Since the beginning of this year, under the correct leadership of the county party committee, the county government and the party group, and the care and support of all walks of life, I have united and led all the personnel of the marriage registration office, insisting on the principle of “administration according to law and serving the people”, and strive for excellence and quality civilization. The service is the goal, people-oriented, standardized services, and the work of marriage registration is carried out smoothly. The main work done in XX is as follows:
First, strengthen learning and improve service quality. In order to improve the professional quality of the marriage registrar, strengthen the training of the marriage registrar, and arrange the marriage registrar to participate in the business training organized by the provincial and municipal bureaus. In the actual work, the organizers will conduct study through case analysis and mutual discussion, so that the marriage registrar is familiar with the marriage laws, regulations and other related policies, so that various laws and regulations can be integrated and applied to the actual work. Improve the efficiency and service quality of the registrar in accordance with the law. As of November XX, the county has handled more than 13,300 marriage registrations, more than 1,100 divorce registrations, and more than 900 pairs of marriage certificates.
Second, improve the system and increase enforcement. In order to better serve according to law and serve the people, my comrades and departments have revised the post responsibility system, seal management and use system, document management system, file management and confidentiality system, learning system, government affairs disclosure, service commitment, and Supervise and inspect various rules and regulations, increase enforcement, and ensure the continued development of a standardized unit for the establishment of marriage registration standards.
Third, strengthen publicity and adhere to administration according to law. According to the requirements of the construction of standardized marriage registration units, I and the comrades of the department jointly studied and improved the public content, photos of the staff, work rules, service commitments, office hours, processing time limits, office locations, service basis, charging standards, and telephone numbers. The contents of supervision and telephone calls are made public, and the staff members who are required to be married are required to be listed on the job, and they are openly promised to the society and accept social supervision, which further improves the level of administration according to law and the quality of marriage registration.
Fourth, increase publicity and increase the rate of marriage inspection. Make full use of printed pre-marital examination manuals and pre-marital inspection videos to widely publicize the importance of pre-marital medical examinations, and specifically educate young men and women who come to apply for marriage certificates to improve their understanding of pre-marital examinations. Due to the propaganda in place and effective measures, the county’s marriage inspection rate has improved significantly this year. Up to now, the county has participated in more than 6,000 marriage inspections.
5. Standardize the files to ensure data security. According to the "Administrative Measures on Marriage Registration Files", under my suggestion, the Bureau re-arranged the marriage archives room, adding and purchasing 30 file cabinets, 3,500 file boxes, 2 file binding machines, and sewing machine for file binding. Taiwan, reorganized the files in time, sorted out more than 50,000 volumes of files, arranged special personnel management and maintenance, realized the "double system" of electronic files and paper files, standardized the management of files, and maintained the parties. The legal rights and interests are also convenient for the parties to the marriage to check in time.
Sixth, formulate plans and actively respond to the peak. In order to effectively do the marriage registration work on October 10, effectively prevent and deal with public security incidents caused by the peak of marriage registration. On the basis of the emergency plan we prepared in advance, the bureau will adopt organization, site, manpower, equipment, emergency, and inspection. Six safeguards, do a good job of marriage registration on October 10. Due to the pre-plan, the preparation, and the proper management, the marriage registration office completed the registration task on October 10, XX safely, smoothly and efficiently. A total of 195 pairs of marriages were registered on the day.
