1 General

1.1 Purpose and basis

In order to prevent and reduce casualties, property losses and social impacts caused by construction safety accidents, and maintain normal social order, according to the "Safety Production Law of the People's Republic of China", "Regulations on Construction Safety Production Management", "Report on Major Construction Accidents and The relevant laws and regulations, such as the “Investigation Program Regulations”, and the principle of “prevention first, self-rescue, unified command, clear division of labor”, combined with the characteristics of the construction industry of our city, specially formulated the emergency plan for building safety accidents in our city.

1.2 Working principles

Guided by Deng Xiaoping Theory and the important thinking of the "Three Represents", with the goal of building a harmonious society and building a well-off society in an all-round way, taking the scientific development concept as the focus, and adhering to the policy of "safety first, prevention first, comprehensive management", Implement unified command, strong organization, clear division of labor, self-help, quick response, solid measures, relying on science, linkage and efficient work ideas, and establish and improve the city's construction safety accident emergency plan system, which can promptly cause construction safety accidents Organize rescue work in an orderly and efficient manner.

1.3 Scope of application

Building safety enterprises in the city's jurisdictions may engage in construction safety accidents that may occur during construction activities. The construction safety accident referred to in this Plan refers to the accident that caused the project to collapse or scrap, the mechanical equipment was destroyed during the construction process, and the personal injury or serious economic loss caused by the improper use of safety equipment and facilities.

Construction safety incidents are divided into four levels:

1.3.1 One of the following conditions is a major accident:

More than 30 deaths;

The direct economic loss is more than 3 million yuan.

1.3.2 One of the following conditions is a secondary accident:

More than 10 deaths and 29 deaths;

The direct economic loss is more than 1 million yuan and less than 3 million yuan.

1.3.3 A third-level major accident is one of the following conditions:

Death of 3 or more and 9 or less;

Seriously injured more than 20 people;

The direct economic loss is less than 300,000 yuan and less than 1 million yuan.

1.3.4 A four-level major accident is one of the following conditions:

More than 2 deaths;

Seriously injured 3 or more and 19 or less;

The direct economic loss is less than 100,000 yuan and less than 300,000 yuan.

2 Organizational command system and responsibilities

2.1 Command System

2.2 Emergency linkage system

Responsibilities of the headquarters: Mainly responsible for the daily work of building safety accidents; coordinate and contact the members of the municipal emergency headquarters; when a construction safety accident occurs, timely understand the situation and reach the four major accidents, report to the municipal emergency command center and propose Handling suggestions; organize, coordinate and implement the emergency work of building safety accidents throughout the city in accordance with the orders and instructions issued by the Municipal Emergency Command Center.

Municipal Construction Bureau Responsibilities: Organize on-site investigation of construction safety accidents, coordinate with relevant departments to analyze reasons, propose treatment opinions, prevent accidents from expanding; have appropriate understanding of the nature, grade and harmfulness of accidents, report them in time, organize guidance, Assist relevant departments and personnel to monitor construction safety accidents and deal with responsible persons according to law. Supervise and inspect the emergency plan formulation and prevention work of the responsible unit of the accident.

Municipal Safety Supervision Bureau Responsibilities: Responsible for organizing relevant departments to carry out investigation and handling of safety accidents.

Municipal Public Security Bureau Responsibilities: Organize and guide the public security department to carry out accident scene warning, lane separation control, emergency rescue, personnel evacuation, accident investigation, etc., to maintain on-site public security and social stability.

Municipal Public Security Fire Brigade Responsibilities: Organize the fire department to carry out accident rescue.

Municipal Health Bureau Responsibilities: Organize and guide health care institutions to carry out medical rescue work.

Municipal Economic and Trade Bureau Responsibilities: Responsible for the coordination of accident rescue materials support.

Municipal Supervision Bureau Responsibilities: Participate in accident investigation and be responsible for the investigation of accident administrative responsibility.

Municipal Quality Supervision Bureau Responsibilities: Participate in the emergency handling and accident investigation of lifting equipment safety accidents.

City News Information Center Responsibilities: Responsible for submitting news reports and organizing and guiding news reports.

Municipal Federation of Trade Unions Responsibilities: Participate in accident investigation and aftercare work.

Municipal Telecommunications Bureau Responsibilities: Responsible for emergency command communication support at the scene of the accident.

Government responsibility for the incident: responsible for accident prevention and aftercare.

During the construction safety accident, other units and individuals shall obey the unified leadership, organization, command and coordination of the local government.

3 Forecasting, early warning

3.1 Information monitoring. Disposal of building safety accidents adheres to the principles of early detection, early reporting, early disposal and prevention. Construction units and construction units of housing construction and municipal infrastructure projects, as well as urban dilapidated houses, property owners and construction departments, must establish major hazard source files, identification systems and monitoring systems, and scientifically assess possible accidents and their seriousness. , controllability and impact programs, fixed, timed, directional cross-checking and monitoring, timely detection of hazards and prominent features and signs of accidents.

3.2 Monitoring information reporting program. After obtaining the hazard source highlighting characteristics or accident signs through the dangerous source identification system, the monitor should immediately report the person in charge of the unit. After the unit responsible person has judged the residence, report to the emergency headquarters and the municipal government, and the public knows and grasps the accident information. Through the 119, 110, 120 and other alarms, emergency calls or other reports, the police department will quickly report the emergency headquarters and the municipal government after receiving the report. After the emergency headquarters has conducted research and judgment on the information, the results of the development are reported to the superior emergency headquarters and the people's government.

3.3 Early warning and prevention actions. After receiving the relevant building safety accident monitoring information, the responsible person of the monitoring responsible department, the emergency command department and the municipal government shall, in accordance with the principle of early control and early resolution, take effective measures to transfer, evacuate or evacuate personnel and important persons who are vulnerable to the accident. Property, and proper resettlement, require rescue teams and personnel to be on standby, mobilize the materials and equipment needed for emergency rescue, ensure the safety of public facilities such as communication, transportation, water supply, power supply, etc., and strive to control the development of the situation and do their utmost to avoid accidents. Occurs to minimize casualties and property damage.

3.4 Early warning support system. The emergency command department shall establish a duty system and set up a 24-hour on-call telephone. The duty room shall have the contact information of the emergency command headquarters and all members, as well as the on-duty telephone number of the superior emergency command department, the designated person on duty and the report of the accident monitoring residence.

4 Emergency response

4.1 Accident report

4.1.1 Accident Express Reporting System: On the basis of establishing a 24-hour duty system, all construction enterprises and related units in the construction department shall designate special personnel to be responsible for accident report work, clarify contact information, report to the city emergency headquarters for record, and announce the duty call to the public. The Municipal Emergency Rescue Command Center reported the accident information to the Municipal Public Emergency Response Committee and the Taizhou Municipal Bureau through the Municipal Public Emergency Response Information Management System and the Municipal Construction Bureau Accident Express System.

4.1.2 Basic contents of the accident report: time, place and unit of the accident; brief description of the accident, number of casualties, preliminary estimate of direct economic loss; preliminary judgment of the cause of the accident; disposal measures taken, accident reporting unit , reporting time, reporters and contact details. Unrecognized situations should be reported at any time.

4.1.3 Accident Express Form: The Accident Express will be submitted by fax. In case of emergency, it can be reported directly by telephone, and then the text will be reported. At the same time, it is necessary to track developments and disposals and report them at any time until the emergency response is over.

4.1.4 Accident Express Time Limit: The first-level construction safety accident report should be reported to the emergency headquarters within 4 hours after the incident; the second construction safety accident report should be reported to the emergency headquarters within 6 hours after the incident; The safety accident report shall be reported to the emergency headquarters within 12 hours after the incident; the fourth-level construction safety accident report shall be reported to the emergency headquarters within 24 hours after the incident.

4.2 Grading reverberation

In the event of a construction safety accident, the Municipal Emergency Command shall make emergency response work in accordance with the emergency plan for public emergencies in the city and the requirements of this plan.

4.2.1 Alarm. The accident-discovery person and the accident-generating unit are responsible for the accident report, the construction department and the public cooperate, and timely report the accident-related information according to regulations.

4.2.2 Receiving the police. The Municipal Emergency Office is responsible for the construction department and the competent departments of the alarm and emergency telephones such as 110, 119, 120, 122, etc., responsible for judging the accident information and reporting it to the municipal emergency headquarters and the municipal government.

4.3 Early disposal

Before the start of the higher-level plan or before the disposal force of the superior building emergency command has not reached the scene, the people's government, construction department, accident unit, and community organization of the incident need to immediately start the relevant plan and organize the manpower and material resources to immediately carry out the preliminary disposal. Pre-disposal of general procedures and measures: promptly identify accidents; strive to rescue injured personnel, rescue and evacuate trapped personnel, strengthen vigilance, maintain order at the scene, take measures to control developments, reduce losses; report superior emergency command, request support ; protect the scene of the accident.

4.4 Emergency end

The on-site command meeting decided to make an emergency end proposal, and reported to the city's emergency command headquarters and the deputy commander. The on-site command department announced the end of the accident site emergency disposal work and transferred to the post-disposal stage. After the emergency disposal is completed, the government or construction department of the incident shall submit an emergency disposal summary report within two weeks.

General conditions and circumstances for the end of emergency disposal at the accident site: The risk of the accident has been effectively controlled or eliminated to ensure that no coupling accidents will occur or occur individually; all personnel involved in the accident have been counted; all personnel on the site have been evacuated and ensured Unauthorized personnel will not enter the scene of the accident; emergency rescue operations have been transformed into social public assistance; the situation has been beyond control and salvation; other circumstances must be ended.

4.5 Post disposal

The government of the incident is responsible for the accident, and the accident units and relevant departments collaborate to carry out restoration and reconstruction work.

5 Accident investigation analysis, evaluation and consequence assessment

The construction expert group of the Municipal Emergency Command is responsible for the construction, public security, safety supervision, supervision, trade unions and other departments to analyze the development trend, analyze the accident cause and accident liability, evaluate the consequences of the accident, and provide relevant decision-making basis.

6 Accident investigation and lessons learned and suggestions for improvement

After the general construction safety accident, the Municipal Safety Supervision Bureau will take the lead, and the trade unions, supervision, public security, construction and other departments will cooperate to form a joint investigation team according to law, and conduct accident investigation work in a timely manner. The accident investigation report should be approved by the majority of the investigation team and reported to the city for safety. Major members of the production committee or the municipal government emergency public emergency committee discuss and make decisions. Accident investigations should normally be closed within 90 days. The Municipal Construction Bureau shall, according to the report of the accident investigation team and the Municipal Safety Production Committee or the Municipal Emergency Response Committee, complete the notification of the accident responsible unit, the responsible person, and the cause of the accident; sum up the experience and lessons, and urge the responsible unit and the responsible person to formulate and Implement corrective measures; punish responsible units and responsible persons according to law.
