In accordance with the archives spirit and work arrangement of the Notice of the Office of Environmental Protection of Sichuan Province on Printing and Distributing the Work Plan for Environmental Safety Inspection of Riverside Enterprises along the River, combined with the actual work of the city, the Bureau has formulated the “Environmental Environment along the Yangtze River in Mianzhu City”. The emergency pool and emergency valve are equipped with certain emergency materials, and the responsible person in charge of the department and the department is responsible for the implementation. The environmental safety awareness of the enterprise is obviously improved.
The results have been remarkable. This time, the environmental safety inspection of enterprises along the river along the river, the Bureau dispatched more than 70 law enforcement inspectors, inspected 16 enterprises along the river along the river, and found 2 enterprises with environmental safety hazards, enterprises with unregulated disposal of hazardous wastes1 Home, 2 companies with problems in online monitoring, individual enterprise environmental emergency plan drill records are incomplete or no environmental emergency plan has been established. During the on-site inspection, the inspection team clearly proposed the rectification requirements for the enterprises with problems, and issued a deadline for rectification notice for the seven enterprises. Up to now, 11 enterprises that have problems in the inspection have basically completed the rectification in accordance with the requirements of rectification. Through comprehensive and meticulous inspection of environmental safety along the riverside enterprises, the environmental hazards have been effectively eliminated and the regional environmental safety of the city has been guaranteed.
Second, the existing environmental emergency plan drills need to be further strengthened. Some enterprises' environmental emergency plan drills have not been effectively implemented, and the emergency drills are too simple, practical and not targeted.
The environmental emergency supplies are not sufficient. During the on-site inspection, it was found that individual enterprises lacked emergency materials and some emergency materials and equipment expired.
Hazardous waste identification signs are not fully set. Some enterprises have not set hazardous waste labels according to the requirements of hazardous waste standardization, and the standardized management of hazardous wastes has not been effectively implemented.
Third, the next step is to further strengthen the environmental safety inspection work. Combining the results of environmental safety inspections along the rivers along the river, we will further increase the investigation and remediation of environmental safety hazards in daily supervision and inspection, and urge enterprises to effectively implement the rectification of environmental safety hazards and eliminate environmental hazards.
Further control the source and strictly control the approval of new projects. Strictly control new construction projects along riverside areas and environmentally sensitive areas. For future new chemical projects, environmental safety assurance measures must be strictly examined. Those that do not meet the requirements will not be approved.
Further improve the environmental safety emergency response system. We will continue to improve the formulation of corporate environmental safety emergency response, and urge enterprises to conduct regular drills and training to ensure timely, proper and effective disposal of environmental safety emergencies.
Further strengthen the standardized management of hazardous waste.
