Part I General

1.0.1 In order to further standardize the bidding work of power engineering equipment, implement the project legal person responsibility system, maintain the order of power engineering equipment market, protect the legitimate rights and interests of both parties, ensure the smooth and orderly bidding of power engineering equipment, and ensure the quality of power engineering equipment. And the investment benefits, reasonable and effective control of project cost, will be formulated.

1.0.2 This specification is formulated in accordance with relevant national laws and regulations and relevant regulations of the Ministry of Power Industry.

1.0.3 Bidding is subject to open, fair, just, scientific, and rigorous principles and considers operability.

1.0.4 This specification is applicable to the open tendering and invitation bidding for the equipment and installation materials of the infrastructure and technological transformation projects of the State Power Corporation and its subsidiaries for investment and management. Hydropower projects and projects invested and managed by non-state power companies can be implemented by reference.

Procurement of equipment in the country, including the procurement of domestic equipment approved for foreign investment and foreign exchange purchases, and the procurement of individual equipment that is allowed to be imported, shall be carried out in accordance with this Code.

1.0.5 The Ministry of Power Industry manages and supervises all bidding activities for power engineering equipment. The bidding and contractual effect of the host equipment shall be submitted to the Ministry of Power Industry for approval, and the bidding activities and related files shall be submitted to the Ministry of Power Industry for verification.
