Still not strong and still can not better meet the needs of the people, put forward the work idea of ​​"adhering to quality-oriented, promoting quality education, taking the road of sustainable development of Zhoushan education", and clarifying their own views and clearly proposing It is necessary to take the overall improvement of education quality as the central task of the current and future education work; to propose a school without quality is a school without vitality, and a principal who does not grasp quality is a principal who is incapable of dereliction of duty, and must be firm and persistent. 2. Based on improving the contribution of education to the local economy and vigorously promoting vocational education. According to the goal of building a "learning society" and a "lifelong education system" for education in the "16th National Congress" report, I believe that vocational education plays a major role in this. To this end, in the development of vocational education, I mainly focus on the following aspects. First, promote the development of the vocational education management system and the school-running system, and promote the close integration of vocational education and economic and social construction. Strengthen the government's overall planning and social participation, support and encourage schools and enterprises to jointly run schools, order and run schools, schools strong alliance, strong and weak, and better achieved the general communication, high-level job linkage. At present, he is leading the formation of Zhoushan Vocational Education Group, which is jointly participated by Zhouzhou Technical School and Zhejiang Jinying, Hongsheng and Yangfan. The second is to substantially promote the construction of three major specialties closely related to the development of marine aquaculture, navigation and tourism and Zhoushan's “fishing, port and scenery” resources. In terms of enrollment, we have adopted the division of schools according to the requirements of the school, combined with professional characteristics according to the needs, and through the test-free direct enrollment and other methods, the number of students enrolled in the three major majors reached 1,914 this year, the scale has expanded significantly, and they have expanded the education at the higher vocational level. 3. Invest a lot of energy and actively prepare for the construction of the maritime park. Fundamentally solve the problem of the transfer of Zhoushan fishery labor force, accelerate the development of Zhoushan vocational education to a high level, scale, and applicability. It is a strategic task to prepare the Zhoushan Navigation Education and Training Park, and it is also handed over to the Education Bureau by the Municipal Party Committee and the Municipal Government. An important work of this team. To this end, as the main person in charge of the project, I actively serve as a staff member of the municipal party committee and municipal government, set up a working team and engineering command department, lead teams to the field and local counties and districts to investigate, coordinate various aspects, and mobilize all aspects of strength. The leaders organized various preparatory work for the maritime education park. Under the leadership of the municipal party committee and the municipal government, under the joint efforts of all relevant departments and the joint efforts of the comrades, various difficulties have been overcome and all work has progressed smoothly. So far, the planning and design plan review, land survey, land acquisition, geological survey, project proposal review, slag filling and other work went smoothly, and the groundbreaking ceremony was held on December 19. At the same time, the second small school building in Zhoushan was used to host the first phase of enrollment in the maritime country. The education park is a boarding vocational school and training base that integrates middle, secondary and higher vocational education. The school has a scale of 96 classes, with 4020 full-time students and 2,400 training sessions. The park is located in Dinghai. Lincheng New District has a total planned land area of ​​985 mu. The first phase construction land is 594 mu, the construction area is 88,443 square meters, and the total investment is 250 million yuan. The project was completed in the first half of 2004.

4. Go all out to rectify and standardize China's small fee work. This year, the Municipal Education Bureau has made rectification and regulation of education fees as one of the ten key tasks. The education fee collection is related to thousands of households. Doing this work is related to the image building of the education system. To this end, I personally attach great importance to it. After the school started in the fall, I combined the education quality research work to form a four-group examination of the education fees of more than 40 schools of all levels in the city. From the inspection situation, the fees of most schools are standardized and strict, and the publicity of education fees has been implemented seriously, but there are also irregularities in individual schools. In response, I asked the inspection team to solemnly point out that these schools should be rectified. At the beginning of September, the Provincial Government Correction Office and the Provincial Education Department inspection team conducted a clear investigation on the small charges in China, and fully affirmed the city's education system to seriously manage the small-scale charges in China. From the perspective of the whole year, the city's education system has formed 24 inspection teams, and examined 243 Chinese small schools. A total of 113 people have received reports of “disorderly charges”, and 22 cases of illegal charges have been investigated and handled. The amount of violation was found to be 3.182 million yuan, and the amount of illegal reimbursement was 2,233,800 yuan. Through rectification, the phenomenon of small charges in China has been basically stopped.

5. Adapt to the development of the situation, do a good job in the adjustment of institutional functions and the construction of cadres. In order to strengthen the construction of the bureau itself, strengthen the party building of the organs, and establish the party committee of the organs, as the functional organization that governs the branches of the directly affiliated schools and organs, and specially equipped two comrades to specifically grasp this work. In order to further rationalize the functions of Education One and Education II, this has been appropriately adjusted. The main functions of the adjusted student department focus on the construction of school team, safety construction, moral education, sound, body, beauty, art, etc. The main functions of the adjusted education department focus on education management, that is, the focus is on the education at all levels. In the construction of the cadre team, the cadre assessment team from the middle of November conducted a comprehensive inspection of the cadres of the cadres and the cadres directly under the school. In addition to doing regular job visits, the candidates for reserve cadres were specifically investigated. Through a one-and-a-half-month inspection, we found a group of reserve young cadres with comprehensive quality and potential, laying the foundation for the selection and exchange of cadres in the second half of the year.
