibetans and Three Gorges immigrants. However, policy protection for special groups was regarded as a protective umbrella for some of them, and threatened by the above interviews. The phenomenon of defying law and violent resistance to law has occurred from time to time.

New law enforcement issues are emerging. The small individual hawkers in the field were originally based on independent management. Now they gradually join hands with local gangs to form a mutual support and mutual support to resist law enforcement.

The law enforcement environment has been repeated. From an in-depth analysis, we believe that the cost of urban management is mainly due to the large introduction of population. Our city, originally designed according to the population of 500,000, is now basically the same size as the local population. In fact, the "plate" has doubled. The corresponding urban management efficiency and carrying capacity cannot cope with the load of a large population. Coupled with the current laws and regulations can not keep up with the rapid development of urbanization and new problems arising from the introduction of population, the problems that often arise in urban management mentioned above have arisen.

Second, the current situation

The first is to face the challenges of job positioning. Our district is currently facing new situations such as the continuous introduction of migrants, the continuous breaking of the urban-rural dual structure, and the continuous improvement of citizens' environmental quality requirements. We cannot allow us to relax. The long-established concept of city appearance and urban management is a simple labor concept, which makes the science and technology content of the whole industry too low, and lacks the talents who understand modern urban management. In terms of job orientation, we must implement the requirements of internationalization, marketization, legalization, and informationization into work measures and work processes. At the same time, we must actively improve our ability to work. Future urban management requires us to move from specific and direct business management to macroscopic and indirect management with planning, regulations, technology, and publicity.

The second is to face the challenges of the working mechanism. Some bottlenecks in urban management, such as the “six chaos” in cities such as road management and black advertising, have been repeatedly treated, which has seriously affected the city appearance.
