Hospital emergency response plan for large-scale blackouts

One purpose

In response to sudden large-scale blackouts in hospitals, the power supply is quickly and orderly organized to ensure the safety of patients and reduce property losses, to ensure the smooth use of electricity in hospitals, and to promote the institutionalization and standardization of accident emergency work, in accordance with relevant national laws and regulations. In accordance with the actual situation of our hospital, this plan was formulated.

Second scope

The “sudden large-area electrification accident” referred to in this plan refers to the sudden failure of the large-scale power system safety line of the whole hospital due to damage or damage to important facilities of serious natural disasters, and the large-scale collapse or collapse of the power grid. accident.

Three emergency principles

The handling of large-scale power outage accidents implements the principle of “prevention first, standing unrestrained” and follows the principle of “unifying leadership, improving mechanisms, clarifying responsibilities, strengthening cooperation, responding quickly, and decisive measures”.

Four organizations

The hospital set up a large-scale power outage emergency response leading group, and set up an emergency repair team.

1 Leader of the Emergency Leading Group for Large-scale Blackouts in Hospitals: Deputy Head of General Manager: Member of the Dean: Logistics Manager, Personnel Administration Department
Electric maintenance worker
Duties:
Do a good job in daily safe power supply, implement a safety production responsibility system, and prevent large-scale power outages.
When a large-scale power outage accident occurs, timely make an emergency response to the power outage and restore the power supply as soon as possible.
According to the severity of the large-scale power outage accident, it is decided to start and terminate the emergency plan.
Report the accident to the higher authorities in a timely manner and make it known to the public.
Request external support if necessary.
The leader of the leading group is the first responsible person to perform the provisions of this plan. Under the unified command of the leading group, the member units shall perform their duties and take responsibility for each other and work together to do a comprehensive social emergency work in the event of a large-scale blackout.

2 Captain of Emergency Rescue Team: Member of Logistics Supervisor: Responsibilities of Electric Maintenance Workers: When an accident occurs, organize personnel to carry out rescue operations; report the accident situation to the command team, issue a request for assistance to the power supply department when necessary, and summarize the experience and lessons of emergency rescue work afterwards.

Five emergency program logistics department electrician class emergency program

1 plan power failure emergency program

When the electrician receives a notice from the power supply company to inform the power outage or other forms of power outage notice, it must ask clearly the time of the power outage, the length of the stop and the reason for the power outage, and make a good record. If it is not in this shift, it should be handed over when the shift is completed. .

Inform the leader of the emergency leadership team to explain the reasons for the power outage, the specific power outage time, how long to stop, and prepare for the backup second power supply.

If during normal working hours, when time permits, the Ministry of Personnel Administration shall send a notice to all departments in writing.

If the time is urgent, the supervisory team leader should be notified immediately after receiving the notice from the power supply company to explain the situation. The personnel administration department will send a notice to all departments, and the important department should talk with the chief nurse head of the department to clear the time of power transmission. Make sure to stop the power plan.

In the power distribution room 30 minutes before the power outage, do a preliminary check to switch the standby second power supply. In the event of a power outage, the normal start and delivery of the alternate second power source is guaranteed within 15 minutes.

10 minutes before the power outage, all passenger elevators will be parked on the first floor.

When the external network is out of power, start the generator power supply to ensure the power supply of key departments such as the emergency department of the operating room.

Make a record of the standby second power supply operation record and restore the mains power supply.

2 Temporary power outage emergency program

In the event of a temporary power outage, you should immediately call the power supply company to ask about the cause of the power outage and the length of the power outage.

1 2

Inform the team leader or the general duty officer to explain the situation.

If the power outage time is short, wait for the mains supply to send high and low voltage power.

If the power outage time is long, you should immediately switch to the alternate second power source.

If the dual power supply fails to start due to various reasons, the standby generator should be started as soon as possible to ensure the power supply of the key departments.

Make a record of the standby second power supply.

When the internal cause of the hospital is cut off, it is necessary to find out the cause of the power failure, whether it is a high voltage circuit or a low voltage circuit. If the high-voltage circuit fails, the hospital electrician immediately introduces the backup power supply, and should promptly contact the power supply department to resume the repair work as soon as possible to ensure the use of electricity; if the hospital mortgage circuit fails, the cause should be quickly identified and the circuit should be restored according to the operation regulations.

Department department emergency program

1 After receiving the power failure notice, each department should cut off all the power and its power supply when it is allowed to be used, and then put it into use after the circuit returns to normal.

2 Immediately after receiving the power failure notice, prepare for power outage. If you have a rescue patient, use a backup power source.

3 After a sudden power outage, immediately find a way to rescue the patient and its operation, maintain the rescue work, and turn on emergency lighting. The electrician or the chief duty should be notified promptly.

4 Patients with critically ill patients who use the ventilator during surgery should have a simple respirator at the side of the machine. In case of sudden power failure, the medical staff immediately disengages the ventilator and uses a simple respirator to maintain breathing. For patients who use electric nitrogen, use a 50 ml syringe to aspirate the nitrogen tube.

5 If there is a sudden power failure in the two lines, the medical staff should first ensure that the patient is rescued before the generator is powered. The nurse should be calm and calm. The upper ventilator adopts the hand-holding method, and the upper monitor uses the manual blood pressure pulse. The electric nitrogen absorber uses a 50 ml syringe to suck the nitrogen pipe, etc., and observes closely and changes. The rest of the staff immediately informs the electrician, the personnel administration department, and uses emergency lights for illumination.

6 Strengthen the patrol ward, appease the patient, and pay attention to fire and burglary.

7 After the elevator encounters a sudden power outage, the logistics personnel should do the passengers' ideological work, call the outside, and manually release all the passengers.

Six safeguards

1 The electrician should do the maintenance work of the generator every day to ensure that the generator is ready for use at any time.

2 Electricians should master the power supply knowledge and operation specifications, and pay attention to operational safety.

3 The clinical department is routinely equipped with lighting materials such as emergency light flashlights, which are regularly inspected and kept in good condition.

4 The logistics department shall organize an emergency power outage drill, 1-2 times a year, through drills, so that everyone is familiar with the emergency handling procedures for sudden power outages to ensure patient safety.
