The village construction management station works under the leadership of the Construction Bureau and at the higher level of business.

First, the basic situation of the village construction management system

There are 11 cadres in the village management station, including 6 male comrades and 5 lesbians. There are currently 3 people borrowed from outside. 27 townships have set up village and town construction management offices or comprehensive offices, and there are 106 village and town construction management personnel, including 94 male comrades.

There are 12 lesbians, 38 professional and technical personnel, 59 workers, 9 other personnel, 12 cadres, hiring 13 people in the post, and 3 secondees in the non-staff. According to the “Regulations on the Planning and Construction of Villages and Towns”, the “Implementation Measures for the Planning and Construction of Villages and Towns in Yunnan Province” and the “Management Measures for the Planning and Construction of Towns”, the main duties of our station are:

1. In the municipal district, it is responsible for implementing the laws, regulations, rules and policies concerning the planning and construction management of villages and towns, and formulating specific management measures;

2. Organize the preparation and implementation of long-term planning and annual plans for village and town construction;

3. To guide the preparation and implementation of village and town planning, manage various construction activities in villages and towns, and issue documents such as site selection opinions, construction planning licenses, and permit permits;

4. Guide and supervise and inspect the management of houses, public facilities, village appearance and environmental sanitation in villages and towns;

5. Organize the development and promotion of new technologies for building villages and towns, and organize training for talents in villages and towns;

6. Investigate and deal with violations of laws, regulations, rules and regulations related to the construction of villages and towns;

7. Responsible for technical services and technical consultation;

8. Responsible for village and town construction statistics, construction file management and reporting;

In terms of learning, I have a good learning tradition and study habits. I study political theory every Tuesday, mainly in the form of collective learning. I conduct technical business study on Friday, adopting self-study and focusing on learning. Through learning, the overall cadres of the gold station cadres have been improved, the cohesiveness and combat effectiveness have been enhanced, political awareness, overall situation awareness, responsibility awareness, and service awareness have been strengthened, and the functions of village construction and management have been fully utilized.

2. In accordance with the actual situation of the unit, establish and improve various system regulations.

Due to the extensive construction of villages and towns, the work content is numerous. After in-depth investigation and analysis, guided by the bureau system, we have established and improved the first-inquiry responsibility system, service commitment system, job responsibilities, personnel responsibility table, work and study system, and certification work. The system and the precautions and other systems, the establishment of these systems is sound, so that the work has rules and regulations, with specific procedures, improve the efficiency of work, and establish a certain degree of departmental image.

3. Do a good job in business development and actively do technical support work.

l. The lag of village and town planning is an important factor restricting the development of villages and towns and business development. Although the town was planned, the plan was not really implemented, and there were still some deviations in the guiding ideology.

2. The construction management of small cities and towns is lagging behind, the management is weak, and the contradiction between the backward management of small cities and towns and the uncoordinated development of small towns is very prominent.

3. The policy system for the construction of small towns is still not perfect. For example, the planning and construction management, land management, and current real estate licenses and other systems need to be further improved, revised and supplemented. 4. The shortage of funds is an important reason for restricting urban construction. At present, the financing channels for small town construction are too single, which leads to the lack of infrastructure and the improvement of the functions of small towns.

5. Governments at all levels and relevant departments have high enthusiasm for the development of small towns, but the coordination of support policies and measures is not enough. The lack of funds for small town construction is a clear example.

6. The construction of rural houses is rather chaotic, and they are crowded along the highways. The safety of buildings is not optimistic, and illegal and illegal buildings have occurred.

7. The infrastructure and public facilities of small towns are slow to build. The street lamps in the towns have not been installed yet. The ring road has not been greened yet and has become a garbage pond.

8. The traditionality of village and town construction work cannot meet the needs of current economic and social development. The original village and town construction was built on fees. Now, many fees have been cancelled and work has lost financial security.

9. The structure of village and town construction management personnel is complex. Among the village construction and management personnel, there are schools directly participating in the work, there are recruiting and recruiting, there are borrowed by foreign units, and there are troops to be demobilized, etc. Due to the above reasons, there are different gaps in the work.

Fifth, the next step is to work

1. Strengthen the guidance and preparation of village and town planning, strictly implement the overall planning, and pay attention to resource conservation and construction quality in the process of village and town construction. Meet the requirements of the current construction from quantity to quality.

2. Emancipate the mind, update the concept, and actively explore multi-channel financing models to solve the shortage of funds for village and town construction. Focusing on “making wealth with the land and building the town with wealth”, the town will be unified in planning, unified land acquisition and unified transfer, and the land income will become the main source of funds for the construction of the town, and the other will be the subsidy fund and bank loan for the higher level to form the construction.
