I. Guiding ideology and working principles Preventing and disposing of various contradictions and disputes caused by the tourism system and group incidents caused by unstable factors, following the principle of “prevention first”, adhering to the principle of “people-oriented” and adhering to “land management and grading responsibility” With the principle of “who is in charge and who is responsible”, we adhere to the principle of “doing things according to law and doing things according to policies”, adhere to the principle of “educational guidance, preventing conflicts from intensifying and expanding”, and take timely and decisive measures against mass incidents and their signs. Resolutely stop illegal activities and calm down the situation as soon as possible. Strive to achieve early detection, resolving, control, and disposal, and solve the problem in the bud, solve the problem at the grassroots level, solve the problem internally, and strive to maintain the overall situation of reform, development, and stability.
II. Scope and Level This plan is applicable to the mass incidents caused by various contradictions and disputes in the tourism system of our county, and expressed to the relevant authorities or units through group petitions, illegal gathering, containment, etc. Prevention and disposal of activities such as series and aggregation during the formation process.
The mass incidents in this plan refer to events that are caused by various contradictory disputes in the tourism system and involve many people to endanger public safety and disrupt social order. There are several manifestations of such events:
1. Large-scale personnel violations, collective petitions, and higher-level petitions;
2. A large number of illegal gatherings, demonstrations, demonstrations, gathering of people, imposing important units such as party and government organs; besieging and holding state public officials;
3. Gathering public transportation, illegally occupying public places, etc.;
4. Inter-regional and cross-industry linkage petition petitions;
According to the number of participants, group events are divided into the following four levels:
1. The number of participants is more than 5 and less than 30, which is a general mass incident;
2. The number of participants is more than 30 and less than 300, which is a large group event;
3. The number of participants is more than 300 and less than 1,000, which is a major mass incident;
4. The number of participants is more than 1,000, which is a particularly significant mass incident.
In the actual work, to assess the level of mass incidents, we should also consider factors such as the evolution, nature, and scope of the event.
Third, the job requirements

4. Monitoring and reporting of monitoring and early warning information.

Reports of major traffic incidents such as blockage of major traffic trunks, containment of party and government organs, and illegal occupation of public places should be reported immediately; regular static information can be reported regularly;

Disposal Procedures and Methods In the event of a mass incident, the relevant leaders of the County Tourism Administration and the responsible persons of the relevant departments should rush to the scene within 30 minutes after receiving the report, and if necessary, set up an on-site command department to assist the public security departments to conduct vigilance and control the scene. Basic evacuation work such as evacuation and ambulance; collect on-site dynamic information and report to the relevant departments such as the County People's Government Emergency Management Office. Units involved in the handling of incidents must share information, coordinate operations, and efficiently link.
At the scene of handling mass incidents, the leaders of the County Tourism Bureau and relevant responsible comrades must face-to-face work of the people, listen carefully to the opinions of the people, accurately judge the nature and development trend of group events, control the situation, grasp the scale, and pay attention to strategies and methods. Take measures to calm the situation as soon as possible. If the requirements put forward by the people are in compliance with laws, regulations and policies, the attitude of solving the problem shall be indicated on the spot; if it is not clear on the spot, the relevant departments or units shall be instructed to study and solve within a time limit; the people may be infringed upon due to mistakes in decision-making or ineffective work. For the benefit, we must truthfully explain the situation to the public, publicly admit the mistakes, and correct them as soon as possible; and make unreasonable demands on the people, we must explain the truth, and patiently and meticulously do persuasion and education.
After the scene of the mass incident has subsided, the responsible person must solve the problem promised to the public at the time of on-site disposal, and must not solve the false promise or delay. We must resolutely avoid violating commitments and losing faith in the people, and reinitiating the phenomenon of mass incidents.
For those who violate the Law of the People's Republic of China on Public Security Administration Punishment in mass incidents, the public security organs shall impose penalties in accordance with the relevant provisions of the Public Security Administration Punishment Law; if the circumstances are minor and do not require legal accountability, they may be punished or criticized for education. If the circumstances are serious and constitute a crime, criminal responsibility shall be investigated in accordance with the relevant provisions of the Criminal Law. If it is necessary to investigate party discipline and political discipline for violations of party members and cadres, such as party members and cadres in this system, notify their units or their superior authorities to handle them.
