Investigation Report of Higher Education in South Africa: Chinese Association of Higher Education in South Africa Expedition Source: China Higher Education Reform and Development Network

From November 6th to November 20th, 2004, the Chinese Higher Education Society organized 11 university leaders and professors to inspect the situation of higher education in South Africa. South Africa's higher education is in a profound structural transformation. From the elite higher education that was mainly enjoyed by white people in the past, it gradually developed towards the democratization of higher education for all ethnic groups. Just as in the government, blacks are among college students and college faculty. The proportion has gradually increased. The South African higher education system is inherited from the West, especially the United Kingdom. Colleges and universities are independent educational entities. The organization between the government and universities plays a huge role in regulating the quality of colleges and universities. For example, the National Research Fund assesses academic standards. The Quality of Quality Committee monitors and evaluates the quality of teaching. The higher education collaboration organizations and intermediary organizations at all levels in South Africa are very developed, which reflects the characteristics of higher education management and reflects the characteristics of colleges as academic and educational organizations.
1. The quality of higher education in South Africa controls the quality of higher education in South Africa. The quality of South African higher education is the most important source of income from the African continent. The “Africanization” of many famous universities in South Africa is very high; The university also has considerable influence in the world, such as the University of Cape Town, Jinshan University, and the University of South Africa. South Africa's university management system is similar to the university management system. According to South African law, South African universities have the autonomy to run schools. At the same time, however, South Africa has a system and measures for macro control to ensure that the quality of higher education in the country is maintained at a high level. The Higher Education Council and the Higher Education Quality Council are important organizations for safeguarding, monitoring and promoting the quality of higher education, and they play an essential role in the development of higher education in South Africa.
The Higher Education Quality Council is part of the Higher Education Council and is responsible for the monitoring and evaluation of the quality of higher education, including the identification of the schools that apply for schools, colleges, departments and specialties, as well as the evaluation of the departments that actually hold higher education. Identify and order unqualified higher education departments to stop current programs and projects. Quality assessment and monitoring cover all aspects of higher education, including qualifications, student quality, subject assessment, professional identification, various professional development programs, and standards for satellite campuses. The committee believes that the organizers of higher education have the primary responsibility for quality. The Higher Education Quality Committee, based on the self-assessment of the institutions, organizes an off-campus expert group to evaluate the effectiveness of the academic education institution's quality management system to confirm its External validity, the assessment report will be announced to the public. The South African Higher Education Quality Council places special emphasis on protecting the academic and educational rights of black students.
Recently, the South African Higher Education Quality Commission announced the results of MBA accreditations in 27 institutions of higher education currently registered in South Africa. Among them, 10 MBA programs were evaluated as unqualified. The South African Higher Education Quality Council said that these institutions that offer unqualified MBA programs must re-engineer their MBA programs and will be able to re-apply for MBA qualifications two years later. The MBA programs of the 10 schools that were reported to be unqualified will no longer be able to enroll new MBA students, and they are currently studying to continue their studies. To this end, the Embassy in South Africa reminds Chinese students who intend to attend an MBA in South African higher education institutions must choose to be qualified.
The publication of the results of the assessment and the restoration of academic or educational qualifications in the unqualified sector is only a negative purpose of monitoring and evaluation by the Higher Education Quality Commission. The more active aim is to guarantee the basic standards of the quality of higher education, to promote the improvement of teaching quality, academic research and knowledge-based community services in various academic and educational institutions, and to change the pressure to drive, so that the institutions realize that only Improving the quality of running a school and optimizing the academic and educational management systems will ensure that they are not eliminated. An important function of the committee is to promote the effectiveness and quality of the school. The members of the quality assessment review team are composed of experts from various schools. They regularly provide professional advice on school improvement and academic development, and specifically introduce education and learning. Painting, providing quality assurance management manuals, etc.
2. Higher education collaboration organizations and internal higher education research institutions South Africa has a crisscrossed and developed higher education collaboration organization. These collaborative organizations derive their common academic and educational interests, focus on issues of common interest, safeguard common interests, form a community, and seek development in their respective fields.
South African higher education organizations can be divided into: national organizations, such as the President of the University of Science and Technology, the South African International Education Association, the South African National Distance Education Association, the South African National Professional Teachers Organization, the National Association of Higher Education Staff, the South African Institute of Institutional Research; Sexual organizations such as the Cape Higher Education Association, the South African Library Cooperative Association, the Western Cape Higher Education Association, the West Coast Level 3 Educational Institutions Association; non-governmental organizations that support higher education development, such as the Education Policy Development Center, Higher Education Reform Centers, higher education information services, South African Distance Education Association; university internal higher education policy research organizations, such as the Western Cape University Higher Education Research Center, Jinshan University Education Policy Research Institute.
The Western Cape University Higher Education Research Center is similar to the higher education research institutes or research departments of Chinese universities, mainly engaged in the research of the university itself. The Education Policy Research Institute of Kingsoft University is mainly engaged in the study of educational policies of institutions and provides advice or programs for the publication of school education policies. The educational research within the South African institutions of higher learning generally belongs to the field of institutional research, and the positioning is relatively clear.
3. Types of South African institutions of higher learning and institutions for higher education in South Africa include universities, polytechnics, and colleges of education. South Africa has 21 universities, 15 polytechnics, and 109 educational colleges. The University is an academic research center that provides high quality university and postgraduate teaching. Founded in 1892, the University of Cape Town is the oldest institution of higher learning in South Africa. In addition, universities with a history of more than 100 years include: Rhodes University, Orange State University of Orange, Stalling Bush University, Kingsoft University and Portsholm University. The university's basic degree is a bachelor's degree, a master's degree and a doctorate, as well as a large number of diplomas and certificates for university students and graduate students. A bachelor's degree in basic study usually takes three years, and a professional degree takes four years. It usually takes 1-2 years to study for a master's degree and 2-4 years for a doctoral degree. The 15 universities of science and technology mainly provide advanced technical education, which is a form of education specially designed to meet the advanced needs of industry and commerce. The degree program at the Polytechnic University includes a four-year technical bachelor's degree program, a five-year master's degree program, and a six-year technical doctor's program.
4. The specific study of the three universities The University of Cape Town was established in 1829. It is the oldest university in South Africa. It was formerly the South African Academy. The University of South Africa, the University of South Africa, is the world's leading university specializing in distance education. “For most Africans, distance education is the only option to win higher education opportunities”. In the field of distance education, the quality of teaching at the University of South Africa represents the world standard. It has 200,000 students and more than 4,000 faculty members and is one of the most famous universities in South Africa. Students come from South Africa, Africa and the rest of the world. Students can closely combine the needs of study and life. Students need only 1/4-1/3 full-time students to receive high-quality higher education from the University of South Africa. The degree and diploma of the University of South Africa is internationally recognized. In 2004, the University of South Africa merged with the South African Polytechnic University and the University of Westfield Distance Education Campus to become the first comprehensive distance education university in the African continent. The process of university mergers is complex and challenging, but the new South African University has access to a wealth of human and technical resources that benefit both the country and students. The University of South Africa has five colleges, including the School of Economics and Management, the School of Humanities and Social Sciences and Education, the School of Science and Technology, the School of Law, and the School of Agriculture and Environmental Sciences. In addition to providing a full degree education, the University of South Africa also offers a variety of special certificate education. Take the School of Economics and Management as an example. After obtaining a bachelor's degree, you can study for a master's degree in business leadership, followed by a doctor in business leadership. MBL is equivalent to the internationally prestigious MBA, and DBL is equivalent to DBA. The MBL and DBL formed in the history of South Africa emphasize the meaning of “leadership” and focus on cultivating senior business leaders. This is the degree training system of the School of Economics and Management. The other education system is a specialization certificate system, including advanced advanced vocational training and general management training certificates. But whether it is a graduate degree certificate system or a certificate system, the starting point must be a bachelor's degree. The business leadership master's degree system is 3 years, the business leadership doctoral degree system is 2 years, and the specialization certificate is generally about one year.
The challenge for modern distance education at South African universities is to shift from an extensive to a sophisticated education model. Traditional distance education pays more attention to the popularization of knowledge, and more follows the model of full-time general higher education. However, the longer-lasting charm of modern remoteness lies in fully paying attention to the educational needs of learners and exerting the initiative of mobilizing learners to make lifelong education and lifelong. Learning to become an individual's lifelong interest. As the President of the University of South Africa, Mr. Anthony Melk said: “It is our task to carry out school reform according to different specifications according to the needs of smaller groups and even individuals.” This is the future direction of modern distance education in South African universities. .
5. Challenges for South African Higher Education In the era of white rule, South African higher education, especially elite education, has an important place in world higher education, such as Kingsoft University and Cape Town University, which are world-renowned universities. However, the higher education in this period was mainly an elite orientation. Whites enjoyed the best higher education, and the vast majority of blacks were excluded from higher education. After black people gain the right to manage the state, the right to education and the right to education of blacks in colleges and universities have been guaranteed and implemented. The progress of education democratization is accelerating rapidly. The new enrollment plan of the University of Cape Town is to be promoted to the black community. The proportion of black and white students in many universities has reached 1:1, and the proportion of black teachers in faculty and staff has also been very large. improve. This is an outstanding achievement in South African higher education. However, while the scale is rapidly expanding, South African higher education faces the test of academic and educational quality.
