The life and stability of low-income groups in our district have made unremitting efforts. Specifically, do the following:
First, the standard operating procedures. In the urban and rural subsistence allowances work, in accordance with the requirements of the provincial and municipal archives, combined with the actual conditions of the district, we have made clear and specific provisions on the scope and standard of safeguards, standards, and application procedures and management requirements. Both chapters are easy to follow and easy to follow. We always strictly follow the householder's application → written initial review → household survey → Zhang Bang public notice → fill in the application form → neighborhood committee, street office audit → civil affairs bureau approval → Zhang Bang announcement → fund allocation basic program to pay the minimum guarantee for eligible low-income households . In the definition of residents' income, the "question, see, visit, count, and discuss" five-character verification method is adopted; when investigating hidden income, it is verified in a mobile and flexible manner, such as by organizing a subsistence allowance that has labor ability and no work. Subjects participate in public welfare labor on a regular or irregular basis. Due to the difficulty in adjusting the time, those low-income objects with hidden employment income are exposed because they have no time to participate in voluntary labor.
Second, standardize fund management. In the management of urban and rural subsistence allowances, we have been steadily improving the “three programs”, namely, the fund approval process, the issuance program, and the standard check program; we have implemented the “three implementations”, that is, the implementation of the guarantee fund, the implementation of preferential policies, and implementation. The file management system; the implementation of "three public" means that it is open to the target of protection, open to the residents, and open to the public. Through the establishment and improvement of the above-mentioned "three-three system", it is powerfully guaranteed that the minimum living security funds will be distributed to the minimum living security objects in a timely and full amount. At present, there are 867 households with low-income households in the district, with 1,731 people, and monthly urban low-income guarantees of 273,000 yuan; rural low-income households with 206 households and 467 people, and monthly rural low-income guarantees of 43,000 yuan; Issued.
Third, actively implement three rescue systems. Since July this year, according to the requirements of the Civil Affairs Bureau's archives, we actively promoted and implemented the urban and rural medical assistance system, the system of temporary assistance for the disabled without fixed income, and the temporary living assistance system. By October, a total of 1,324 people in our district had received medical outpatient assistance. 30 people were given medical inpatient assistance; 78 seriously disabled persons were included in the rescue; 17 were included in the temporary life assistance.
Fourth, strengthen supervision and inspection. We have included the subsistence allowances as an important part of the annual assessment. We often educate and urge the low-income workers in the district to consciously pass the "three customs", that is, the relationship between people, affection and honesty, and the subsistence allowance project as "Sunshine Project". ", grasp the real thing. In the actual work, we pay attention to standardizing and perfecting the application procedures for application, approval, issuance, supervision, etc., improving the dynamic management system that can be entered and exited, and setting up a review team for urban and rural subsistence allowances in each community, hiring 10 enthusiasts. In serving the people, the responsible responsibilities of the veteran comrades are responsible for the evaluation and supervision, so that the urban and rural subsistence allowances work is always under the supervision of the people, fully embodying the principles of openness, justice and fairness, and effectively making those who need the most help.
