Fourth, the preparation of the tender

The data in uppercase is different from the numerical representation, which is subject to capitalization; if there is any discrepancy between the unit price and the total price, the unit price shall prevail. The bidding documents shall be placed in the same portfolio, sealed and stamped with the official seal and the seal of the legal representative.

3. The bidder must submit the bid for this project in accordance with the requirements of the bidding file, with the necessary text description.

4. The bidder can only propose a constant price for the quoted price, and the bidder does not accept any selection price.

5, the tender must be printed, and should be clear, complete content, accurate expression, there should be no alterations and deletions, such as amendments, the amendments must have a legal representative seal.

6. Submitting the tender

1. The bidder shall seal the tender in the envelope, seal the quotation file and the qualification certificate file, and affix the official seal at the seal.

2. The bidder must send the bid to the Material Supply Department of the Thermal Power Gas Company of Qingdao Development Zone before 17:00 on September 10, 2004. The overdue bid will not be accepted.

3. After the bidder has served the tender, it is required to modify or withdraw the tender, which must be sent to the tendering party in writing before the deadline for submission of the tender.

4. In any of the following circumstances, the bid is invalid.

7. Bid Opening and Bid Evaluation

Eight, the principle of bid evaluation

The qualification examination is carried out first, and the non-passenger exits, and then the bidding files of the short-listed units are reviewed. The bidding documents are complete and in line with the requirements, requirements and format of the bidding documents; the bid evaluation team considers that it can seriously fulfill the contractual obligations and adopts the lowest price as one of the winning bidders.

9. Notice of winning the bid

1. After the bid evaluation is completed, the bidding party will issue the “Notice of Winning Bid” in writing, and the “Notice of Winning Bid” will have legal effect once it is issued.

2. The tendering party will refund the bidding deposit to the bidder who has lost the bid, but will not explain the reason for the bidding.

X. Signing a contract

V. Price and amount

Party B's coal meets the requirements of Article 4, and is priced at RMB/ton on the basis of 5000 kcal/kg. Prices above 5000 kcal/kg are found in paragraph 7 of Article 7 of this contract.

Sixth, coal inspection

1. The coal inspection data shall be subject to the inspection report issued by Party A's central laboratory.

2. After the coal arrives, it must first be sampled and tested by Party A's central laboratory to Party B's inventory point. If the fourth quality requirement is met, Party A shall notify Party B to enter the coal for 200-300 tons for trial burning. If the coal is suitable for the Party A furnace type, it will continue to perform the contract. If it is not suitable for the Party A furnace type, the contract will be suspended and Party B will be responsible for the loss.

3. Party B's batch coal supply process shall be tested once every 500 tons, and the second time will be unqualified, and the execution contract shall be suspended. Party B shall be responsible for it. After the train is transported to the station, Party A is responsible for sampling and testing at the railway station to determine whether to accept it. Each 500 tons of the test is in transit, and the second time is unqualified, and the execution contract is suspended. Party B is responsible for it.

4. During the sampling and testing process, Party A shall arrange for the personnel of the central laboratory, the heat source department and the material supply department to participate. Party B shall arrange for personnel to participate. After the sampling is completed, fill in the coal sampling report of the entry of the thermal power gas company as required.

5. During the process of coal feeding, it was found that Party B obviously cheated and cheated, and immediately terminated the contract. Party A's central laboratory separately takes the cheating part of the test and uses the test results as the basis for the settlement of the batch. The losses caused by Party B are all borne by Party B.

Seven, reward and punishment measures

1. At the same time as the signing of the contract, Party B shall pay Party A a contractual deposit of 50,000 yuan.

2. Party B shall strictly supply according to Party A's coal import plan and the relevant quality requirements of this contract. As the supply is not timely or fails to meet the quality requirements of this contract, all losses caused by Party A's production shall be borne by Party B. The party is no longer refundable.

3. The part with full water content greater than 8% is deducted by weight.

4, received the base low calorific value between 4901-5000kcal / kg, deducted 10 yuan / ton, at 4801-4900kcal / kg, deducted 20 yuan / ton, less than 4800kcal / kg refused, Party A termination contract The warehousing part is deducted according to the calorific value and the theoretical value of the gas produced per ton of coal.

5. After receiving the base low calorific value of 5000kcal/kg---5500kcal/kg, for every 100kcal/kg increase, the price is increased by 10 yuan/ton, and within 5500kcal/kg---5800kcal/kg, the calorific value is increased by 100kcal/ Kg, the price is raised by 5 yuan / ton, more than 5800 kcal / kg no longer raise the price.

6. The sulfur content is higher than 0.1% within the requirements of the index, and the price is lowered by 5 yuan/ton.

7. For every 1% reduction in volatile content within the requirements of the index, the price is lowered by 10 yuan/ton.

Eight, quantitative measurement

According to the weighing of Party A's land, the two sides jointly monitor the pound. If you need to weigh the foreign party, you must have both Party A and Party B jointly monitor the pound and sign the balance sheet.

9. Payment method and time

After all the goods are received and accepted, Party B will issue the invoice as required, and Party A will pay the purchase price within 15 working days.

X. If there is any change to this contract, the parties shall establish a separate supply contract.

XI. If there is a dispute in this contract, the dispute shall be settled by both parties. If the negotiation fails, it shall be submitted to the Huangdao District People's Court for arbitration.

12. This contract is in five copies. Party A shall hold four copies and Party B shall hold one copy.
