1. Party A's safety responsibilities:

1.1 Party A shall review and record the business license, construction qualification and safety construction qualification certificate submitted by Party B in advance, and understand the previous construction performance and construction safety.
1.2 Review and review the enterprise legal representative certificate and enterprise legal person code and tax registration certificate provided by Party B.
1.3 Review the safety qualification examination form of the outsourcing construction enterprise completed by Party B, including the general situation of the construction personnel, special operations personnel and a copy of the “sales permit”, and review the project leader, construction technology leader and site who are required to be confirmed by the competent department. 1.4 Party A shall review and guide the “three measures” plan submitted by Party B in advance, and shall supervise Party B's strict implementation after passing the test, and if necessary, or provide additional supervision of Party A according to the requirements of Party B and the “Safety Regulations”.
1.5 Coordinating the work of the power outage and coordination of the cross-over crossing lines proposed by Party B, and if necessary, shall conduct on-site site survey with Party B to agree on the construction plan.
1.6 Before the commencement of work, Party A shall be responsible for fully submitting the on-site working conditions and working environment to the person in charge of Party B, the person in charge of on-site construction, the engineering and technical personnel and the construction personnel, and submit the relevant safety precautions, and shall have complete records or information.
1.7 During the construction period, Party A has the right to conduct safety supervision on the construction site. When it finds illegal operations and endangers the personal and equipment safety, it can stop and correct it in time, and if necessary, stop its work and submit the rectification request to Party B.
1.8 Responsible for the contract, Party A shall assume the relevant duties.

2. Party B's security duties

2.1 It must have a valid “three certificates” issued by the state administrative department: a full copy of the “business license” issued by the industrial and commercial administrative department, a copy of the “Enterprise Construction Qualification Certificate” issued by the construction department and a copy of the “Construction Safety Qualification Certificate” .
2.2 Providing a copy of the corporate legal representative certificate and the corporate legal person code certificate and tax registration certificate, and providing the original certificate of the economic contract signed by the legal person, signing the safety responsibility letter and the “Chengcheng Contracting Project Permit”.
2.3 Before starting construction, Party B shall fill in the “Safety Qualification Examination Form for Engineering Construction Enterprises” and “General Profile of Construction Workers”, provide a list of special types of workers and a copy of the “Job Certificate”, and provide the person in charge of the project and the person in charge of construction technology confirmed by the competent department. 2.4 Before the start of construction, the organization will carry out safety and technical disclosure for all on-site construction workers, and clarify the tasks, so that all levels of personnel on the construction site can grasp the engineering characteristics, safety operation procedures, construction safety measures and safety precautions. Regularly carry out safety activities and summaries of construction workers, and have records. If necessary, please send personnel to participate.
2.5 Before the start of construction, the construction organization plan, construction operation plan, safety management system, organization measures and technical measures for maintenance projects shall be provided, and individual measures shall be established for complex or dangerous projects.
2.6 It is forbidden to use minors and old and weak. New entry personnel at the construction site must carry out three levels of safety education and confess to on-site safety precautions. Relevant records and materials are correct and complete before they can enter the operation. For technically strong work, it is forbidden to use temporary workers, migrant workers or labor cooperative workers. Temporary recruited migrant workers can carry out ground-based auxiliary work after conducting safety education suitable for on-site operations. Party B is responsible for the safety responsibility of migrant workers and temporary workers.
2.7 During the construction period, all kinds of vehicles, equipment and tools shall be provided by Party B. Construction machinery, tools and protective equipment used in the project must have safety inspection records. Party B shall be responsible for the repair and maintenance of vehicles, equipment and tools, as well as the costs of failure or injury during use. Party A does not bear any joint responsibility.

2.8 During construction, Party B strictly implements the safety operation procedures, and performs various safety precautions, assigns special personnel to be responsible for safety work, and clarifies safety personnel. For construction on the equipment being used, a detailed construction plan shall be worked out with Party A to construct. If any safety hazard is found during construction, Party B shall immediately stop work and report to Party A and other relevant functional departments to take measures to ensure that the construction is completed without any loss. The construction personnel must properly wear safety protective equipment when carrying out the work to ensure the safety of the person and equipment during the construction.
2.9 Party B construction personnel shall hold the employment certificate issued by the labor department to participate in the construction. For special operations such as vertical transportation machinery, installation and disassembly, blasting, etc., special safety work training must be carried out in accordance with relevant state regulations, and special operation operation qualification certificates can be obtained before they can be put into operation. All construction personnel must be certified according to Party A's regulations.
2.10 Party B shall set an obvious safety warning sign at the dangerous part of the construction site. Party B shall take special protective measures for adjacent buildings, structures and underground pipelines, electric power and communication lines that may cause damage to the construction of the project. If there is no protection, or improper protection, the existing facilities will be damaged, and Party B shall bear all responsibility.
2.11 Conduct on-the-spot reconnaissance of cross-over crossings, high and low voltage lines, etc. along the line in a timely and detailed manner, and provide written information to facilitate coordination and cooperation between Party A.
2.12 Party B must accept Party A's supervision and guidance. If a personal accident occurs or the construction safety is compromised, Party B must immediately report it to Party A. The responsible person of Party B must promptly rectify the effective opinions put forward by Party A.
2.13 Responsible for the contract, Party B shall assume the relevant duties.
3. Safety assessment:

3.1 If Party B violates this responsibility or violates the “Safety Regulations” and safety rules and regulations, Party B shall bear all safety responsibilities for all consequences arising therefrom.
3.2 If Party B fails to maintain the safety or the safety protection measures are not in place during the contract period, causing a major safety responsibility accident, Party B shall bear full responsibility for all consequences. Party A can also make a cancellation of its qualifications and the termination of the contract.
3.2 If Party B's personnel actively take effective preventive measures, do not violate this letter of responsibility or violate the "Safety Regulations" and safety rules and regulations, and there is no liability safety accident during the contract period, Party A shall give Party B appropriate rewards for safe work.

4. This responsibility letter is in quadruplicate. Party A and Party B each hold two copies. The matters in the letter of responsibility are not exhausted and the two parties negotiate to resolve the issue. This letter of responsibility shall become effective upon signature by both parties.
