Founded in 1958, our unit is the first uranium mine in New China. It is a state-owned large-scale enterprise with nearly 5,000 employees. Due to the depletion of mine resources and high debts, in August XX, the National Enterprise Merger and Bankruptcy and Reemployment Leading Group officially issued a bankruptcy plan for our unit in [XX] No. 18. In September, the Enterprise Staff Representative Association closed the bankruptcy plan and signed the localization agreement in November. In order to actively and steadily implement the bankruptcy plan, we actively improve the system and standardize the operation. In September XX, the Huaxiang Community Management Committee was established and officially listed for simulation operation. The work of Huaxiang Community is guided by the spirit of the 16th National Congress of the Communist Party of China and the important thinking of the "Three Represents". It is based on the premise of promoting community building, establishing and improving community organizations, strengthening service and management, and promoting the effective operation of community work. The land has promoted the smooth progress of the bankruptcy of our unit and the stability of the society.
First, improve the organization and ensure the orderly operation of the work
Since its establishment, Huaxiang Community Management Committee has begun to grasp the organization and construction, ensuring the orderly operation of community construction work.
1. Established an organization. According to the requirements of the higher level, combined with the actual closure of the bankruptcy work, the "Huaxiang Community Management Committee Formation Plan" was formulated last year, and the Huaxiang Community Management Committee was established. The comprehensive management department, the reemployment information department, the finance department and the property management department were set up. In a functional department, nine deputy and deputy managers were appointed, and the relevant staff members were clearly defined, and the funds were basically put in place. 2. Strengthened organizational leadership. In order to ensure the normal operation of community management, the work has gradually become standardized and standardized. We have continuously strengthened the organization and leadership of community work. We have adjusted and enriched the members of the community administration and party leadership team four times. Now the mine manager is the community management committee. 3. Clear job responsibilities. According to the requirements of the higher authorities, we have clarified that the eight responsibilities of the community management committee are: to implement the party's line, principles, policies, political and ideological education and legal education; responsible for retirees, laid-off workers, disabled pensions, survivors, etc. The daily management work, responsible for the management of the subsistence allowance; responsible for the logistics work of schools, hospitals, kindergartens; responsible for the comprehensive management of social security, the mediation, security and security work; responsible for the maintenance of water supply and power supply facilities in the community , Maintain work, do a good job in the management of domestic water and electricity; be responsible for the fund raising, operation and management of the community management committee, use the facilities of the community to actively carry out income-generating activities and various services, organize community public welfare undertakings, and do a good job in social relief and military support. Work on family planning and employment management; strengthen the building of socialist spiritual civilization, carry out mass activities, and strive to create a civilized community .
4. Established a work system. In light of the difficult problems encountered in the process of closing the bankruptcy work, the community management committee formulated the "Illegal Investigation System for Ideological and Political Work" and the "Measures for Strengthening the Management of Party Members and Cadres" on the basis of revision and improvement of the original system, and established a community management system. The committee has led a series of systems such as post responsibility system, financial management measures, and environmental sanitation regulations. At the same time, it has gradually improved various basic management tasks to ensure orderly work and avoid blindness and irregularity in work.
Second, focus on service priorities and earnestly perform management functions
At present, the main difficulties faced by our unit are: serious losses of enterprises, low income of employees; large family of employees, high pressure on children's economic burden; low income of retired employees; and more social expenditures for employees. How to try to solve these social contradictions is the key and difficult point of the service and management of the Huaxiang Community Management Committee. With the advancement of the bankruptcy work, we have mainly grasped the following tasks in combination with the actual situation:
1. Really solve the minimum living security. The community actively cooperated with the unit administration and trade union organizations to investigate the extremely poor workers and employees' families and widows. The minimum living guarantee for our unit was 556, involving a total of 1390 people. We actively contacted the local civil affairs departments according to the actual situation. By the end of XX, it has been included in 174 households with a total population of 435, including a total of 435 people, including 7 employees, 36 laid-off workers, 36 retired employees, and 95 survivors, alleviating the difficulties of some workers' families.
2. Strengthen visits to employees who are in difficulty. Caring for the elderly, the sick, the sick and the disabled is the main task of the community management committee. 3. Effectively ease the contradiction between employees and housing. The housing of our staff is very difficult. There are 4,067 residents, including 1,551 households without housing, and 1,423 households with non-standard housing. According to this situation, we will do everything possible to raise funds, build 123 sets of houses in urban areas and communities , and transform the original staff school into 30 sets of family members' families, so that some employees Moved out of the dangerous house and suspended the tension of housing.
4. Enrich community cultural life. After the establishment of the Community Management Committee, it started the community spiritual civilization creation activities, launched the theme of “Building a Community Home”, organized a “civilized community ”, and acted as a “civilized citizen”, and organized community environmental sanitation many times. Renovation of traffic order and efforts to improve the living environment of the community . At the same time, for the active community cultural life, promote the construction of spiritual civilization, organized 8 community -wide cultural and recreational activities, especially for the activities carried out by retired comrades, the community actively supports, now the community has dragon team, lion team, waist drum team, door More than 1,000 players are active. During the Spring Festival this year, large-scale group meetings, folk art performances, and garden activities were organized to enrich the cultural life of employees and residents.
Third, improve working methods and strive to maintain community stability
Stability is overwhelming and social stability is an important task of the community management committee. We regard the maintenance of community stability as the top priority of our work, and form a working method of “leading leadership, division of labor, responsibility implementation, prevention first”.
1. Grasp the implementation of responsible work. We have formulated the "Working Measures for Stabilizing Work and Emergencies during the Closing of Bankruptcy", which clarified the duties and responsibilities of the leading cadres and departments at all levels. According to the principle of "who is in charge and who is responsible", the first level is responsible for the first level and the responsibility for the implementation. .
2. Grasp the implementation of ideological work. 3. Grasp the implementation of emergencies. From September 17 to 21, more than 130 resignees from Fuling, Liuyang, Pingjiang and other places suddenly gathered in the community to petition, in order to increase the resignation fee, return to work or enjoy the treatment of laid-off workers, and enjoy the policy of closing bankruptcy. Reasons, forcibly besieged the office building of the community , and asked to solve these problems. If they do not solve the problem, they will go to the city, the province and Beijing to petition. At that time, the provincial, municipal, and district stability offices and the superior authorities were very concerned about the major incidents. After the incident, the community party and government organizations attached great importance to the party and government workers in time.

Leading the emergency meeting, the general responsibility of the party and government leaders of the unit was established, the chairman of the labor union was appointed as the leader of the team, and the leading group of the disposal of the relevant department heads was working overnight. In accordance with the general principle of "adhering to policies, patiently persuading, resolving contradictions, and avoiding the expansion of the situation," we will have patient conversations with representatives of the group. Take the old leaders and fellows one-on-one or several pairs of first-class methods, and do targeted work for petitioners to prevent conflicts from intensifying. Through five days and four nights of patient and meticulous work, the occurrence of gathering and petitioning incidents was stopped, ensuring the stability of the community .
4. Issues to be strengthened and improved and the direction of efforts
As a banner, the Community Management Committee has to undertake all the work after the end of the bankruptcy of the unit. Whether this flag can be erected is related to the stability and development of the enterprise. Through a year of work practice, although we have achieved certain results, there are still some problems that cannot be ignored:
First, the relevant policies need to be further pursued and implemented. After closing the bankruptcy entry regulations, policies and related expenses must be put in place. At present, the closure of bankruptcy of our unit is about to enter the legal process, and the policies of resettlement policies and medical insurance have not been implemented yet, and the voice of employees has become stronger and stronger. Once the closure of bankruptcy, the relevant policies and costs are not in place, which will bring direct instability to the community . The superiors should conscientiously solve these difficulties and practical problems and solve the current situation of the workers' housing difficulties.
Second, the construction of community teams needs to be strengthened. It is necessary to strengthen political theory learning and increase training. Community work is a new thing. There are many things that need to be learned and need to be updated to adapt to the development and needs of the new situation.
As a new thing emerging under the new situation, community management faces new tasks. We must take the spirit of the 16th Party Congress as the guide and follow the requirements of "development must have new ideas, reforms must have new breakthroughs, openness must have a new situation, and all work must have new measures." Carry out some creation activities, use activities to condense people's hearts, and rely on activities to enhance the cohesiveness of the community , so that people entering the community really feel that " community is my home."
