At present, the main service plans for mental health services in the piedmont community are:

1. Provide psychological counseling to the general population of the community and popularize mental health knowledge.

There are two ways to provide psychological counseling to the general population in the community and to popularize mental health knowledge. The first is the evaluation of psychological activities in the process of routine health checkups for community residents, especially for key populations, such as women's emotional state during pregnancy, the memory and intellectual activities of the elderly. Etc., early detection of depression, senile dementia, etc. The second is to popularize mental health knowledge and promote mental health to community residents by holding science lectures, conducting consultation activities, issuing science popularization materials, and producing publicity panels.

Second, conduct mental disease clue survey, establish disease files

Conducting clue surveys on community mental illness patients is the primary task of developing community mental health services, and it is also the first-hand information to dynamically grasp the changes in community mental illness. The establishment of community mental illness should be no less than 0.6% of the population covered by the community. Psychiatrists will also be organized to conduct annual free examinations of people with mental illness in the community. If the mental illness patients in the community are aggravated by the recurrence of the disease, emergency hospitalization, the hospitalization after discharge will be promptly transferred to the community, so that the community health service center will continue to carry out community rehabilitation treatment. What is established is a complete set of continuous disease archives. The disease information of patients with mental illness in the community will be properly kept and the patient's privacy will be firmly maintained. Community mental illness patients and their families can make full use of these disease data.

Third, regular follow-up, management and treatment of severe mental illness

Mental illness, especially severe schizophrenia, is characterized by the disease itself. Fourth, carry out community rehabilitation treatment, and promote the early return to society

The case manager will conduct community rehabilitation treatment for patients with community mental illness while following up. The contents of community rehabilitation treatment include: psychological rehabilitation guidance, home care guidance, labor skill training, industrial entertainment treatment and vocational rehabilitation. The purpose of community rehabilitation is to reduce the level of mental disability and prompt patients to return to society as soon as possible. The "11th Five-Year" development norms formulated by the China Disabled Persons' Federation have strengthened the construction of psychiatric rehabilitation institutions and coordinated planning. Each county will support the establishment of an exemplary psychiatric rehabilitation institution. The forms of rehabilitation institutions include: medical treatment stations, agronomic bases, activity centers, care centers, mid-sport camps, vocational skills training centers, etc. The community health service agency will carry out the “social, comprehensive and open” mental illness rehabilitation work with the cooperation of the Disabled Persons' Federation.

5. Establish an emergency response mechanism to avoid adverse events

For severe mental illnesses with schizophrenia, the primary goal of managing treatment is to avoid adverse events. Adverse events include: acute drug adverse reactions, suicidal self-injury behavior and accidents. Community health service agencies and mental health care institutions have established emergency response mechanisms, and have emergency response plans to make emergency response reactions in the most appropriate way in the shortest possible time to avoid adverse events. Community health services will provide professional guidance to family members of the community's mentally ill patients and those around them to respond to mental illness emergencies.

Sixth, establish a two-way referral system to provide seamless service

Responsible for the identification of the diagnosis of community mental illness patients and the development of treatment plans, responsible for community management treatment and rehabilitation guidance for patients with mental illness, together to provide a seamless service for community mental illness patients. Community health service agencies and mental health care institutions have established a two-way referral system. Patients with mental illness in the community will be referred to mental health care institutions for consultation due to repeated or aggravated conditions. If they are not suitable for community management treatment, they will be transferred to mental health care. Institutional emergency hospitalization. Patients with mental illness who are urgently hospitalized in a mental health medical institution should be promptly transferred back to the community for management and treatment after the condition has been controlled in time. The principle advocated is that emergency hospitalization should be decisive and timely, and community rehabilitation should be adhered to, patient, and meticulous.

7. Maintaining the legitimate rights and interests of patients and striving for social support

Severe mental illnesses with schizophrenia are mostly in the young and middle-aged, with prolonged course, chronic, and high disability rate, which mainly endangers the labor force and can easily cause family poverty. The party and the government have always been very helpful in the rescue of patients with mental illness. However, due to the characteristics of the disease itself, people with mental illness often do not recognize the disease and refuse treatment, which brings difficulties to the rescue work. To carry out community mental health services, we can use the situation of community health service institutions to coordinate with the civil affairs, the disabled, labor and other departments to actively seek the legitimate rights and interests of community mental illness patients, and strive for appropriate social support and government assistance.

8. Extensively carry out health promotion activities to popularize knowledge about mental illness prevention and treatment

Due to the influence of social prejudice, there are still phenomena of discrimination against mental illness in the society; a considerable number of people with mental illness and their families have social shame, do not want others to know, and are worried about social discrimination. People with mental illness, like patients with physical illnesses, are also victims of the disease and should be understood and helped by people. Community health service agencies will carry out extensive health promotion activities, popularize knowledge about mental illness prevention, create good social practices in the community, care for and not discriminate against people with mental illness, and help them return to society, communities and families.
