First, the scope of investigation

In June, we conducted a preliminary survey of new man-made tourist attractions in the suburbs of Beijing. [1] Some of the information we have learned in the survey and our recommendations are reported below.


Second, the main types and characteristics of new artificial landscapes

These new man-made tourist attractions can be divided into playgrounds, art palaces, museums and open-air museums, miniature landscapes, antique gardens, etc. according to the content; they can be divided into performance history, traditional culture, classical literature and domestic and international landscapes. And the style of ownership; in terms of ownership, it can be divided into Sino-foreign joint ventures, Sino-foreign cooperation, government-owned, domestic joint ventures and private fundraising.

The addition of man-made landscapes has several characteristics:

1. The scale of construction is large. The average land area is more than 300 mu, the minimum is 15 mu, and the maximum is 800 mu. Moreover, most units still have plans for the second or even the third phase of the project, and the land area will be further expanded.
2. The investment amount is high. The average investment budget is over 100 million yuan, of which 5 are more than 150 million yuan and 4 are more than 200 million yuan. This does not include the budget for the second or third phase of the project.
3. The construction period is short. Although the new “artificial landscape” is generally large in scale, most construction projects start with construction, and the construction speed is fast and the construction period is short. Investment in attractions such as the World Park, the Ming Tombs of the Ming Tombs, and the miniature landscape of the old Beijing are more than 200 million yuan, but it is generally within 18 months from the start of construction to the opening of the business.
4. Look at the landscape. Judging from the man-made tourist attractions that have been opened for business, there are many people who watch the tour and there are few projects with strong participation. In particular, although some projects have high artistic standards and are expensive, they are not attractive because they are not separated from the traditional art museums. Some landscapes are good, but lack of in-depth development, the visit rate of tourists is difficult to improve.
5. The grade difference is large. From the analysis of the existing man-made landscapes, the cultural, artistic and technical levels vary widely and are uneven. Some have adopted more advanced scientific and technological achievements in the world, and some have high cultural standards. However, some landscapes are only copying, copying, and lacking vitality. In general, Beijing does lack a boutique that truly reflects the country's cultural, artistic, and technological standards.
6. Diversification of investment entities. At present, the investment entity is no longer just a channel of the government, but tends to be diversified. There are also many ways to invest.

Third, the role and development trend of new artificial landscape

It should be said that Beijing is the city with the richest cultural landscape in the country. Moreover, a large number of historical and cultural heritages represented by the Great Wall and the Forbidden City are the concentrated expression of Beijing's tourism image and tourism attraction. However, since Beijing itself is a very large city with a large resident population, a large floating population, and many visitors to revisit, the emergence of these new man-made landscapes has enriched the tourism products to a certain extent. The growth of domestic tourism demand is of great significance, and this is one of them. Second, among these new man-made landscapes, some are listed as the bases for foreign affairs activities of the Beijing Municipal Government and even the state. They have played an important role in propagating, promoting Chinese culture, promoting international exchanges and cooperation, and at the same time, Improve Beijing's reputation and improve Beijing's overall image. Third, the local economy has been active. The construction of new attractions and the active activities of tourism will certainly promote the development of related industries, and in particular, promote the development and employment of local service industries, thereby promoting the development of the local economy as a whole. Fourth, it has enhanced economic ties and contacts with foreign and other parts of the country. Due to the special status of Beijing, the potential of tourism development and the high expected return rate of new landscapes, the construction of new landscapes is very attractive to investors from overseas and other parts of the country, and different forms of investment and cooperation. It is also a window to showcase Beijing's investment environment, thereby enhancing economic exchanges and contacts between Beijing and other parts of the country and other parts of the country. Fifth, promote the building of spiritual civilization. From the landscape we surveyed, the content is healthy, and visitors can broaden their horizons and gain some knowledge or enlightenment through the tour. It is particularly worth mentioning that these units have developed a number of fares for the elderly, children, students and the disabled, which are widely praised by the society.
At present, the discussion on artificial landscapes in the society has been raging and mixed. Although a large number of new attractions are not prosperous, due to the influence of many factors, far from the expected economic benefits, the debt burden is quite heavy, but it does not seem to cause the investors concerned to be alert and concerned. In fact, the upsurge in the construction of man-made tourist attractions in Beijing has not cooled down, and many projects are still being planned or built intensively. In order to be afraid of being "robbed" by others, they are often "strictly confidential"; in order to pass the approval of the checkpoint, the planners have to consider the necessary means to cover up the truth. Moreover, the future projects will be larger, more investment, more land, and repeated construction is inevitable. Especially in places where artificial attractions have been built less in recent years, the enthusiasm is even greater, and it is desirable to "late comers". This point deserves the attention of the relevant functional departments of the government.
Another tendency is to pursue “big and complete” in the construction of scenic spots. At present, many scenic spots have been built or are in the process of building ancillary facilities such as accommodation, catering, entertainment, shopping, etc., pursuing a self-contained system, all-encompassing "big and complete." Even in areas where new man-made attractions are concentrated, blindly building facilities of the same standard and style has a worrying outlook. Some investors even use the cultivated land to build the landscape for their own benefit.

Fourth, the main problem of the new artificial landscape

1. The construction of new landscape lacks practical and feasible overall planning and effective macroscopic control measures. From the perspective of the government's development management of tourism, giant management is weak, one of the performances is to adapt to changes in the situation and constantly improve. The overall development planning work failed to keep up with the situation; the second is the lack of macro management methods. In the construction of new man-made tourism attractions, the approval permission is scattered, only the scale of investment control is emphasized, and the review of the type, nature and content of the project is not given enough attention, and the functions of the tourism administrative department are not fully utilized. . At the same time, the tourism administrative department failed to provide information to the society in a timely manner and effectively guided it. From the perspective of investors, due to the rush to launch, the feasibility study of the project is not done enough, so in some areas, the blindness of artificial landscape construction and the close repetition of similar projects have appeared.
2. The ticket price is high. The average price of the inside ticket for the guest is from 10 yuan to 60 yuan, and the average fare is 35 yuan. Among them, 3 are under 30 yuan, 4 are 40 yuan, and 2 are 60 yuan. The five units are subject to both domestic and foreign prices, three of which are twice the price of foreigners and two times the price of Chinese citizens. The other two are 1.5 times the Chinese tickets, and the average foreigner price is 63 yuan. For 120 yuan, the lowest is 35 yuan.
3. Poor economic efficiency In the new man-made landscape, most of the economic benefits are not satisfactory, and the fund recovery plan cannot be realized on time. Some debts are high and difficult. Of course, the reasons for this situation are manifold. The increase in construction costs and operating costs caused by inflation is an important factor. The attraction, location conditions, market conditions, traffic conditions and promotion efforts of the attraction projects also play a decisive role.
4. Unfair means of competition The competition should be encouraged, supported and protected by means of improving quality, improving attractiveness, improving service facilities, facilitating the activities of tourists, better meeting the needs of tourists, and reducing costs. However, from the actual situation, unfair competition is quite common. Its outstanding performance is to give the relevant personnel a high rebate. In our investigation, we found that many operators are very disgusted with this practice, but they are helpless and they are forced to do so. Some of the management personnel of the scenic spots have expressed their bitterness. Whether the attractions can be booming or not, whether they can attract customers, to a large extent, does not depend on the quality of the landscape, but on the means of pulling customers.

V. Several suggestions on the construction of artificial landscapes and improvement management

1. Transfer information in a timely manner, strengthen the supervision of the giants. The administrative department should pay more attention to the use of information to guide. The tourism industry associations can also play a role as a bridge between the government, enterprises and society, and timely collect and regularly publish information on the content, form, scale, investment and design of artificial landscapes newly added, under construction and planned. , provide consulting services, try to avoid duplication of construction. At the same time, in the case of improving the approval procedures for tourism projects, the approval of artificial landscapes should be increased by the approval of municipal tourism management departments to facilitate the attraction of man-made tourism. Giant control.
2. Supporting man-made attractions with high cultural level and potential for development should focus on the construction of capital and technical strength of the capital. One or two man-made attractions with national standards, and this new man-made landscape must highlight the function of teaching and learning. Make full use of modern advanced science and technology, highlight the contents of science and education, science popularization and science fiction, and get rid of the "antique", "retro", "miniature" and the strange circle of classical literature and historical figures. To meet the tourist needs of tourists, entertainment and other tourism needs, but also for our future generations to reflect the passing of our era.
In order to encourage the construction of good man-made tourist attractions and give full play to their advantages in tourism education, it is recommended to implement the “excellent scenic spot recommendation system”. The municipal tourism management department regularly announces the list of “excellent attractions recommended” to the society and domestic and foreign tour operators. ", give priority to publicity on domestic and foreign tourism promotional materials.
3. The basis of benign circling: the basic construction fee is charged according to the regulations, and the necessary services are provided in time according to the requirements. From the situation of our investigation, the traffic flow of some newly-built artificial landscapes is restricted by traffic to varying degrees, which is difficult. It is very inconvenient for visitors to implement normal operations. Therefore, when the new man-made landscape project is established, the government can charge a special urban infrastructure construction fee. After the landscape is completed, the relevant government departments will ensure that the necessary water supply, power supply, public health and public transportation service facilities will be provided to enable the new landscape to enter as soon as possible. Normal operation is convenient for tourists, and it is also conducive to preventing some corruption.
4. Strengthen multi-faceted cooperation between scenic spots and give play to group advantages with the emergence of more and more commercial tourism attractions. The market awareness of operators is greatly enhanced. As long as economic conditions permit, they will be willing to spend money on promotion and promotion. Output. However, in the face of society, facing the market, how to strengthen cooperation and give play to the group's advantages often do not attract the attention of operators. In fact, in many foreign cities, the joint promotion of tourist attractions, joint transportation, mutual ticketing agents and joint implementation of preferential treatments have become common practice and proved to be effective. We can carry out such cooperative activities in accordance with local conditions and possibilities. Of course, such cooperation should be based on a voluntary basis, and we must abide by the principles of joint investment, mutual benefit, equality and mutual benefit. In this respect, tourism of tourist destinations. It is more appropriate for an administrative department, an industry association, or an influential large enterprise to play its inherent advantages and organize it.
5. Strengthening the design and management of day trip routes For Beijing, the quality of day trips is a key and important sign of the success of Beijing's tourism industry. The determination of the tourism activities in the “Day Tour” should firstly reflect the needs of the tourists and the actual level of the attractions, and cannot be “matched” with wishful thinking; the activities, prices and services of the “day trips” should have clear regulations. In order to protect the legitimate rights and interests of consumers and to maintain the reputation and interests of the entire industry, a clear, simple and effective procedure for handling complaints should be formulated, and regulations and means for implementing punishments should be made public. . The scope of an authorized development unit for tourism products should not be too narrow, nor can it be monopolized by a certain unit to ensure the diversification of products and the continuous updating of products, but the quality standards of products must be tested by relevant government agencies or industry organizations. Supervision, and the process of such inspection and supervision cannot be without the participation of the government tourism management department.
6. Improve service facilities and expand income sources According to the survey, tickets are almost the most important source of income for these attractions, generally accounting for 90% or even 95% of their total income. In view of this, increasing ticket prices seems to be the most important, direct and convenient way to increase revenues. As a result, multi-track fares and multiple fares have emerged. On the contrary, when tourists are very willing to spend money at the event, they can't find a place. For example, a clean, fast dining spot, a lounge with tea or other beverages, a store selling commemorative souvenirs and gifts. Therefore, we believe that the operators of scenic spots should change the traditional business idea of ​​relying only on tickets to earn income. Starting from the consumer demand and consumer psychology of tourists, we should open up some ways to satisfy the needs of tourists, be welcomed by tourists and increase income. In terms of ticket prices, in addition to a few scenic spots approved by the state according to special needs, all other scenic spots should be implemented in a unified single price, canceling the existing "foreign guest price", "community price", "international student price", "foreign experts" "price" or other "concession price" or "discrimination price"; in addition, other preferential prices should also increase transparency and publicity; special service providers can charge a special service fee, for example, with a dedicated tour guide, professional guide or special language Guides, or special sightseeing tools and rest places, etc., should also be clearly priced, visitors voluntarily choose the required service items, and must not be forced to match.
7. Play a bridge between tourism industry organizations and academic groups. The Beijing Tourism Association is a bridge between the government and tourism companies. The Beijing Tourism Society is a collection of scholars and experts with diverse professional expertise who care about the development of tourism. Whether it is assisting the government in formulating overall plans, selecting development strategies, improving industry management, or helping tourist attractions to improve operations, and improving economic and social benefits, they should also play a more active role. According to the requirements of relevant government departments, the society can organize its members to do special investigations, special studies, project evaluations, etc. According to the requirements of enterprises, the society can help organize relevant experts to do feasibility studies, business consultations and special consultations. Although some similar work has already been carried out, some have achieved certain results, but there is no purposeful organization, and the role of the society needs to be better played. It is recommended that the government departments regularly introduce the industry situation to experts, and experts and scholars will give special lectures to the government or enterprises.
8. Establishing a tourist information center Beijing, as the capital of China, has a high degree of internationalization. Cities with concentrated domestic and foreign tourists should follow international practice and take advantage of internationally successful practices to establish tourist information centers that serve tourists at home and abroad as soon as possible and strengthen the links between government, enterprises and tourists.
