According to the "Notice on the Key Work Arrangements for Food Safety in 2019" of the General Office of the State Council and the spirit of the "Notice on Jointly Launching Special Concentrations on Combating Counterfeit and Infringing Liquor Products" by the Seven Quality Departments of the State Administration of Quality Inspection and the Ministry of Commerce, in accordance with the General Office of the Ministry of Commerce The spirit of the notice issued by the “Notice on Conducting Special Rehabilitation in the Field of Alcohol Circulation” and the Provincial Department of Commerce’s Shangyuntong [2012] No. 27 file requirements and the Ministry of Commerce, the Municipal Bureau of Commerce began in late May 2019, with liquor and wine as Key brands adhere to the combination of centralized remediation and daily supervision. In the first phase, the following special rectification work was carried out mainly on the wine circulation in the city:
I. Basic Situation So far, the number of registered wine operators in the city has reached 1,204, including 47 wine wholesale enterprises, 1157 alcohol retail enterprises and 3 production enterprises. The number of registrations uploaded to the wine management information network reached 237, accounting for 100%; at present, we have received a total of 11 “, 550 copies and 27,500 copies of various “supplements”. There are 12 companies that use the “supplementary list” in liquor wholesale enterprises, accounting for %; the liquor retail enterprises have 118 “accounts”, accounting for %, and there are 1,211 people engaged in liquor circulation operations in the city.
II. Main Achievements Since the launch of this activity, the bureau has dispatched a total of 60 law enforcement personnel, inspected 27 sales units, inspected 29 catering units, and inspected 2 importers. In the inspection of the registration of alcoholic beverages, it was found that 347 units did not apply for registration of alcoholic beverages; in the special inspection of the accompanying documents, 31 wholesale enterprises were found not to be used, and 423 retail enterprises did not request the accompanying documents. The proportion is quite large.

The Municipal Bureau of Commerce organizes the meeting of the directors of the township and township economic and trade offices or the deputy mayors meeting to study the regulations and related archives of the "Measures for the Administration of Alcohol Circulation", the precautions and methods for training registration and filing, divide the tasks of townships and towns, and implement the responsibilities one by one. Laws and regulations stipulate the qualification examination and registration of liquor operators in their respective jurisdictions.
The major wholesale enterprises and production enterprises in the city were selected for spot checks. In these enterprises, detailed inspections were carried out on the use of the wine circulation accompanying slips, and problems were found to be corrected and standardized in time.

Strictly implement the registration system for liquor operators. To achieve "two investigations": First, check whether the alcoholic operators have handled the "Liquor Circulation Registration Certificate" according to the regulations; the second is to check whether the liquor operators have forged, altered, leased, loaned, transferred, or sold the "Liquor Circulation Registration". Certificate and so on.
We will comprehensively promote the implementation of the system for the distribution of alcoholic beverages. Mainly to carry out the "five investigations": whether a liquor wholesaler purchases and wholesales and sells alcoholic goods, whether to request and issue a wine circulation accompanying slip; and whether the alcoholic retail operators purchase alcoholic liquor when they purchase alcoholic commodities Attached to the list; three checks whether the liquor operators have repeated use, lending, on behalf of the opening, forgery and trading behavior; four check the wine operators to fill in the detailed and true record of alcoholic goods circulation information; check whether the wine operators are properly kept Attachment, establish a ledger and strictly manage it. For liquor operators who fail to comply with the requirements for the circulation of alcoholic beverages, a notice of rectification within a time limit is issued and recorded, and penalties are imposed on the law that has not been rectified within the prescribed time limit. For alcoholic products that do not have a liquor circulation accompanying slip, the “supplementary order” procedure is reissued and then sold.
Seriously investigate and deal with counterfeit and infringing violations. We actively cooperate with relevant departments to conduct joint supervision and inspection of illegal and infringing acts of alcoholic products. Taking inspections such as filing registration and accompanying documents as an entry point, strengthen contact with alcohol producers to check whether liquor operators have counterfeit and infringing acts. Conduct inspections based on reports and complaints. Through inspections to strengthen the management and regulation of liquor circulation enterprises, cooperate with the food and drug supervision and management department to strengthen the management of various catering service units.
Improve the long-term supervision mechanism for liquor circulation management. Taking special rectification as an opportunity to strengthen the supervision of liquor circulation and establish a lasting and feasible supervision system; actively seek the support of the government and township labor offices to solve the problem of organizational security and funding guarantee in the circulation management of alcohol. Actively promote the application of modern circulation organization forms such as chain operation, logistics distribution, and e-commerce in the liquor circulation industry; carry out the establishment of the liquor circulation quota system and the “safe wine” demonstration store in the industry, and establish and improve the self-discipline restraint mechanism of the alcohol industry. Strengthen the training of legal knowledge, professional knowledge and skills of liquor operators.
Fourth, the existing problems of alcohol circulation record registration rate is low. The city has not handled 347 registrations, accounting for 59.4% of the total number of 584 households in the city. Only less than 40% have been registered and registered, far less than 100% of wholesale, and more than 95% of retailers in towns and villages. The post-remediation tasks are still quite heavy.
The circulation of alcoholic beverages is low. The wholesale utilization rate of wine distributors in urban areas is only 27.9%, and the retail operators' demand and storage of wine circulation accompanying orders is only 21.8%, which is far from the target of wholesale and retail operations. Strength.
For the problems found in the inspection, it is necessary to strengthen the crackdown to ensure that the special rectification activities have achieved practical results; gradually establish and improve the various systems of liquor circulation management to achieve the purpose of special rectification. Therefore, the city's wine circulation field registration and traceability system is formalized and standardized, and it has entered a benign circle.
