I. Emergency leadership and responsibilities

The flood control emergency command agency is the office flood control headquarters. All communities are responsible for flood control and disaster relief work in their respective jurisdictions, and organize units in their respective jurisdictions to take measures to prevent floods and disaster relief.

4. Flood control dispatching and over-standard flood emergency rescue preparation
