General
In order to safeguard the legitimate rights and interests of students and regulate student complaints, according to the "People's Republic of China Education Law", "The Law of the People's Republic of China on the Protection of Minors" and other regulations on the lawful rights and interests of students, combined with the actual practice of education administrative law enforcement in our school, In order to protect the legitimate rights and interests of young students, and to cultivate students' legal awareness, this system has been formulated.
The principle of appeal should deal with student complaints and should follow the principle of legal, open, fair, just and convenient separation of student complaints, disciplinary powers and grievance review rights.
The Appeals Agency School establishes a Student Appeals Processing Committee to handle student complaints.
The school set up an on-campus appeal committee, which is composed of representatives from the party, government, industry, and other organizations. It is the decision-making body for the school to handle student complaints. The Student Appeals Office of the School Appeals Committee is located in the Legal Security Office. As the functional department of the Student Appeals Committee, it is responsible for accepting written or oral complaints from students. Its main responsibilities are: publicize and protect the legitimate rights and interests of students; accept and handle student complaints within the school; announce the decision in writing.
Appeal time
Students are dissatisfied with the school's handling and disciplinary decisions. Within 5 working days from the date of receiving the school's disciplinary decision, they may file a written appeal with the school student appeals committee. The student is dissatisfied with the review of the complaints made by the School Student Appeals Committee and may file a complaint with the Education Bureau within 15 working days from the date of receipt of the school review decision. If the student does not file a complaint within the appeal period, the school and the Education Bureau will not accept it.
Scope of Appeals Students may file a complaint during the school period with the following questions.
The student is dissatisfied with the disciplinary action given;
Schools or teachers violate the regulations, charge fees, arbitrarily apportion, confiscate student property, and force students to purchase informal or non-formal learning materials or materials that are not related to teaching;
In the education and teaching activities, corporal punishment or disguised corporal punishment of students, disciplinary management and improper handling, infringement of students' personal health, personal dignity, damage to their reputation;
School or teacher privately dismantle student letters;

Deprivation of the honorary title of a student without a certain procedure;
Serious consequences due to unfair evaluation of students;
Arbitrarily deprive students of the right to take the test or the right to education;
Violation of the national admissions regulations to violate the student's right to study;
Any other violations of the lawful rights and interests of the student may be appealed.
Students participate in various activities arranged in educational programs, and the right to use educational facilities, equipment, and materials is infringed.
Appeal program
Proposal
When the student’s legal rights are violated, the appeal office may be appealed in the form of an oral complaint or a written appeal application.
1. A written application may be filed by the student himself or by his or her guardian. The appeal must state the natural status of the complainant and the respondent, the requirements of the complaint, the facts and reasons, and provide relevant legal and regulatory basis.

2. If an application is made orally, the receiving institution shall record the basic information of the complainant, the main facts, reasons and time of the appeal.
Review acceptance
After receiving the complaint materials from the student or guardian, the student complaints office or other department shall, within 5 days of receiving the application, conduct a review and consider that it meets the conditions for acceptance, and shall accept the application and notify the parties; if it does not meet the conditions for acceptance, the applicant shall also be notified not to Accept and explain the reasons and make a record.

Investigation hearing
1. After receiving the complaint materials from the student or guardian, the Student Appeals Office or other departments shall form an investigation team of more than three persons to investigate, verify, and make a record of the contents of the appeal;
2. Appeals accepted by the Student Complaint Office of the school shall obtain supporting evidence on the basis of in-depth investigation, and then hold hearings of school leaders, teachers, parents and students, as well as those who have been appealed, to further verify the case. record;

3. The records of the investigation and hearing process or the records of the hearing materials shall be signed and deposited into the file by the parties.
4. If the members of the appeal acceptance office have direct interests with the appeal, they should avoid being accepted by other members on their behalf.
Make a decision
1. The appeal office shall, within 30 days after receiving the decision on acceptance of the appeal, make a decision on the basis of a comprehensive investigation and verification of the complaint, and notify the parties in writing, and sign it after signing by the party.

2. In handling complaints, if the parties are willing to do so, they may preside over mediation and reach an agreement. If necessary, a mediation book may be drawn up and signed by both parties. The mediation book has the same effect as the decision. The decision made by the grievance office shall be made into a decision letter, signed by the members of the grievance office, and affixed with the official seal of the school.
If you disagree with the appeal processing decision, you may file a re-appeal in writing within 15 days from the date of receipt of the decision letter, with one time limit, with the original appeal and the original processing decision.
3. The acceptance team will hold a meeting within 15 days of receiving the re-appeal and will make a written decision within 30 days after the meeting. If the application is not handled or the dissatisfaction with the reprocessing decision is made, and the content of the appeal involves personal or property rights, the claimant may file a lawsuit according to law. If you need to withdraw your appeal or reappeal, you can apply for withdrawal before the appeal office makes a decision.
