Since the promulgation and implementation of the “×× County Women's Development Plan” and “×× County Children's Development Plan”, the County Civil Affairs Bureau has conscientiously implemented the requirements of the provincial and state governments for implementing the development plan for women and children, and strengthened organizational leadership and work. Extensive publicity, in-depth investigation and research, and formulation of implementation measures have effectively promoted the implementation of the two "Planning". With the rapid development of our county's economy and society and the steady advancement of the implementation of the two "Planning", the development of women and children in our bureau has been continuously strengthened, the differences between men and women have been further narrowed, the rights and interests of women and children, cultural quality, health care have been comprehensively improved, women and children The career has reached a new level, and some of the key and difficult indicators have changed significantly.
In order to fully accomplish the objectives and tasks proposed by the two "Planning", according to the requirements of the implementation of the two "Planning" and the unified deployment of the XX County Women and Children's Working Committee, the SIPO reviewed and summarized the work of women and children in XX-2019. We will conscientiously implement the two "Planning". We will now briefly summarize the work of the Women and Children Development Planning of the Bureau as follows:
I. Review of women and children's work Strengthen the management of marriage registration and safeguard the legitimate rights and interests of women's marriage and family. First, strengthen the management of marriage registration in accordance with the law. Extensively publicize the Marriage Law of the People's Republic of China, the Regulations on the Administration of Marriage Registration, and the Implementation Rules for the Administration of Marriage Registration in Yunnan Province, and further enhance the legal concepts and rights awareness of the general public, especially the women. Through publicity, training, law enforcement inspections, etc., improve the level of law enforcement and marriage registration, stop illegal marriage and illegal cohabitation, prohibit interference in marriage freedom, and protect women's legitimate rights and interests. The second is to do a good job in the adoption registration of abandoned children. Strictly follow the requirements of the Adoption Law and carefully handle the adoption registration. From XX to June 2019, the county handled a total of 35 adoption registrations.
Relieve women's poverty and reduce the number of poor women. While doing a good job in civil affairs, the County Civil Affairs Bureau attaches great importance to the development of women and children and conscientiously promotes the implementation of the population planning and birth policy. In the past nine years, the number of women has grown steadily, alleviating women's poverty and reducing the number of women's poverty. In the aspect of social assistance work, we first consider the elderly women, the unaccompanied orphans, and the abandoned baby to be included in the social assistance. According to the survey statistics, there are about 5,628 absolute poor women and children in the county, including 935 people aged 0-17. The dynamic management of these women and children has been effectively rescued in life and medical care.
Improve the management and decision-making levels of preventing women from participating in national and social affairs. Women’s equal participation in social and political life and social affairs management and decision-making is an important indicator of women’s development and social civilization. In the past ten years, party committees and governments at all levels have attached great importance to the education, training and selection of female cadres, formulated and improved relevant policies that are conducive to women's equal participation in decision-making and management, and women's political rights have been basically guaranteed. Among the members of the village committee, women have a certain proportion. Among the 57 village committees, women have served as village cadres.
Strengthen the development of cultural and recreational activities for women and children and legal publicity activities. In order to strengthen women's legal concepts, and earnestly carry out the basic national policy of equality between men and women and the laws and regulations such as the Marriage Law and the Law on the Protection of Women's Rights and Interests, people's awareness has been continuously improved, and the awareness of respecting and protecting women and children has increased. The social undertakings have developed steadily, the level of civilization has been increasing, and women's living space has become better and better, effectively protecting the learning, work and physical and mental health of women and children.
Effective assistance for street children and children. While increasing the rescue efforts of the vagrants and beggars, we will effectively help street children and children, provide timely food, clothing and certain funds to keep them refreshed and confident to return to their homes as soon as possible.
Seriously organize the rehabilitation of children with cleft palate in poor families. According to the spirit of the Notice of the Ministry of Civil Affairs and the Provincial Civil Affairs Department on the implementation of the "Rehabilitation Action - Surgical Rehabilitation Program for Children with Cleft Lip and Palate in the National Poor Family", the County Civil Affairs Bureau, in conjunction with the actual situation, has been verified by investigation, 2 Three children with orphans and children with cleft lip and palate were sent to the county people's hospital or hospitals at or above the county level for rehabilitation operations. As of June 2019, the county organized 38 cases of surgical rehabilitation of children with cleft palate in poor families.
Second, the existing problems respect women and protect women, achieving equality between men and women has always been an important measure of the degree of social civilization. Children are the flowers of the motherland and the hope of the future of the motherland. Although the social status and economic status of women in our county have been further improved, most of the quantitative indicators have reached the target requirements of the Women and Children Development Plan, but there are still some gaps between men and women based on various historical and realistic factors. . For example, there are still some difficulties and problems in health care, protection of women's rights, and women's participation in politics. Need to find further reasons, take measures, and constantly strive to strengthen implementation. First, the employment pressure of women is still relatively large. Compared with men, it is more difficult for women to find employment, especially for laid-off female workers. Especially for women over 45 years old and with poor physical fitness, the employment options are even smaller. Most of the working-age population is the main pillar of the family. It is necessary to train their children to attend school and to look after the elderly. The occupation is unstable and the income is difficult to increase, which will affect the family life of the workers more directly. Second, gender inequality still exists in the field of employment. The current employment policy and the reemployment project after the restructuring of the enterprise have not yet specified the special protection policy for women. Due to the limitations of physical and family characteristics and objective conditions, women are often in a weak position in market-based job competition. This is reflected in the gender composition of employees. Although the employment ratio of women has increased, it is still low. Third, the social security system needs to continue to improve. The number of people participating in unemployment insurance has not achieved simultaneous growth, and the growth rate is slow. The insurance for women workers in the private sector, such as pension, unemployment, medical care, etc., is not guaranteed, and the phenomenon of infringement of women workers’ rights and interests has occurred from time to time. There are not many people involved in work-related injuries and maternity insurance for female employees. To effectively solve the difficulties and problems in the development of women's career, we must constantly improve the social security system, continue to improve the overall quality of women, and ensure that women's legitimate rights and interests are fundamentally guaranteed.
In the past ten years, the County Civil Affairs Bureau has made great efforts for the realization of the two goals of the "Planning", and the cause of women and children has made great progress. The "Planning" process is normal, and most of the indicators have been achieved ahead of schedule.
