Within the SASAC, some cadres and workers believe that enterprises are all put down, and the SASAC is “there is no object of supervision and no platform for development”. There is no way to start work, and I think nothing can be done. We seized the opportunity of institutional reform at the beginning of the year and what is the role of the SASAC? Regarding the great discussion on the responsibilities of what should be done, everyone recognizes that the SASAC is a state-owned asset management and supervision department. As long as state-owned enterprises exist, the SASAC's responsibilities are there, and the responsibilities are significant. Judging from the situation in recent years, whether it is the snowstorm in the south or the Wenchuan earthquake, whether it is flood fighting or financial crisis, state-owned enterprises have fully played their leading role, vying for the party and the government, and for the people’s lives and property. Safety has made a positive contribution. Under the conditions of a socialist market economy, state-owned enterprises will not only disappear, but also further enhance their vitality, control, and become bigger and stronger. Therefore, the regulatory function of state-owned assets will only strengthen and will not weaken. At present, the enterprises that the State-owned Assets Supervision and Administration Commission of the city fulfills the investor are temporarily absent, and there is no object on behalf of the supervision. We theoretically put forward a new perspective on the classification of supervision. At this stage, state-owned assets supervision is divided into three different types: First, control regulation. That is, the government gives the SASAC the role of the investor, the SASAC assumes the shareholder role of the state-owned enterprise, and exercises the power to manage, manage, and manage assets. The second is participatory regulation. The State-owned Assets Supervision and Administration Commission and other departments or other shareholders jointly supervise the enterprise. The SASAC mainly performs the duties of asset management and monitors major issues. The third is guided supervision. Generally speaking, the management of the state-owned assets management department at the lower level by the higher-level SASAC is more about policy guidance and business guidance. The XX Municipal State-owned Assets Supervision and Administration Commission is currently only the first type of supervision missing, not the demise of the working objects. The latter two types of supervision have a larger workload and are more difficult. The goal of the work is clear, and the positioning of state-owned assets supervision is accurate. We also put forward in a timely manner: "Things are artificial; ideas determine the way out; find rice and cook, take the initiative to work; only active work can win the initiative", using familiar ideas A unified understanding has laid the ideological foundation for the new situation of work. We have deepened the reform of state-owned enterprises as an important task. In the first half of the year, we organized the reform of state-owned enterprises twice to look back at the activities. We conducted special investigations and supervision on the existing problems of state-owned enterprise reform in 18 counties and districts, and drafted the "Strengthening Reform System." The Opinions on the Construction of Modern Enterprise System to Promote the Establishment of a Modern Industrial System, clearly stipulates that state-owned enterprises should take bigger and stronger as their own objectives and tasks, continuously improve the control and influence of state-owned capital, and change the reform of state-owned enterprises in the past. It is a one-sided thinking of changing the private sector. It is more realistic in terms of different types of enterprises and the status quo. It is conducive to the preservation and appreciation of state-owned assets, which is conducive to the stability of employees and to social harmony. It proposes different reform plans for state-owned enterprises and puts corporate assets. As an important means of reform, integration actively promotes the capitalization of state-owned assets and the securitization of state-owned capital. Since 1994, 282 state-owned enterprises that have closed down bankruptcy have followed up and returned to visit, and analyzed and analyzed the 10.8 billion yuan of debts written off by bankruptcy. They have tried to activate the sleeping capital and actively build state-owned enterprise reforms with the help of the state-owned capital operating company. A new platform for development will continue to promote reforms in depth.
Second, lay a solid foundation, strengthen supervision
In the first half of the year, we took the basic management of state-owned assets as a key task, and conducted a survey on the basic situation of the number, size, and distribution of state-owned enterprises and state-owned assets in the city, and fully covered this work and the promotion of state-owned assets supervision. Strengthening the supervision of state-owned assets is closely integrated. First, the "Notice on the investigation of state-owned enterprises and state-owned assets in the city" was issued, requiring the relevant departments of the city and the counties and districts to give strong support, and all enterprises should report on time. Second, the leadership of the committee led the team, went deep into the key counties and districts, and conducted on-site supervision, and completed the task within a limited time. The third is to check with the relevant departments of the Municipal Bureau of Statistics and the Municipal Administration for Industry and Commerce to enhance the accuracy and effectiveness of the information. At present, the basic situation of the state-owned assets of the city has been initially grasped. By the end of xx, the number of state-owned enterprises in the city was 224, the total assets of the company was 254.629 million yuan, the net value of state-owned assets was 19,198.19 million yuan, the net profit was 204.81 million yuan, and the number of employees at the end of the year was 2,1996. Among them, there are 60 households, accounting for 26.8% of the total number of households, total assets of 219.747 million yuan, accounting for 86.3%, net worth of state-owned assets of 1,162.97 million yuan, accounting for 97% of the total net value, total profit of 292.31 million yuan, and 10,207 employees at the end of the year. The county has 164 households, accounting for 73.2% of the total households, total assets of 348.214 million yuan, accounting for 13.7% of the city, net worth of state-owned assets of 358.49 million yuan, accounting for 3% of the city's net worth of state-owned assets, total profit of -83.9 million yuan, at the end of the year 11789 employees. Through this initial survey, 33 new state-owned enterprises were added, and the total assets increased by 190.518 million yuan, which was 3.44 times of the original total statistical assets, and the net value of state-owned assets was 109.933 million yuan, which was 10.56 times of the original state-owned assets. From the perspective of enterprise property registration and annual inspection work, in the first half of the year, a total of 9 registered enterprises were registered, with a total of 136 million yuan of state-owned capital, 9 registered enterprises, an increase of 11.8 million yuan in state-owned capital, and 3 registered enterprises. State-owned capital Reduced by 69.87 million yuan. There are 54 households with annual inspections, and the total annual state-owned capital is 8.8 billion yuan.
From the bottom of this survey, the state-owned asset-based management of the city is still very imperfect, and there are some hidden dangers and loopholes in the supervision of state-owned assets. The number of state-owned enterprises we have counted is still very different from the number of state-owned enterprises registered by the Municipal Administration for Industry and Commerce. There are problems in the departments and counties that are underreported, and there are also problems that have not been logged out. Even some state-owned enterprises have no competent departments, and they are outside the supervision. There is a "good for everyone, no responsibility for no one." phenomenon. Strengthening the basic management of state-owned assets, strengthening the supervision of state-owned assets, and promoting the full coverage of state-owned assets supervision are imminent. Recently, we are drafting the "Regulations on Strengthening the Basic Management of State-Owned Assets". This regulation intends to highlight the state-owned assets supervision function of the State-owned Assets Supervision and Administration Commission on the basis of the original management of state-owned assets, and highlight the basic management role of the State-owned Assets Supervision and Administration Commission. The municipal government has mastered the changes in state-owned assets and provided the basis for scientific decision-making.
Third, integration into the enterprise, optimization services
Around the supervision work function of the SASAC, we propose that supervision is the idea of service. On the one hand, it has broadened the extension of supervision. We must not only serve the grassroots enterprises and municipal enterprises, but also serve the state-owned enterprises in the province, “one service, one heaven and the earth”; on the other hand, the supervision is enhanced. The connotation, supervision must be the development and growth as the goal, the optimization of service is to let the enterprise grow and develop, optimize the service must improve the ability, improve the standard, improve the efficiency, optimize the service must first be integrated into the enterprise, understand their Difficulties, their sufferings, their joys, sorrows and sorrows, help companies solve problems and resonate with them. In the first half of the year, we went deep into Xuanhua Engineering, Xuanhua Iron and Steel, Shenghua Chemical, Zhang Mining Group, Whale Watch Enterprise Co., Ltd., etc., and took the initiative to act as the comprehensive coordination office, logistics support department and public work office of the enterprise, helping the chen city under the garden Chenguang Group, Hebei Xuanhua Fertilizer Group Co., Ltd. implemented bankruptcy reform to help enterprises actively run the medical insurance for retired employees; strive to support the provincial SASAC and include Xuanhua anti-corrosion steel pipe plant declaration in the national policy bankrupt enterprise. This year, we also took charge of the supervision of the transformation of five provincial-owned enterprises in shantytowns. We learned that the industrial and mining shantytown project can obtain the information of state subsidy funds. The reported materials are complex and time is very urgent. We arrange and collect relevant policies overnight. It is stipulated that the company of the garden, Xuanhua, and Yuxian will be faxed in the past before dawn. We patiently and meticulously do a good job in the letters and visits of the workers and staff, and receive bankrupt petitions from China Trade Development Corporation in the high-tech zone; resolve the petitioners of the Chinese-invested mining machinery in the middle of the country; the petition of the petroleum machinery factory has also stabilized under the operation of the State-owned Assets Supervision and Administration Commission. The difficulty left to the SASAC has become our commitment to the company, and has also won the trust of the company. Singing the service song provides an effective magic weapon for us to improve the cohesiveness and combat effectiveness of state-owned enterprises. Even the enterprises that have been restructured are willing to tell the SASAC about the history and hardships of enterprise development. Xuanhua has restructured and has not yet reformed more than a dozen enterprises. They spontaneously organize and invite the SASAC to participate every month to get together and talk about work. Looking forward to the future; recalling the past, sharing the friendship, providing a platform for the service of the SASAC, and winning applause for the work of the SASAC.
Fourth, striving for first-class refinement work

In the course of work, the State-owned Assets Supervision and Administration Commission (SASAC) strives to create first-class, as the starting point and the foothold of the work, looking for extraordinary from the ordinary, and seeing the real work from daily work. In order to ensure the completion of the "first-class competition" proposed by the central government, the "deepening the cadre style construction" proposed by the provincial party committee, and the completion of the objectives and tasks of the "three promotion" activities proposed by the municipal party committee, the SASAC has passed the "three activities". We will carry out the transformation of the ideological and ideology of party members and cadres, improve their ability to work, change their work style, and reshape the new image of the State-owned Assets Supervision and Administration Commission. Since the beginning of this year, the Municipal State-owned Assets Supervision and Administration Commission has adjusted the work deployment in a timely manner in accordance with the spirit of the leadership of the municipal party committee and the municipal government, and incorporated the key work of the SASAC into the construction of the city's projects. Based on the “famous brand” effect of the SASAC, it actively engaged in Tianjin and attracting investment. Advance xx resource integration, industrial upgrading, and introduce the central enterprises to xx, as an innovative point of planning work, show the shining point of style, meticulous organization, careful operation, and achieved certain results. The strategic cooperation framework agreement has been approved by both parties, and Shenghua's tailings production cement project, Yuxian's cement technology reform investment project also has the conditions for signing, only the leaders of the city and the CEO of the Jinlu Group will finalize the time and sign the signing ceremony. The project construction entered a substantive operation. At present, Beijing Jinyu Group has invested in 8 projects in the city, with a total investment of 1.2 billion yuan. The cooperation with xx has a good foundation, and the future cooperation and win-win situation is very broad. The second is to hand in Beijing SASAC and build a bridge for the development of Jingzhang enterprises. In the first half of the year, although a lot of work has been done, many of the work has just started, the subsequent tasks are more arduous, and the problems faced are more difficult and complicated. The main problem is the issue of personnel reform in institutional reform. The SASAC has been reduced from 76 to 22, how are personnel diverted, and how to mobilize the enthusiasm of cadres and workers? The second is how to deal with the contradiction between strengthening state-owned assets supervision and other departments to manage enterprises.
