Summary of legal aid work in the first half of 2019

Under the leadership of the district committee and district government, under the guidance of the Municipal Legal Aid Center, in the first half of 2019, the legal aid work of Honggang District was carried out steadily and orderly, and achieved certain results.

First, to build a platform, the "148" legal service has achieved remarkable results. In order to provide convenient and efficient legal advice to the general public and social organizations in a timely manner, the District Judicial Bureau actively promoted the "148" legal service line into the lobby on the basis of the office telephone consultation, and created a legal consultation platform for the government affairs open hall, realizing " The 148" special-line legal consultation platform has effectively promoted the in-depth development of legal consultation activities in our district. In the first half of the year, our district passed the "148" legal service line to answer 154 people's questions for the general public; and received 17 visits. Among them, 5 requests for social insurance benefits, 5 requests for minimum living security benefits, 3 requests for pensions and relief payments, 18 requests for labor compensation, 1 for volunteers, 19 for labor compensation, 3 for traffic accidents, and medical treatment. There were 7 accidents, 77 marriage and family, and 16 other.

Second, it is a reasonable diversion, and legal aid cases have risen sharply. In order to effectively protect the legitimate rights and interests of vulnerable groups and speed up the process of building a harmonious society, the District Legal Aid Center strengthened the management of various legal aid branches, carefully examined the legal aid cases accepted, and rationally diverted according to the actual situation, so as to provide legal aid to our district. The case has risen sharply. In the first half of the year, the District Legal Aid Center accepted a total of 28 applications from the parties, and reviewed and approved 17 legal aid cases, an increase of 88.89% and 27 aids. Among them, there are 3 criminal cases, all of which are underage cases; the migrant workers demand 5 labor remunerations, and the recipients are migrant workers; 5 are supported, the recipients are economically disadvantaged, and the elderly are weak; 4 other cases are effectively solved. Difficulties in the vulnerable people in the jurisdiction.

The third is to actively participate in the promotion of legal aid. Since 2019, the District Legal Aid Center has actively participated in legal propaganda, continuously expanded the scope of legal aid, and fully utilized the lawyers, legal service workers, and “148” legal service lines in the jurisdictions, combined with the “legal six advances” activities, and adhered to legal services. Promote legal aid propaganda, use legal aid to promote legal propaganda, and participated in more than 6 activities such as “law into the enterprise”, legal lectures, and “Law of Law”, and answered more than 20 legal problems for the people. At the same time, in conjunction with the spirit of the municipal government's "2019 legal aid green activities", environmental pollution cases were also included in the legal aid "green channel", and the joint environmental protection bureau carried out legal publicity activities.

In the first half of the year, we have achieved certain results, but there are still deficiencies. First, it is difficult to coordinate with the legal aid. Coordination with the grassroots courts is not good. There are problems such as directly assigning cases to law firms and legal service offices without the District Legal Aid Center Court, and it is difficult for the District Legal Aid Center to do a good job in diversion and statistics. Second, the funding for legal aid is seriously inadequate. In recent years, the Municipal Legal Aid Center has never allocated funds to the District Legal Aid Center, and the funding for grassroots legal aid is seriously insufficient, which has greatly affected the in-depth development of legal aid work in our district. Third, there is a shortage of grassroots legal aid staff. Due to the small number of law firms and legal service offices in our district, only three, the number of legal aid staff is small, the task is heavy and the pressure is high, which also affects the further development of legal aid work.

In the second half of the year, the District Legal Aid Center will continue to do a good job in implementing the spirit of the provincial and municipal legal aid centers, and further cooperate with the trade unions, women's federations, and the Disabled Persons' Federation in the jurisdiction to increase the guidance of legal aid workstations in towns, towns, and villages. It may provide quality and effective legal aid services for vulnerable groups.
