First, the guiding ideology

Guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the three important thoughts, we firmly established and implemented the scientific development concept, combined with the 2005 target work of our institute, clarified the goal of struggle, and adopted corresponding corrective measures for the outstanding problems existing at present. Deepen reforms

1. On the basis of full investigation, optimize the industrial structure and resource allocation, adjust the internal organizational structure, departmental management responsibilities or business division of labor, and formulate institutional optimization adjustment plans to promote deepening reform.

2. Improve the follow-up work of all employees and do a good job summary. Accelerate the identification of personnel contracts, clean up relevant information, and properly arrange training and education for unemployed personnel.

3. Strengthen the management of the six types of workers, in accordance with the fundamental purpose of effectively protecting the political, economic and cultural rights of all employees, and gradually break the boundaries between personnel and labor.

8. Gradually break the concept of talents' seniority, establish a "chief expert system" for professional talents, improve the treatment of outstanding talents, and encourage scientific and technological talents to produce more results.

9. 10. 11. Increase the propaganda of the "11th Five-Year Plan" basic surveying and mapping, and prepare the "11th Five-Year" basic surveying and mapping plan.
