The anti-corruption struggle has mainly focused on four aspects of work:

First, earnestly fulfill the leadership responsibilities and fully implement the responsibility system for party style and clean government construction. The construction of the party's style and clean government is related to the rise and fall of the cause, the image of the party committee and the party's ruling status. The Standing Committee of the County Party Committee earnestly performed its duties in accordance with the relevant provisions of the Party Style and Clean Government Construction Responsibility System and the requirements of the "Party Style and Clean Government Construction Responsibility System Division of Labor" and the "One Post and Double Responsibilities" formulated by the County Party Committee, and paid close attention to the work deployment and responsibility implementation. The first is to define the division of responsibility and responsibility. In accordance with the principle of “who is in charge and who is responsible”, the Standing Committee of the County Party Committee formulated and issued the “Opinions on the Division of Labor of the Leading Group of the County Party Committee and Its Members in Implementing the Responsibility System for the Construction of the Party's Work Style and Clean Government” at the same time as the division of labor is responsible for grasping their own supervisory work. Second, earnestly strengthen education management, and persist in preventing and controlling corruption. In mid-October, in accordance with the requirements of the Municipal Party Committee to carry out the "one improvement and three promotion" activities, with the main content of strengthening party building and improving the party's ability to govern, the county party committee held a high-quality democratic life meeting and thoughts on the members of the standing committee. The problems existing in style, organization concept, people's concept, discipline concept and clean government construction have been carefully analyzed, the experience has been summarized, the corrective measures have been implemented, and the direction of efforts has been clarified. On this basis, the Standing Committee of the County Party Committee has put forward strict requirements for the democratic life meetings of the party committees of the towns and counties. The county-level leaders participated in the democratic life meeting according to the division of labor. Through the democratic life meeting, the party vigorously carried out criticism and self-criticism, carried out an active and healthy ideological struggle, and effectively solved various problems in the party's memory.

Adhere to the prevention and control of corruption at the source. In order to effectively eradicate corruption from the source, the county party committee began to deepen reform and further standardized the power operation mechanism. First, we will continue to deepen the reform of the administrative examination and approval system. Last year, in conjunction with the promulgation and implementation of the Administrative Licensing Law, the county party committee organized relevant departments to clean up 281 files involving administrative licensing issues issued by the county level from 1992 to 2003, and confirmed them as administrative licensing items through examination. At the same time, various types of subsidies, allowances, and bonuses were cleaned up and standardized, effectively curbing violations of laws and regulations in financial expenses. The fourth is strict management of procurement systems. In accordance with the provisions of the Government Procurement Law, the scope of government procurement has been further expanded and procurement activities have been regulated. All major office supplies purchases are subject to government procurement center procurement. In 2004, the county procurement center carried out centralized procurement 10 times according to the government procurement catalogue. The budget procurement fund was 16.75 million yuan, the actual procurement expenditure was 14.396 million yuan, the saving fund was 2.354 million yuan, and the capital saving rate reached 14.1%. The fifth is to increase the intensity of special clean-up work. Third, resolutely punish corruption and seriously investigate and deal with violations of law and discipline. For violations of laws and regulations, especially corruption cases, the county party committee has always insisted that it is necessary to investigate the case, the responsibility must be determined, the investigation must be in place, the study must be in place, and will not be tolerated. The first is to investigate and deal with violations of law and discipline. In 2004, the county investigated and dealt with 89 cases of various types of violations of law and discipline, and affected 5 cases of major cases, 34 cases of 56 cases were closed, 53 party members and cadres were handled, including 23 bureau level cadres, and the amount of disciplinary violations was collected. 1.08 million yuan. The second is to effectively correct the unhealthy trend of the department and industry. After special inspections, unannounced visits, and departmental inspections, more than 20 times were discovered, and 15 problems were found, all of which were handled in accordance with the requirements of “seven forbidden” and “five not to let go”. (5) Highlight the special governance in the construction field. The county should have 13 bidding projects and 13 open bidding projects. The construction area of ​​the bidding project is 35,000 square meters, the total project cost is 20.3 million yuan, and the open tendering rate is 100%. (6) Highlight the law enforcement supervision of bidding, auction and listing of operational land use rights. The county has a total of 8351.2 square meters of state-owned land use rights, and the land transfer fee was 4.627 million yuan, and the paid use ratio reached 100%. (7) Highlight the investigation and handling of safety production supervision and inspection and major accidents. Four major safety incidents were reported throughout the year, and 11 major safety accident owners were handled. (8) Highlight the compensation work for land-expropriated farmers. A comprehensive inspection was carried out on the compensation for the collectively owned land of farmers after January 1, 1999. From 1999 to 2003, the whole county had a total land acquisition of 62. 7 hectares, including 16.9 hectares of cultivated land, and the compensation for compensation was 10.791 million yuan. 10.791 million yuan. Fourth, adhere to the good example, take the lead in complying with the provisions of party discipline, political discipline and leading cadres' integrity and self-discipline. Leading cadres is the key to doing a good job in building a clean and honest government and anti-corruption work. The Standing Committee of the County Party Committee often reminds the members of the Standing Committee and leading cadres at all levels to take the lead in the work of honesty and self-discipline. Adhere to the rules and regulations, and pay close attention to the selection and appointment of party and government leading cadres. In all work and life, I consciously abide by the rules and regulations of clean and honest administration, and always demand myself as the identity and standards of a party member leading cadre. First, efforts are made to strengthen self-cultivation. I have always regarded strengthening learning as a kind of responsibility, a duty, a spiritual pursuit, and earnestly studied the readings of Deng Xiaoping on the building of party style and clean government and anti-corruption, and Deng Xiaoping on the integrity and self-discipline of party members and cadres, and the 16th and 16th Party Congress. Regarding the staff around me, I always adhere to strict education management, so that they do not have a sense of superiority and speciality, and they are not allowed to seek personal gain in my name. At present, there is no violation of laws and regulations by the staff around us.

Although the Standing Committee of the County Party Committee has done some work in strengthening the party's work style and clean government, there are still some problems. The main performances are as follows: First, from the Standing Committee, there is a gap in the implementation of "one post and two responsibilities". The county's party style and clean government building and the anti-corruption struggle are still unsatisfactory, and there is still a big gap from the requirements of the people. In particular, the phenomenon of accepting red envelopes, running officials and playing cards and gambling still exists to some extent. From my personal point of view, although I have been looking for a clean government talk every year to find the leaders of the party and government at all levels, I have less talks with other members. Second, the emphasis on the decomposition of the responsibility system is not enough. Third, there is not enough strength in the assessment of responsibility system and accountability. As the county party secretary, I am responsible for this. In the future, I will earnestly fulfill the responsibility of the first responsible person of the party's work style and clean government in the county, and more strictly demand myself, conscientiously sum up the experience and lessons in the work, and actively explore the laws and ways to strengthen the party's work style and clean government under the new situation, and constantly improve.
