In the past year, under the care, guidance and strong support of the correct leadership of the higher authorities and the construction bureau, through the joint efforts of the employees of the whole company, through a series of carrier activities, we will continue to work hard and achieve the basics. The safety production management objectives set by the company have no accidents for safe production throughout the year. Promote the level of safety production, the level of engineering quality, and the internal management.
First, the basic situation
This year's major projects: s225 line rd-3 standard, Xihuan Road North Section, county town Haihua Bridge, county urban political road pavement maintenance, dangerous bridge reconstruction and other project construction tasks, the total output value of more than one billion. The company has four project departments, five bridge construction units, three subgrade construction units, an asphalt pavement construction unit, a road maintenance unit, and an asphalt mixing plant. The company has a security department, and each team is equipped with a full-time security officer. The company has 52 persons with safety a, b and c certificates, and 55 persons with safety special operation licenses. Nearly 400 construction workers were employed during the construction peak season.
Second, the main measures and practices
1. Carefully develop a safe production plan.
At the beginning of this year, the company's leaders combined with the actual situation of the project, and set the company's 2019 annual safety production management objectives for the decentralized construction workers, field operations, wide construction sites, multiple mechanical equipment, many types of work, and high risks. Detailed and detailed safety work plans and safety measures were formulated around the annual safety production management objectives.
2. Implement safety management objectives.
The company established a safety organization leadership and established a safety production leadership team. And set up a safety production office, set up a full-time security officer, responsible for the company's safe production management. The project management department, construction team and construction team have established corresponding safety production leading groups and formulated various safety management measures. Form a first-hand personally grasp, in charge of the leadership, full-time security officers to specifically grasp the pattern, form a level one level, first level one level, level one level one level level responsibility for the safety production target management system and management network.
3. Implement the “ safety first”, “who is responsible for who is responsible” and “project responsible system” responsibility system. At the beginning of the year, the company signed the 2019 safety production targets with the project manager, construction team, project manager and construction team. Responsibility, the safety indicators are decomposed into the construction sites, and the implementation is broken down into the head. The safety responsibility system at all levels and the accident liability tracking system have been implemented.
4. Sign the responsibility for safety production.
The Safety Office signed a letter of responsibility for the safe driving target of the car with all the motorists, and signed a mechanical driving maintenance responsibility with the mechanical operator.
5. Adhere to regular safety education and assessment work.
In order to improve the quality of the workforce, the company organized two training courses for special machinery operators from March to October. A total of 55 operators have passed the exam and received special operation licenses.
6. Increase the safety production assessment.
Since January-December this year, the company's safety office has organized one or two safety production inspections every month for each construction team and each construction operation point. On June 8 and August 12, General Manager Xu personally organized two safety meetings. Production inspection and notification of inspection
7. Solidly carry out safety production activities.
In June and July, the “ Safe Production Month” and “Summer Safety Production Hundred Days Competition” were launched as the focus of this year's safety work. The meeting was held several times at each construction site, and all employees were organized to analyze and investigate the hidden dangers, dangerous points and dangerous parts of the company, the detachment and the squad. According to the frequency of accidents, the losses and impacts are scientifically, accurately and reasonably evaluated, confirmed and classified one by one, the grades of various dangerous points are classified, and measures are taken one by one for dangerous points and dangerous parts. Countermeasures, clarify responsible persons, strengthen control, gradual monitoring, hierarchical management, and display in the form of a chart at the job site, identify the source name, location, location, monitoring department, responsible person, monitoring method and requirements in the chart At the same time, the number of responsible persons at all levels of responsibility to the monitoring points is stipulated.
8. The “Safe Construction Site” activity was established in key provincial projects.
Through the creation of provincial safety site activities, the quality of the project has been improved, safety management has become more standardized, and civilized construction has been upgraded. The activity was initiated by the provincial quality inspection station. As a pilot unit to create a safe construction site, our company has worked together with the staff of the s225 line project department. The assessment content has 12 major items, 350 items, and the basic assessment by the experts. . According to the provincial requirements, in the future, if this activity is not up to standard, it is not allowed to participate in the provincial key project bidding.
Third, existing problems and future recommendations
In the past year, through the joint efforts of all the cadres and workers of the company, a lot of practical work has been done, and the safety work has achieved relatively good results. However, compared with advanced units, our brothers still have certain gaps in security software or hardware, mainly in the following aspects:
1. In the establishment and actual management of various systems, there are still more or less “three heavy three light” phenomena in individual construction teams;
2. The safety management of the construction site is not in place, and there is a chance of luck. For example, in the construction of the dangerous bridge, due to the restrictions of the site, the boundary between the job site and the traffic road is unclear. The safety signage setting is not standardized, the management is not in place, and it cannot be reset in time after being stolen. The individual detachment scenes are somewhat chaotic, and there are hidden dangers;
3. Due to the tight engineering tasks this year, the engineering volume is large, the utilization rate of machinery and equipment is high, and the mechanical maintenance and repair is sometimes not timely. There are phenomena of sick operation, such as not changing the oil and air cores in time, and the brakes are not working. In particular, the task of the paving team is tight, the amount of engineering is large, the maintenance and repair of machinery is not timely, the safety awareness is not enough, and the safety inspection is not in place;
4. The security account records are not in place and the security activities are not normal enough;
5. The use of safe labor protection products is not in place.
Through review and summary, we should see our own shortcomings. In the future construction, we should continue to attach importance to safety production, further strengthen safety management, further improve the safety management system, further strengthen the rewards and punishments, and learn from advanced units. The safety management level of my unit has taken a new step.
