Leaders and comrades:
On the xxth day of the month, the 23rd meeting of the Standing Committee of the 14th National People's Congress appointed me as the director of the Municipal Construction Committee. After receiving the letter of appointment, I thought a lot. The Municipal Party Committee, the Municipal People's Congress Standing Committee, and the Municipal Government handed over such an important burden to me, which made me deeply aware of the great responsibility. My first consideration is how to properly use the powers conferred by the party and the people, and how can we faithfully perform the duties of the director of the construction committee? I think there is only one answer. According to the requirements of the leaders, we will lead all the cadres and workers of the construction committee system, work hard, forge ahead, and make the city's urban construction better, so as to live up to the expectations of the party and the people.
Taking this opportunity, I solemnly expressed my attitude to the Municipal Party Committee, the Municipal People's Congress Standing Committee, the Municipal Government, and the leaders.
First, strengthen learning and improve the ability to perform current duties. I have been working in towns and villages for a long time, and I am familiar with the rural situation, but it is a recruit for urban construction work. Since the organization has arranged me in this new job, I am determined to lay down my body as a student, humbly learn from my comrades, and reposition myself. Everything starts from zero. First of all, we must strengthen the study of political theory and strive to arm our minds with Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, and General Secretary Jiang’s "Three Represents". At the same time, it is necessary to learn modern management, economic theory, policy and law, scientific and cultural knowledge, especially to strengthen the study of policies, laws and regulations in urban construction, to quickly adapt to new work requirements, and continuously improve the ability to perform current duties.
Second, according to law, self-study accepts the supervision of the Standing Committee of the Municipal People's Congress. The main responsibility of the Municipal Construction Committee is urban construction and management. It involves all aspects of society and has a lot of work. There are more than 50 laws and regulations related to urban construction management. The policy is very strong. The level of law enforcement directly affects the city. The level of construction management is related to the image of the government in the minds of the people. I must conscientiously implement the party's line, principles, and policies, maintain a high degree of consistency with the party committees at the ideological, political, and operational levels, correctly grasp and apply urban construction laws and regulations, adhere to administration according to law, strictly enforce the law, and provide efficient services. Exercising the "approval power" and "management power" and implementing the higher-level policy without compromise, the office must not only do it, but also do it well; the management must not only manage but also manage it. To do things in accordance with the law, there are laws that must be followed, and law enforcement must be strict. Actively contact with the Standing Committee of the Municipal People's Congress at work, often report to the Standing Committee of the National People's Congress on administrative and law enforcement; major planning and construction projects and public facilities planning and construction, and actively seek the opinions of the directors, committee members and deputies of the NPC Standing Committee, and consciously accept supervision, Continuously improve the level of law enforcement.
Third, pioneering and innovating, the city will be built into a first-class modern and civilized city. The "10th Five-Year Plan for National Economic and Social Development of XX City" has been launched. The municipal party committee and the municipal government have also decided to implement a new urbanization strategy to rebuild a new XX. This will also open up the construction of the city. I must lead a group of people, conscientiously implement the "Outline", closely focus on the work center of the municipal party committee and the municipal government, aim at building a modern medium-sized city with a population of 300,000, adhere to high standards of construction, high-quality support, high-end beautification, The principle of high-level management will further optimize and improve municipal public infrastructure such as urban roads, water supply, drainage, gas supply, heat supply, sewage, garbage disposal, etc., and enhance the city's comprehensive service functions, for the development of XX economy and civil work and life. Create a first class environment. In 2005, the per capita use area of ​​urban residential buildings in the city is more than 20 square meters, the daily water consumption per capita is 180 liters, the gas penetration rate reaches 100%, the heating penetration rate is over 80%, and the per capita public green space is more than 15 square meters. The coverage rate is over 40%, the centralized treatment rate of sewage is over 98%, and the harmless treatment rate of garbage manure is 100%. The city is built into a garden style of “city in the garden, water in the city, building in the green, people in the painting”. Modern and civilized city.
Fourth, keep in mind the purpose, integrity and self-discipline, and perform the "three represents". The work undertaken by the urban construction department is closely linked to the construction of the two civilizations in the city and is closely related to people's lives. In the work, I must take the service of ×× economy, promote the construction of spiritual civilization in our city, and improve the people's living standards as the fundamental starting point, bearing in mind the purpose of serving the people wholeheartedly, and making the people happy, unhappy, dissatisfied, and unsupportive. As the highest standard for measuring one's work, I want the people to think, help the people, solve the worries of the people, strive to be the model of the "three represents," lead by example, be honest and diligent, selfless dedication, build up anti-corrosion from the bottom of my heart. Rejecting the ideological and moral defense line; strictly obeying the law, doing things impartially, carrying forward democracy, uniting and leading a group of people to form a strong fighting group, creatively completing the glorious tasks handed over by the municipal party committee, the municipal people's congress standing committee, and the municipal government. The performance returns the love of leaders at all levels and the people of XX.
Finally, I would like to ask the leaders and comrades present here: I hope that all leaders will care more about the work of the Construction Committee; I hope that the Standing Committee of the Municipal People’s Congress will regularly organize inspections and guide urban construction work, and more criticism and guidance; I hope that everyone will supervise and guide my work.
