Thank you very much for your trust in me and to elect me as the governor of the Liaoning Provincial People's Government. I know the weight of this election because behind you is the trust of the 42 million people in Liaoning Province.

This land of Liaoning is soaked in the blood of our predecessors and the sweat of generations of builders in New China. At that time, our Party Central Committee opened the prelude to the liberation of China. In the 1950s, it laid the cornerstone of China's industrialization. For decades, under the leadership of the provincial party committee and the provincial government, the Liaoning people have worked diligently and relentlessly, leaving a strong pen and ink in the history of the construction of New China. Today, I was elected as the governor of Liaoning Province, and I feel glorious. I am willing to do my duty and do my duty in the future work to repay the trust of the Liaoning people.

While feeling glorious, I feel a lot of pressure when I say my heart, and the louder the applause, the greater my pressure. What I am hearing now is the encouragement of the comrades. What I thought was how to pay the accounts of the relatives of Liaoning in a few years. The long-term accumulation of structural and institutional contradictions in our province, as well as the many remaining difficult enterprises, have determined that the revitalization of Liaoning’s great cause will be a protracted war and will not be a decisive battle. In this process, it is necessary to have a bold, arrogant, and more resilience. For me, today is a new starting point. I will do it in a down-to-earth, diligent and responsible manner, and do the work of every day until the day I leave. My ability is limited and the level is not high, but I believe that the diligence can make up for it, and I am willing to "stupid birds fly first." I think that as long as the mountains are dug up like Yugong Yishan, it will definitely be effective. More importantly, we have a lot of talents in Liaoning Province. As long as we can organize everyone and mobilize thousands of troops, Liaoning's cause will be promising.

When I was studying in middle school, I especially liked Chairman Mao’s words, "What is work, work is struggle?" "We are working and fighting for solving difficulties. The more difficult the place is, the more it is going. It is a good comrade." Today, I am going to be such a "good comrade" in Liaoning.

Although I have just worked in the province, I have already deeply felt the strong desire of the province to revitalize Liaoning. The great action of helping the poor in the province on the first day of the first month made me realize that the Liaoning team is united. The Liaoning cadres are willing to do so. The people of Liaoning are very aware. Comrade Qiao Delong, a retired cadre in the 70-year-old city of Fuxin City, his five children have been laid off, and the family is very difficult. However, in this poverty alleviation activity, he also donated more than 200 yuan and offered a love. . I believe that under the leadership of the Liaoning Provincial Party Committee, there are people and the CPPCC's concerted support. With such a good cadre and the people, the provincial government can certainly provoke this burden and implement the report passed by this conference.

There are more than 42 million people in Liaoning, but I think the key to revitalization is the mental state and business level of 160,000 government civil servants. The style and image of governments at all levels directly affect the mood of the people and guide the atmosphere of society. Therefore, we must, in accordance with the requirements of the provincial party committee, effectively change our work style, strive to build a government that is brave in innovation, a diligent and pragmatic government, and a clean and honest government. Time flies very quickly. I still remember the scene when I reported to the Organization Department of Liaoning Provincial Committee 16 years ago. At the time I was 35 years old, although I didn’t know much about Liaoning, from that time, I became a cadre in Liaoning. Dalian has worked for 16 years and worked together with the people of Liaoning to cultivate this land. People stay longer in one place, naturally there will be more feelings, and life is limited. I think that no matter where I work in the future, I will not do it for another 16 years. Liaoning has become my second. home. When I was the mayor of Dalian, the children in the kindergarten called me "big". After 8 years, the children called my grandfather. I am 52 years old this summer. It is already the year of "knowing my destiny." I understand that my mission is to work with the people of the province and all of you here to work together to do a good job in Liaoning.

Here, I sincerely hope that the NPC deputies will support, supervise and help the government. Without everyone's support, we will accomplish nothing.

Dear delegates, the third generation of leadership core with Comrade Jiang Zemin at the core has maintained a good situation of healthy and rapid development of the national economy for 11 consecutive years, which is the first time in modern and modern Chinese history.
