Emergency plan for electrical fire accidents in power supply stations


1 The purpose of the office building, substation and production site, staff and dormitory personnel are tight, electrical facilities are numerous, power consumption is large, and electrical fires are prone to occur. In the event of a fire, it is easy to cause casualties, property damage and major environmental pollution accidents. To ensure the safety of personnel, this emergency plan is specially formulated.

2 Command agency responsibilities and division of labor

2.1 Command organization:

2.2 Command agency duties

2.2.1 Command and Leading Group: Responsible for the formulation and revision of emergency plans, set up a team of emergency rescue professionals, organize implementation and drills; check and supervise the preparations for preventive measures and emergency rescue for major accidents;

2.2.2 Leading group: When an accident occurs, release and cancel emergency rescue orders and signals; organize and direct rescue teams to carry out rescue operations; report accidents to superiors and relevant competent authorities, and send rescue applications to hospitals and county fire brigade if necessary; Accident investigation, summarizing the experience and lessons of emergency rescue work.

2.2.3 Division of the leadership team

2.2.3.1 Team leader: Responsible for the duties of the on-site commander when the fire occurs, arrange for the organization of personnel to deal with fire accidents, prevent further expansion of the fire; be responsible for organizing the investigation of fire accidents and reporting to the higher authorities, and approving the corrective and preventive measures taken;

2.2.3.2 Deputy Team Leader: Assist the team leader in the specific work of emergency rescue;

2.2.3.3 Responsibilities of the person in charge of the line class: responsible for organizing the evacuation of personnel and the transfer of on-site staff; investigating the cause of the fire accident and reporting to the top management;

2.2.3.4 Safety full-time duties: Assist the line class to organize on-site management, guide the basic safety knowledge of the staff, so as to avoid accidents, participate in fire cause investigation, and formulate corrective and preventive measures;

2.2.3.5 Marketing is responsible for the recovery of production after the electrical fire accident, the emergency equipment or handling of materials, responsible and organized production equipment;

2.2.3.6 Marketing is responsible for participating in the claims work after the electrical fire accident;

2.2.3.8 The meter is responsible for the first-aid personnel: responsible for taking first-aid measures for personnel who have accidents on the site, and preparing medical protective equipment for first-aid;

2.2.3.9 Part-time fire protection for each team: Responsible for the daily work of fire protection in this unit;

2.2.3.10 On-site staff: In case of fire, timely report, take emergency fire-fighting measures before the firefighters arrive, obey the command arrangement and evacuate; report the fire witness status truthfully.

3 emergency plan

Once the office building, the office space of each production team, the substations, staff quarters, power distribution rooms, and substation cable mezzanine fire accidents occur, the person in charge of the site should remain calm, and the on-site staff or other personnel should keep their heads clear and promptly report to the police. And quickly take the following ambulance measures:

3.1 Quickly alarm and start the alarm system in time. The alarm person should accurately explain to the fire brigade the time, place, nature of the burning property, fire condition, name of the alarm person, contact telephone number, and send people to stand at the intersection, and direct the fire-fighting vehicle to rush to the accident site to rescue the fire. It is also necessary to report to the top management, the Ministry of Economic Security, the department head and the person in charge of the safety supervision department, and notify the relevant safety personnel and emergency personnel in time, and the above personnel should rush to the scene in time. In the event of casualties, the client should report to the health center or the nearest hospital and 120 report.

3.2 In the event of fire in electrical equipment, the power supply of the electrical equipment must first be cut off, and an alarm should be given to 119. At the same time, the unit leader, the safety supervision department, and the economic security department should be reported. The on-site personnel should actively invest in the scene to carry out disaster relief; the Ministry of Economic Security is responsible for organizing Personnel evacuation ensures that there are no casualties, crowding or accidents during the evacuation process, and organizes personnel to evacuate from safe passages. Timely notify the property management company to close the elevator to prevent personnel from evacuating from the elevator.

3.3 In the event of fire on live equipment, personnel in the field who are familiar with the live equipment should be commanded or led to extinguish the fire. Fire extinguishing should be carried out using dry fire extinguishers, carbon dioxide fire extinguishers or 1211 fire extinguishers. Do not use tap water or foam fire extinguishers to extinguish the fire.

3.4 When oiling equipment such as transformers and oil switches are on fire, fire extinguishers such as foam fire extinguishers or dry sand should be used.

3.5 When the fire-fighting equipment is extinguished on site, if the fire-fighting personnel do not wear insulated shoes and wear insulated gloves, they cannot directly use water to extinguish the fire. Otherwise, electric shock may occur.

3.6 In general, within 10 minutes of the fire, it is the most favorable time for the rescue. After this period of time, due to the development of the fire, the ordinary fire-fighting methods are useless. Therefore, in the initial state of the fire, all the personnel present must Call for help, fire, rescue, use all available means, including the use of fire extinguishers, fire water, sand, etc., quickly extinguish the initial fire, and should try to get out of the dangerous fire zone as soon as possible.


3.7 After the fire broke out, the accident site personnel should not be horrified. Look for the method of covering the nose and nose with wet towels or squatting on the ground, and rush out the thick smoke section as soon as possible to avoid the harm of toxic gases. When fighting fires, fire-fighting personnel should strengthen their own protection and wear protective equipment as much as possible. In particular, on-site conditions must not be forgotten to wear gas masks to prevent further poisoning accidents. For those who have been rescued, they should be promptly transferred to a place with fresh air and then sent to the hospital for rescue.

3.8 When there is an open flame, the hair and clothes should be wetted to prevent the upper body from catching fire. If the body is already on fire, it should be quickly poured out on the spot.

3.9 the correct use of common fire extinguishers;

3.9.1 How to use the dry fire extinguisher: When using it, hold the nozzle with one hand, align with the fire source, and lift the pull ring upwards with one hand, it will spray a thick cloud of mist, cover the burning area, and extinguish the fire.

3.9.2 How to use the foam fire extinguisher: When using it, hold the ring in one hand, hold the bottom of the hand with one hand, shake the fire extinguisher upside down and shake it a few times, and the foam will be ejected. Note that the foam fire extinguisher should not be sprayed on the person. Do not open the cover and do not spray it with water.

3.9.3 How to use the 1211 fire extinguisher: Firstly, unplug the safety pin, hold the pressure handle in one hand, align the nozzle with the root of the fire source with one hand, open the pressure bar, sweep left and right, and advance quickly.

3.10 preventive measures

3.10.1 Safety management personnel at all levels regularly inspect fire facilities such as fire alarm systems, fire hydrants, fire buckets, fire extinguishers, etc. to ensure that the facilities are effective.

3.10.2 Safety management personnel at all levels often conduct safety inspections on the site to eliminate hidden dangers.

3.10.3 Safety full-time is responsible for organizing fire-fighting knowledge education, fire-fighting anti-accident learning, ensuring that all levels of personnel are familiar with fire-fighting knowledge, and strengthening employees' fire-fighting awareness to prevent problems before they occur.
