I. Further improving the safety management system by means of institutional restructuring On June 25th, our mine reorganized according to the actual production situation, and established the Safety Supervision Department, the Electromechanical Management Department, and the Electromechanical Repair Center to ensure safe production during this period. Our mine has re-evaluated the functions of various units, requiring the main leaders of all units to recognize the position, strengthen the ideological education and team building of the staff, ensure the hearts of the people, and the team is stable. All units strictly follow the functions of the mine, formulate, supplement and improve. Various safety management systems. At the end of July, the Ministry of Safety Supervision took the lead in inspecting the formulation and implementation of various unit systems. The entire mine was ordered to rectify the problems discovered by the inspection. On this basis, the safety supervision department took the lead in revising the relevant assessment contents of Mine Safety No.1 document. The dispatching headquarters revised the mine prevention and prevention and treatment plan for mines in the rainy season, ensuring the mines. The work was carried out smoothly. Second, strongly promote the safety and quality standardization work On the basis of the safety and quality standardization of the mine in the first half of the year, in July, led by the raw coal production wells, combined with the group's quality standardization competition program, timely formulated the mine safety quality standardization competition program. In order to improve the safety and quality standardization awareness of the operators, on July 4th, our mine conducted safety and quality standardization knowledge examinations for the management personnel of the raw coal production wells, the electromechanical management department, the management personnel of the underground team, the team leader and the inspection and acceptance personnel. On July 22nd, our mine held a safety and quality standardization mobilization meeting to comprehensively arrange the safety and quality standardization of mines. Starting from July, the public roadway material yard will be centrally rectified. Except for opening construction or special engineering construction, no unit shall use the roadway as a stockyard. All the materials have been rectified before July 15th. All newly-opened and handed-over work faces shall be inspected and accepted by the Safety Supervision Department, otherwise they shall not be started or handed over. In order to effectively improve the on-site check function of security inspection workers, our mine has revised the management method for the quality assessment of security inspection projects. The security inspection team will score the scores on the heads. The scores will be reported to the raw coal production wells at the end of the month. Production wells are assessed for each unit. In terms of on-site inspection, in addition to the implementation of the self-inspection in the first half, the mutual inspection in the middle, and the mining inspection in the latter half of the year, the safety and quality standardization of each unit was checked through the safety squad and the safety office. In July, the comprehensive mining team was suspended for rectification due to the failure of the quality of support.
Third, earnestly absorb the lessons of the 7.14 accident in Sihe Mine, conduct safety reflection seminars in the whole mine, and find out the activities of managing loopholes. On July 14, a fatal accident occurred at the Sihe Coal Preparation Plant, in order to fully implement the spirit of the Group's safety emergency meeting. On the afternoon of July 15, our mine held a safety emergency mobilization meeting to convey the implementation of the Sihe mine accident and the spirit of the group company meeting, and decided to carry out the activities of “safe reflection discussion, search for management loopholes, and strengthening safety responsibility implementation” within the scope of the whole mine. . From July 15th to July 17th, in the stage of reflection and discussion, all units and departments organized employees to study the case of 7.14 death accidents in Sihe Mine. Everyone knows that each unit is a unit, combined with this position. In this practical work, we will carry out reflective discussions. Managers, professional technicians, and team leaders at all levels carefully analyze how much work they have done in safety work. What problems exist. The Safety Supervision Department conducted a spot check on the activities of various units. From July 18 to July 20, the self-examination and self-reformation stage of each unit organizes cadres and workers to conduct self-examination and self-reform from the aspects of consciousness, organization, management, equipment, environment, training and style, and eliminate potential safety hazards. . The implementation of the mine leadership package package team, the safety supervision department, the original coal production well management personnel team, the mine leadership is responsible for the supervision and guidance of the activities of the packaged units. The safety supervision department and the raw coal production well team are responsible for helping the team to find potential safety hazards and management loopholes and to develop preventive measures. In the self-inspection activities, the results of the self-inspection of the underground units were all reported to the raw coal production wells and the safety supervision department. The self-inspection results of the ground units were summarized and reported to the Safety Supervision Department. In the self-examination activities, all the units that can be solved by the unit have been rectified according to the prescribed time limit. If the unit cannot solve the problem, all of them will be solved by the business department, and the problems due to technology, manpower and capital cannot be solved in a short period of time. A rectification plan and preventive measures were formulated. In this self-inspection and self-reformation activity, the underground units have inspected more than 130 hidden dangers, and the ground units have inspected more than 150 hidden problems of various problems, and all of them have been implemented as required. On July 8th, the mine organizers conducted a safety inspection on all units on the ground and investigated 67 hidden dangers. On July 23, the safety supervision department took the lead and the relevant units cooperated to carry out safety and quality standardization on the ground units. Check and check more than 60 hidden dangers. On July 23, our mine used the form of the on-site safety office meeting, led by the mine leaders to review the rectification of hidden dangers of various units, and investigated 138 hidden dangers. Any major hidden dangers that have not been reported by the unit or those that have not been rectified as required shall be punished in a timely manner.
IV. Continue to do a good job in on-site management In July, due to the impact of institutional restructuring, people's minds were unstable, and all work still needs to be done. In order to do a good job of safety during this period, our mine is doing a good job in system construction and employee safety awareness education. , pay attention to site management. Before the initial mining of the 2309 small section fully mechanized mining face, the operation team prepared the special measures for roof management in advance and prepared the spare support materials in full. At the time of initial mining, the management personnel of the raw coal production wells and the safety supervision department followed the scene to assist the district team to grasp the roof management. When the 92309 plow machine was working on the 3# coal roadway, it was affected by the negative pressure and the gas in the goaf was poured out. As a result of the over-limitation of gas in the upper corner, the mine was led by the chief engineer and repeatedly went deep into the underground to work on the site, rationally adjusting the air volume, so that the gas emission was effectively controlled. In order to ensure that nothing is lost, each class will be equipped with a full-time tile inspection point detection. As long as the gas is found to be over-limit and the monitoring system is alarmed, it will be shut down immediately. In July, it was in the rainy season. In order to prevent severe water pollution, our mine required all the two-level operation team to perform the first exploration and excavation. Before the construction, the drainage equipment must be installed. The underground team used the pre-class meeting, safety meeting and other opportunities to carry out the training of the disaster avoidance route. The safety supervision department conducted a dynamic spot check, and the personnel who are not familiar with the disaster avoidance route are prohibited from entering the well. In the management of sporadic operations, the dispatching work order system is strictly implemented. For two or more operations, a safety person in charge must be appointed.
V. Do a good job in the implementation of the two-factor management method After the pilot operation, the two-factor management method began in July with raw coal production wells and their subordinate units, coal preparation plant workshops, electromechanical repair center, and electromechanical management department. The dispatching headquarters and the safety supervision department were fully implemented. All units in accordance with the implementation plan issued by our mines, timely formulated corresponding supportive implementation measures, and a special person is responsible for this work.
