I. Performance of duties

Large stalls, uneven quality, internal management is very difficult; Fourth, law enforcement requirements and the environment have a certain degree of restrictions on monopoly management. As the person in charge of the district bureau in charge of monopoly, how to effectively perform good job responsibilities, ensure that all work of monopoly management is in place, and strive to create a good market environment and provide conditions for the completion of the overall objectives of the district bureau. On the one hand, I feel that responsibility is great and my mission is insulting. On the other hand, it is also used as another challenge and test of personal qualities and abilities. I always take a good mental state and a pragmatic style of work, starting from the many aspects and functions of the role of the monopoly function, and promoting the effective development of the work. In summary, the main focus is on the following aspects:

The first is diligent in thinking about "points." I always believe that the responsible person in charge is in the position of the company. It is necessary to provide a basis for the decision-making of the top leaders and the team, to make "points", to implement the guidance of the organization, and to have a problem with the way of thinking. On this issue, I always pay attention to four points: 1 combine the principles and policies of the higher level with the actual situation of the local; 2 combine the responsibility of the upper and the responsible for the people; 3 strengthen the investigation and study, and enhance the work. Systematic, predictive and pertinent; 4 advocating strength, working hard, not arrogant. Adhere to practical, pragmatic, and practical results. From the annual work plan to the monthly work arrangement, from the macro view policy to the mesoscopic decision-making, from the special work plan to the market inspection and the case investigation and handling plan, it is basically capable of scientific analysis, careful planning, overall arrangement, reasonable grasp, and proposed system. The second is difficult to ask to play the "foundation." Management is the key to a company's core competitiveness. The second is the words and deeds. My level is not high, there are not many goods in my stomach, but the biggest feature is not conservative. In view of the relatively weak management of the monopoly management, I often work with several section chiefs and team leaders to communicate ideas, discuss issues, and research methods. Regardless of the management of people or the handling of things, whether it is the overall work plan or the specific work plan, I have done everything I can to carry out specific guidance in all aspects, to achieve enlightenment thinking, rationalize ideas, optimize measures, and promote management purposes. . The third is to take the lead. Monopoly management is restricted by various environmental conditions, and it shows irregularity in working hours. The results show ignorance, especially on-site disposal during law enforcement inspection and case investigation, which is directly related to whether the work can be carried out smoothly. In view of this, whenever major market rectification or investigation of important case clues, I try to participate in the organization and command, which greatly encourages the team's morale and morale.

First, there are new breakthroughs in cracking down on the case. From August last year to June this year, a total of 854 cases of various types of cases were investigated, and 3,271,5 pieces of illegal "three cigarettes" were seized. The value of the case involved was 1,172,026.55 yuan, of which 56 cases were more than 5,000 yuan. 6 cases involving illegal tobacco-related crimes were transferred to the public security organs, 6 cases were investigated by public security organs, and 11 cases were taken under criminal compulsory measures or in public security detention. The number of cases investigated and the case value have been greatly improved, and the regional cigarette market order has gradually improved.

Second, there is a new development in market supervision. Mainly reflected in the following three aspects: 1 tobacco monopoly community management mode of work and operational mechanisms basically formed. In the aspects of organization construction, work flow, basic management, supervision and assessment, a complete set of community-based management work operation mechanism that meets the requirements of superiors and meets local conditions has been formed. 2 Market regulation has been strengthened. On the phased objectives, it highlights unlicensed operations, hotel restaurants, public hawking, and key areas and key households; three combinations are highlighted in organizational form and working style. The intensity of market supervision is constantly increasing. 3 The market control effect is obvious. The hotel restaurant is basically included in the normal management, and the phenomenon of publicly selling prohibited cigarettes has obviously improved, and the unlicensed operation has been restrained to a certain extent.

Third, there are new improvements in internal management. Mainly reflected in three aspects: 1 scientific management, standardized management, and a sense of fine management are taking shape. There are plans for work, the process is recorded, the results are checked, and the rewards and punishments have become a system. 2 Management methods and working methods have changed a lot. The management of all levels of monopoly basically realizes four transformations, that is, from the management of only the matter to the change of the heavy and the more important; from the big package to the carrying, doing, watching, supervising; Simple operation to system analysis, data speech transformation; from extensive disorder to standardized order. 3 The ability of the monopoly team to adapt is constantly increasing. The "two members" legal policy level, business knowledge and skills have been significantly improved, the mental outlook has changed gratifyingly, and management capabilities have been continuously enhanced. In the past year, in addition to continuing to maintain cases of no lawsuits and reconsiderations, the law enforcement capabilities and qualities have been further refined and improved in a complex environment. Our comrades have always maintained a strong fighting spirit in a rather complicated and difficult environment. Second, the construction of ideological style and integrity and self-discipline

Since I took the leadership position of the district bureau, I have tried my best to ask myself from the difficult point of view, and pay attention to the problem of "what is the reason why people live, what do the officials do, what to leave behind", and strengthen their self-cultivation and improve their own quality. A certain amount of effort.

The first is to strengthen theoretical study. This year, I participated in the training course for business enterprise leaders organized by the provincial bureau. In three months, I systematically studied Deng Xiaoping Theory, the 16th National Congress Report, market economic theory, WTO rules, and business management knowledge. During the study period, three theoretical articles were written in conjunction with the actual work. This is the longest time in political studies since I joined the work. Through systematic study, theoretical literacy has been improved, ideals and beliefs have become firmer, and work ideas have become more open.

The second is to focus on party spirit and training. In politics, we insist on using the "four major disciplines and eight requirements" to regulate our own behavior, and consciously maintain a high degree of consistency with the party committees of the municipal bureau, do not say ambiguous words, and do not do things. In dealing with people, stick to honesty and be practical. Always work with a strong sense of professionalism and responsibility, full of enthusiasm, and strive to use their actions to inspire people, influence people with their own image, and use their sincerity to impress people. In dealing with working relationships, pay more attention to grasping their role positioning, consciously maintaining the overall situation and maintaining unity. I think so. The third is honesty, self-discipline, and clean government. I can consciously strengthen the study of party spirit, party style, party discipline and clean government. Pay attention to the greed of constant greed, always be self-disciplined, often read non-divided thoughts, often cultivated as a virtue, insist on light and fame Far from right and wrong, hiding from the wine field, being in a state of mind, and saying that Mind, Min, and Light are their own codes of conduct, and strive to practice and fight in this direction. Self-review and inspection, there is no violation of the central, provincial and municipal regulations on the clean and honest self-discipline of party members and cadres and the rulings of state-owned enterprises.

Third, the main problems and the direction of future efforts

In light of the duties of the post, seriously reflect on my work, combined with the four opinions and suggestions put forward by the people, I still have many problems and deficiencies in many aspects. In summary, there are four main aspects:

The first theoretical study is not solid enough. First, the relationship between work and study cannot be handled correctly. Learning is often a slap in the face, systemic is not strong, and it cannot be sustained. The depth and breadth of theoretical study are not enough. Second, the theoretical study is out of touch with the actual work. It is not enough to use theory to guide practice and solve problems.

The second step into the grassroots level is not enough to go deep into the popular investigation. I am busy with daily affairs, and there are few investigations and studies; there are many things for the chief of the department, and there are few things for the director; there is not enough in-depth investigation and research at the grassroots level, and there is a lack of objective and practical understanding of Huang’s objective, so that the work is unclear, the determination is not big, and the method not much.

The third work is not enough to develop and innovate. The performance is to look forward to the future, to seek stability and fear. First, I believe that the monopoly team and the basic management are not strong. The level of work and the progress of the steps must be slow, and we must not be too hasty. Otherwise, the speed will not be reached. Second, there is no fundamental breakthrough in solving the key problems of restricting the monopoly work. For example, the crackdown on the case is not enough, especially for the investigation of the source cases that harm the market in the region. There are not many measures to implement the community-based management work that the city bureau attaches great importance to, and the promotion is not strong. The requirements for monopoly internal management, team building and situation development are still not fully adapted, especially in the establishment of legislation, intensified assessment, and implementation.

The fourth method of work is not detailed enough, sometimes it is more irritable. In the face of work pressures and problems, we can't completely calmly think and calmly respond. We often show irritable emotions, sometimes too high demands, excessive attitudes, and inadequate methods. In the work, communication and coordination are not enough. The role of mobilization in all aspects is not enough. There are many things to do, and the role of monopoly management has not yet been fully realized.

Inspecting and analyzing the problems existing in itself, fundamentally speaking, the political quality of the society is not high, the transformation of the world outlook is not enough, and the party culture is not strong enough. In my future work, I am determined to work on several aspects:

The first is to further strengthen theoretical study, pay attention to party spirit training and cultivation, and constantly improve their own quality. First, we must correctly handle the contradiction between work and study, and enhance the initiative and system of learning. Second, we must closely link ideas and work practices, and combine learning with the transformation of the world outlook and the strengthening of party spirit. The third is to combine learning with investigation and research, and constantly improve the ability and level of solving practical problems. Through learning and training, comprehensively improve the overall quality of grassroots leading cadres, further enhance the complex situation of management, scientifically organize the skills of operations, and strive to pass their own The organization and management make the district bureau's monopoly work seek greater breakthroughs and development.

The second is to strengthen the awareness of innovation, seize the main contradictions, and find a breakthrough in the work.
