Lease management bidding procedures and rules


I. Bid reply

1. The bidding defense shall be organized by the bid evaluation committee of the ____ company "____ Factory Leasing Management", and shall be open to the public.

2. The “June Factory Leasing Management” bid evaluation committee invited __ the municipal fair organ and representatives of relevant departments to participate in the bidding defense meeting.

3. The bid respondent shall be produced after the preliminary screening by the bid evaluation committee of “____ Factory Leasing Management”. Bidders who do not have the right to bid for a reply may attend the bidding meeting.

4. The order of the bidding defense shall be determined by the bidder's lottery. After the start of the defense, bidders who have not yet responded to the defense are not allowed to participate in the defense meeting. The bidder who has completed the reply can attend the hearing of other people.

5. Before the defense respondent, the bid respondent believes that the individual judges may have unfair results on their own judgments. They have the right to request the director of the bid evaluation committee to request the judges to evade. When the director of the bid evaluation committee deems it necessary, he informs the respondent. Avoid when reviewing and scoring the bidder's "bidding plan".

6. From the beginning of the bidding meeting to the end of the bidding meeting, the members of the bid evaluation committee are not allowed to contact any bid respondent. If any fraudulent acts are found, the accreditation qualifications and the bidder's defense and bidding qualifications shall be revoked.

7. The bid respondent shall abide by the rules of the reply meeting, reply in order, and abstain from voting on the defense.

8. The respondent's reply time is equal. The defense is divided into: the interpretation stage and the defense stage of the “bidding plan”. Three minutes before the end of each stage, the moderator should remind the bidder to reply and the respondent should be notified to stop the speech.

9. The bidder's speech should be concise and focused, and the "bidding plan" shall prevail. When the question is too far away, the director of the review committee shall remind the respondent to correct it.

The questions raised by the review to the bid respondent are limited to the scope of the Bid Program. The bid respondent may refuse to answer questions raised by the review that are not related to the Bid Program.

10. The bid respondent shall make a reply with his or her best plan.

11. In the "Bid Program", the part of the family property of the bidder shall be subject to the obligation of confidentiality. If the audit is leaked due to the review, the leaked person shall be subject to administrative or legal responsibility.

Second, the evaluation and award

12. In the bid evaluation and award criteria, members of the bid evaluation committee shall have a fair stand, seek truth from facts, reasonable scores, and definite evaluations, and treat all bid respondents equally.

13. The review prohibits mutual consultation when bidding the respondent's score.

The judges shall, within 10 minutes after the bidder's reply, make their own scores and comment forms on time and on the spot, submit them to the staff for statistics and calculations, and supervise them by representatives of the notary public.

14. The bidding staff shall, within one day after the bidding defense, sort out the scores and comments of each bid respondent and submit them to the director of the judging panel.

15. The review meeting will be reviewed and pre-selected four successful candidates to give a speech to the __ factory staff meeting.

The pre-selected winning bidders should carefully prepare written speeches in two copies, submit them to the judging panel, and deliver speeches according to the speeches.

The jury should specifically listen to the opinions of the __ factory employee representatives on the speech of the winning bidder.

16. The award is carried out by unanimous bidding by all the judges, and the winning bid exceeds the two-thirds majority of the judging number. The judge of the jury announces the winning bidder.

At the time of bidding, representatives of notary offices shall participate in the examination and count the votes.

If the result of the voting does not exceed two-thirds of the votes, the top two will be taken according to the amount of the votes. The review will be re-evaluated and the winner will win the bid.

17. A small number of judges have major objections to the winning bidder. If they believe that their opinions are sufficient to show that the winning bidder has no operating capacity and conditions, they may request a re-voting at the award meeting. If the director of the jury considers it necessary, he may re-vote once. The winning bidder shall be the winning bidder and the award shall be terminated.

18. If the bidder waives the right to win the bid, it shall submit it to the judge before the award.

Third, other matters

19. All the information on the bidding, evaluation and awarding of the bidding shall be sorted by the bidding staff and archived for future reference.

20. The bidding plan and the defense record of the winning bidder are one of the basis for signing the lease operation contract. When signing the lease operation contract, the winning bidder shall be subject to administrative responsibility, and if the circumstances are serious, he shall bear legal responsibility and compensation for the bidding. All expenses of the unit for this tender and re-tendering activities.

Bidders who are engaged in partnership, the partners are jointly and severally liable.

21. The Director of the Judging Committee has the power to dispose of the unspecified matters in this Tendering, Bid Evaluation, Decision Procedure and Rules.

22. After the lease operation contract takes effect, the bidding work is completed.
