As far as the overall environment is concerned, the company and the project have significantly improved their understanding of safe production and civilized construction, especially in the special environment of Shanghai. Shanghai is a city that hardly grasps the quality and progresses only in civilized construction. The safety inspection runs through every inspection, and the safety management work is heavy. The high frequency of inspections and the demanding requirements have led to the unanimous touch of all subcontracting teams. Similarly, almost all the rectification orders issued by the safety inspections are implemented by the project safety department. Since the social complaints, owners, construction, supervision, and safety supervision stations include the rectification projects issued by the sea company itself, the project production safety department The actual security personnel who hold the c-certificate are the ones who have actually worked safely . The others are undocumented newcomers who have been absent from work for the first time or have been in contact with security for the first time for less than 3 or 4 months. Newcomers do their best in their work, but they are immature in text and on-site management. In this project, Shanghai did not give them time to learn to exercise. At the same time, due to the various relationships of the subcontracting teams introduced, the subcontracting team is self-righteous, publicly threatened to disobey the project management, and even deliberately create contradictions. In view of the above reasons, the project has caused unprecedented difficulties in the safety work.

The difficulty of project safety management is well known. The achievement of our project is only to establish the most standardized security system of the whole company, and it has been certified by Shanghai “Shanghai No.* Certification Center” system, and the on-site management has been inspected by previous inspections. criticism. Therefore, the results have not been mentioned, so no written report will be made in this year's work summary.

I. Project site inspection

Project safety inspections are broadly divided into:

1, the owner's monthly fixed inspection, quarterly comprehensive inspection.

2. The monthly inspection of the construction is monthly, totaling: 9 times.

3. The safety supervision station is 3 times.

4. The resident supervision team once a week, because the supervision team itself failed to adhere, so the total: 10 times.

5. The project department has special monthly and holiday items.

Cause Analysis:

Reasons for failure to rectify: Every time the rectification of on-site management personnel, in addition to their own poor business level, they do not know how to rectify, fear of difficulty, feelings of emotion, subcontracting is not the main reason.

In view of the fact that Shanghai's rectification requirements are time-limited, the rectification items are all implemented by the Ministry of Production Safety . Most of them are self-inspection and self-revision by the Ministry of Security . Therefore, the project security officer can't concentrate on the safety monitoring of the construction site. Often, this vicious circle is almost impossible. In other words, the safety officer's work is transferred from the scene to the office for false information and rectification, which is itself a major security risk.

Second, the project safety education

Our project has always attached importance to safety education. In addition to the large amount of education and training arranged by the project department itself, at the request of the owner, a “migrant labor school” was also established. The course schedule is the video materials collected by the Project Production Safety Department and the text materials compiled by them. In order to enhance the training effect, the project production safety department personally purchased a notebook computer, an external speaker, and a white screen; the projector is the public property of the project. The format of the lecture is to watch the video first and comment on it.

The recorded employee education, migrant school and training totaled 24 hours.

Third, the convening of the safety work conference

When the project production safety department officially started construction in March of 10, the safety meeting was once a month, and the training was once a week. However, due to too many meetings, in order to save time and improve efficiency, it was changed in recent months. Weekly construction meetings will be held at the same time.

A total of 41 safety meetings will be held. There were about 2 unopened, and the reason was merged by other meetings.

Fourth, the difficulties encountered at present

1. It is difficult to implement the rectification.

The construction workers “set up the booth” and the safety personnel “received the site”, which is the main surface cause of poor civilized construction. Turn a blind eye, regardless of whether it is an internal cause.

2. The construction team is not convinced of management and publicly touched.

Re-capable project managers are also reluctant to encounter this situation.

3. The inspection is difficult and the implementation is difficult, resulting in the psychological burden of the project safety officer is too heavy.

The company's recruited security officers with professional qualifications almost all resigned, including two losses in the Shanghai project. These two are my direct management security officers, I know very well about their mental state. The specific analysis shows that before this time, other projects have suffered for a long time. The company's various types of “increased treatment”, including holidays, lover work transfer and other treatment files, have not been implemented very well, leading to disappointment to the unit. Coupled with Shanghai's high-pressure policy, the psychological collapse.

4, professional knowledge, management skills training is less, and more in the form.

Most of the project security officers are “self-taught and talented”. With the continuous increase of large-scale machinery and special machinery at the construction site and the high-tech development trend of construction technology, the safety knowledge of the safety personnel has been unable to adapt. For example, the super high gantry crane has been set up. There is no early detection of a hidden danger in the foundation.

5. Lack of talent reserve

The security officer can do it without catching the individual. For those who have knowledge, management, hardship, and willing to do safe work, there is not enough reserve. There are probably no more than three people in each project.

V. Safety management opinions and suggestions

1. The company has issued clear and mandatory responsibilities files, which stipulate clear implementation departments and personnel for safe work. To solve the problem of rectification of security personnel, concentrate on monitoring at the site.

2. The company strengthened direct control over project subcontracting. Listening to the opinions of the project manager will tend to crack down on the main idea of ​​not being a subcontractor, and avoid the loss of control of security management caused by management.

3. The company's self-built security internal management channel, similar to the financial director system, guides the psychology and work of the safety management personnel of the unit, and helps us with the safety backbone of these “self-study talents” and less criticism to alleviate the psychological pressure outside the work. .

4. For the special processes of the company's various projects, such as the railway, tunnel double-story elevated, and special machinery, organize the preparation of targeted teaching materials to be distributed to the project security department to study, conditional organization can observe. Try to reduce the passive situation of “making mistakes and then rectifying”.

5. For the talent reserve company, it is advisable to openly recruit “full-time security administrators” with the official staff of the unit as the main line, including those who have certain academic qualifications or management experience. As a reserve talent, the license directly enters the project security management team, avoiding the rush to fill the gap and has to use the "three unknown" security officer.
