二、提升創業文化內涵是經濟持續發展的源泉。招商引資是快速擴張經濟總量的捷徑，唯有不斷提升一個地域創業文化的內涵，才能增強發展的內源動力。招商引資的成功與否，取決於一個地方開明、開放的程度和親商、安商的人文環境。上高從政府官員到炒粉攤主都具有以上高人為榮，以服務客商為榮，以經濟發展為榮的理念，這就是招商文化，也是創業文化。要破除卡、拿、索、要的“官為本”思想，提高政府的公信力；破除“條、塊”意義上的“一畝三分地”思想，提高領導人開明、開放的人格魅力；摒棄“隻管自己堂前雪、不管他人瓦上霜”的狹隘思想，提高市民“發展我在其中”的大度包容力。大家齊心協心，招商環境才能不斷最佳化。

三、做強縣域經濟必須克服鄉鎮經濟短板。經濟學稱木桶盛水多少，取決於短板。作為縣域經濟中發展相對滯後的鄉經濟，不管它的形成有什麽客觀原因，但促其發展才可能做強縣域經濟。首先要充分發揮好鄉鎮自身優勢。廣豐縣湖豐鎮財政收入180萬，稅改後，剔除農業二稅，隻有100萬工商稅收。他們依託過境的浙贛鐵路、梨溫高速、320國道三條運輸線優勢，加大對運力有要求的鋼鐵、建材等行業的招商。2003年有四家企業落戶，2005年財稅已達1500萬，2006年預計可達3000萬元。其次，要克服“弱鄉”心理。以前，我們普遍認為，縣域經濟的主體是縣城經濟，鄉鎮主要精力在服務三農、圍繞縣整體目標搞好穩定工作。因缺乏用地、規劃、產業政策等行政能力，對發展缺乏自信。湘東臘市鎮和麻山鎮近年的財政收入均逾千萬元。他們的經驗是在傳統的煤炭資源基礎上，建好自己的工業小區，大力招商。實踐證明，“鄉鎮”經濟發展空間非常廣闊。
曹大勇：新農村建設面臨的主要問題及建議
一、當前我縣新農村建設面臨的問題。第一個問題：經濟問題。搞好新農村建設必須要投入，在現階段，農民的開支一般都是用於一些最基本的需要。要農民拿出一大筆錢來搞公共環境建設、農田基本建設、水利設施建設就不是很容易的事。而政府也隻是給適當補貼，不可能包攬一切費用。又由於以前農村規劃建設不合理，人居環境處於一種髒、亂、差的狀態，要真正改善農村目前的現狀需要大量的投入。這個經濟投入不協調解決好，新農村建設就無法正常開展。第二個問題：人的問題。這主要是指農民貭素方面的問題。由於多種原因，農民受教育程度普遍不高，直接導致其生活方式、思維方式的落後。對社會主義新農村建設缺乏應有的認識，“要我建”與“我要建”沒搞清楚，而部分農村基層村組黨員貭素不高，號召力不強，沒有發揮好先進模範作用。
二、解決對策。一是從培養農村能人群體入手，帶動一方生產發展。當前農村經濟發展滯後的根本原因就是農業產業化程度低，農民市場觀念差。而關鍵是要引導農民積極搞好產業結構調整，走市場經濟的路子。在這個過程中，我們首先要做的是變政府引導為能人引導。讓農民仿效身邊發家致富的能人，去找到自己致富的道路。而政府要通過培植、培訓、嫁接等方式努力培養農村能人，形成一個能人群體，有效地帶動農村經濟發展。在實際工作中，要發揮好種田能手、加工型企業主、中介大戶、新興產業創辦者的示範作用，幫助他們做大做強。要積極培訓廣大農民，培養他們的創業能力，想辦法把他們變成能人，壯大能人群體。隻有在農村涌現出一大批的農村能人，才能實現農村經濟的發展。二是從整治村容村貌入手，積極倡導文明新風。村容村貌整治，作為社會主義新農村建設的硬體工程，是十分重要的。要按照“六改四普及”的要求，從改房、改欄、改水、改廁、改路、改環境；普及沼氣、有線電視、電話、太陽能搞好村容村貌整治工作。在此基礎上，解決鄉村普遍存在建祖墳、修祠堂、擴廟宇、崇尚迷信、沉於賭博等陋習，引導農民養成積極的、健康的生活習慣，加大對農村娛樂生活的引導，以年、節的舞龍、舞獅、龍舟劃船、湖口青陽腔的廣泛傳唱等為載體，形成文明的鄉風、村風，帶來社會風氣的根本好轉。三是從提高農民貭素入手，切實提高農民的自主自為能力。提高農民貭素是社會主義新農村建設最本質、最核心的內容，也是當前農村最迫切的要求。新農村建設的主體還是農民自己，要讓農民形成自己的事自己辦的觀念，不能什麽事都靠上級。要充分鍛煉農民的自主能力，動用自身的一切力量來參加新農村建設。提高農民貭素，首先是要提高農村黨員貭素。目前農村黨員年齡偏大，思想老化，對新情勢下的一些新鮮事物難接受，其先進性就很難發揮出來。對此，我們要教育廣大黨員，學習市場濟知識，培養職業技能，倡導率先垂範的奉獻精神。其次，要引導廣大農民破陋習、樹新風，養成良好的生活習慣，成為農村經濟合作組織新型農民。
龔勇鵬：淺議壯大我縣縣域經濟
這次我們到南昌、宜春、萍鄉、上饒一些縣域經濟發展較快的市參觀後，更覺得壯大我縣縣域經濟應該成為我們推進工業化、城鎮化的新思維，成為我們解決“三農”問題的新思維，成為我們統籌城、鄉、統籌區域經濟發展的新思維，成為我們全面建設小康社會的新思維。第一，要正確認識縣域經濟的內涵，探索縣域經濟發展規律。縣域經濟是以縣級行政區劃為地理空間，以縣級政權為調控主體，以市場為導向，最佳化配置資源，具有地域特色和功能完備的區域經濟。第二，要正確認識縣域經濟的系統性，做到“配套改革，整體推進”。縣域經濟涉及到投資、生產、流通、分配、消費等過程，涉及到“涉農”和“非農”等行業和部門，包括公有製經濟和私營經濟等形式。這些過程、行業、部門形成構成縣域經濟的子系統。壯大縣域經濟要從各子系統著手，配套改革，整體推進。縣域經濟的子系統是縣域經濟的內部因素，縣域經濟系統還會受到系統的外部因素影響。這些非縣域經濟因素包括兩個方面，一方面是縣域內的非縣域經濟因素即縣域社會因素，另一方面是縣域外的非縣域經濟因素即中心城區經濟社會因素。這些非縣域經濟因素可能是積極的，也可能是消極的，比如縣域內的社會文化、教育、衛生、社會保障以及公共管理等因素，還有中心城區的經濟發展水準及經濟輻射作用、戶籍管理、務工條件等因素。壯大縣域經濟，也要從這些非縣域經濟因素著手，配套改革，整體推進。第三，要正確認識縣域經濟的目的性，實現縣域經濟快速、可持續發展。一個系統要有一個明確的目標，縣域經濟要快速、可持續發展。縣域經濟要以經濟建設為中心，實現快速發展，有條件地可以實現跨越式發展，隻有這樣，縣域經濟才能追趕中心城區經濟，改變“二元結構”，為全面城鄉區域統籌提供長期保障性基礎，實現共同富裕。
壯大縣域經濟首先要有量變的積累，並為質變準備條件。其在快速發展的同時，要與經濟結構的戰略調整結合起來，與資源、人口、環境以及社會協同起來，要與非縣域經濟因素統籌起來，實現可持續發展。一是要堅持市場化運作，促進經濟結構的最佳化和升級。通過產權製度改革盤活存量，通過吸引戰略投資者擴大增量，使企業進一步煥發出生機和活力。同時，積極引導縣內企業加入外地大企業集團的分工協作體系，抓住國家大力發展迴圈經濟的政策機遇，加快構建化工、金屬、農畜產品深加工等產業迴圈鏈。二是堅持非均衡推進，推動生產要素向優越區域、優勢產業聚集。在生產力布局上讓有條件的地方和產業優先發展起來，規劃建設好金砂灣工業園和台山、均橋、流泗工業小區，引導民營企業向園區集中，構築塊狀工業格局，不搞“村村點火、戶戶冒煙”。三是努力構建資金流、人才流、信息流競相湧入的窪池。抓住沿海發達地區產業向中西部地區轉移的機遇，發揮比較優勢，積極承接資本轉移。註重引進各類高級經營、管理和技術人才，對不能全引進的人才，採取聘用、兼職等辦法為我所用，實現人才資源共享。同時要堅持全方位服務，營造和諧的發展環境，整飭規範市場秩序，營造誠實守信的額度環境。
喻振亞：赴贛西等地考察的幾點體會
一、城市規劃。真正意義上完整的城市必須有山有水有樹有花，還要有人氣。有水才有靈氣，一水環城而擁也好，一水穿越而過也好，本來有水反倒填它堵它塞它，確實愚蠢，有水則利導之，無水則引之，是高品位的人才肯做的事。有山才能顯出城市的變幻，在規劃中巧妙的保留幾處山丘，讓它處於城中，這樣既可節約大量的平整費，還可達到讓城市有一種層次美，一覽無餘的城市是呆板的。什麽地段有什麽建築才有什麽樣的花草，這要從美學高度上去考慮，簡單的美化綠化產生的效果隻能是低俗；多寬的道路應有多寬的綠化帶，這也是有學問的，如我縣從鄱湖大市場到興湖山莊的綠化帶就窄了，太小氣了，沒能充分達到美化環境、愉悅視覺的效果。人氣不旺的城市沒有生機，要採取多種辦法，製定相關政策鼓勵農民進城，如戶籍製度的改革還要加快，不能為了某個部門的利益而製約了改革的步伐；要讓利於民，既要規劃高檔的商住房，也要規劃別墅區，同時也要規劃廉價商住房，讓不同經濟條件的人都有可選擇的房型。總之，城市規劃要管一百年，要一屆接一屆的堅持，詳規要盡快的全面拿出來，不然還是避免不了今年建明年拆，再建再拆，既浪費錢財，又給城市建設帶來很多本可以迴避的矛盾。
二、城市廣場。廣場是城市的眼睛，是城市的心靈窗戶。廣場主要是市民集會和休閒的場所，好的廣場可以點綴城市的美，一個大的廣場可以將集會和休閒功能集於一身，但是根據城市的特點可以有大廣場，也可以有若幹個小廣場，這叫宜大則大，宜小則小，條件不許可的情況下一味盲目的求大是很可笑的。
三、財政稅收和招商引資。財政稅收和招商引資是有相當密切關系的，但同時又是兩項獨立的工作。招商引資是財政成長添後勁的重要舉措，但同時，招商引資又依賴於財政支付的能力。廣豐湖豐鎮政府每個月的支出8—10萬元，其中招商支出就達2—3萬元，也就是說一個鎮政府每年的招商支出達20—30萬元，如果沒有一定的財政支付能力，招商引資隻能是一句空話。我們在稅收征管上也有問題，各級黨委政府要負責財稅任務的完成，但又沒有對稅收征管人員實際意義上的管理權，致使稅收征管嚴重不到位。
四、人的觀念。優越的環境容易出紈絝子弟，歷經磨難可造就頂天立地的人。八十年代初期的九江在江西是有位置的，我們一直摟著“魚米之鄉”這塊招牌沾沾自喜，頂多也就是在如何發展農業上做了一些努力。而贛西等地早就認識到了他們的弱點和落後，可以說在八十年代末期就將眼睛盯到了工業的發展上，正是這觀念的不同，才形成今天他們超越了我們的現實。時至今日，我們的許多觀念也已發生了改變，越來越與情勢的發展相適應，這是我縣希望之所在。
