First, the overall policy
In order to transport a large number of high-quality outstanding students to universities, to send a large number of qualified personnel with good skills training to the society, and to educate the people to be satisfied, to expand the scale of urban education, adjust the urban and rural education layout, improve various management systems, and strengthen management team building. To build an elite team of teachers, build a window model school, comprehensively improve the standard of education, and rebuild the brilliance of education in southern Fujian.
Second, the planning content
Focusing on the development goals of “one-year adjustment, three-year breakthrough, and six-year competition”, we will determine the working ideas of “grasping the team, bringing teams, integrating resources, and improving quality”. Through the grasp of the team, the principals of the Chinese and Chinese principals will be competing for the post; with the team, the high school, the middle school, and the small school teachers will be activated; the adjustment will be adjusted, and the new urban construction and rural China's small layout adjustment will be combined. Within three years, an ordinary high school, 1-2 national middle schools, and 2-3 national small schools will be built in the new urban area; in the central market town planning and 10 demonstration countries in Xiaoguo Middle. It has reached 4 ordinary high schools in the city, 1 vocational education center, 5-6 in the middle school, 5-6 in the national small school, and 2 private kindergartens. The high school and the middle school are gathered in the county, and the national small school is rationally distributed and gathered in the township. The goal of gathering educational resources to the county, promoting the balance between urban and rural education, and improving the quality of education and teaching.
Third, the work process
High school education. 1. Establish a high school principal's competitive recruitment system. High school principals are vacant, and the Education and Sports Bureau recommends 2-3 vacant positions in strict accordance with the selection criteria and procedures. The county party committee organization department, the personnel labor and social security bureau, and the education bureau jointly organize competitive recruitment. After the competition is hired, it will be directly managed by the Education Bureau. The new principal will be appointed for three years. The first year will be the probationary period. After passing the examination, the formalities will be formalized. During the term of office, the target management will be carried out. The work is assessed and the results of the assessment are reported to the county party committee and the county government as the basis for their appointment. This work is carried out. 2. Establish a normal recruitment and turnover mechanism for teachers and activate the high school teachers. Based on the current situation and focusing on the long-term, we will integrate the structure of the teachers in our county in 2-3 years. The teachers who are not suitable for high school teaching in Minnan High School and Weinan Second High are enriched to teach in the middle school; teachers who do not adapt to the teaching of the middle school are enriched to teach at the national level. From the in-service teachers of ordinary high schools in the field, 39 key teachers of around 35 years old were recruited and enriched to the high school teachers in our county. County settlement and wages, allowances, subsidies and home security fees are settled by the school itself. In the short term, we can quickly improve the high school teachers' qualifications and education quality in our county, improve the entrance examination rate, improve the educational image, expand the educational influence, and activate the high school teachers. This work will be completed in February 2019. The quotas will be introduced in 2012 and 2019, depending on the situation of the county and the town of Suining. 3. Strengthen the construction of high school teaching and research teams. In order to strengthen the guidance of high school teaching research, teaching reform experiments, teaching and research activities, teaching evaluation, etc., seven high school teaching and research staff will be recruited when recruiting high school teachers to strengthen high school teaching guidance. Elementary education. 1. Implement the competition and selection system for rural principals. This work is completed every May. 4. Accelerate the construction of small and medium-sized schools in the city and realize the fairness of national education. With the adjustment of urban planning, the speed of construction of new urban areas, the growth of urban population and the integration of resources in rural China, there will be a large number of rural students attending the county. In the north of Tianzhong Square in Chengbei District, a new 45-acre campus with a scale of 1,350 degree boarding schools will be established. Construction will start before the end of May 2019, and the construction task will be completed in June 2019. Xinyi Road in the northeast of the city In the north section of the East and Wangjiaxiang, a new 45-acre campus with a scale of 1,350 degree boarding schools with 30 classes is planned. A large number of rural students are attracted to the county to go to school, and some of the national students stay in the central market towns, so that the national students can enjoy quality education and achieve fairness in the education of the small and medium-sized schools.
