四是建立健全校領導深入基層、聯系師生員工的長效機製。學校明確校領導班子成員和學習實踐活動領導小組成員的基層聯系點,在此基礎上,進一步探索校領導深入基層聯系民眾工作製度;學校努力構建領導、教職工和學生溝通交流的網路系統,校院領導直接在網上與教師對話,和學生交流,有效地解決了許多師生關心的問題,提高了學校的凝聚力,增強了對學校的認同感,深受師生的好評;學校還在探索校領導和青年教師、大學生的結對製度,定時安排校領導與青年教師共進午餐,與青年教師面對面進行交流。
在2019年2月25日舉行的民眾滿意度測評中,師生代表對學校學習實踐活動的滿意度為99.58 %,市委指導檢查組也給予肯定和好評。
四、學習實踐活動的經驗體會通過試點工作,學校對高校開展學習實踐活動有以下幾點體會:
1、要著力明晰實踐載體根據中央和市委的要求,學校領導班子在活動準備期間充分調研、查找問題的基礎上,研究確立了“堅持科學發展,推進內涵建設”這一實踐載體,並針對學校黨員的思想實際,構建了“主人翁計畫”這一實踐平台。事實表明,找準並明晰實踐載體和實踐平台,有利於把握學習實踐活動的主題,有利於基層黨組織和廣大黨員始終圍繞學校和本單位的突出問題,解放思想,查找原因,形成共識,使學習實踐活動成為推進學校科學發展的契機。
2、要善於把握發展機遇經過十多年的長足發展,目前我校已進入了一個以“穩定規模、調整結構、深化改革、提高質量”為特徵的內涵建設階段。學校始終認為開展學習實踐活動,是進一步凝聚科學發展共識,推動形成“上下一心、共謀發展”新局面的大好契機,必須善於把握發展機遇,將這次活動與實際工作結合起來,註重解決影響學校科學發展的突出問題。
3、要註重突出實踐特色開展深入學習實踐科學發展觀活動的關鍵在於實踐,在學習實踐活動中,學校把查找和解決突出問題貫穿於學習實踐活動全過程,確保學習實踐活動取得實效。牢牢抓住學校發展的階段性特徵,集中力量做了幾件推動學校科學發展的大事、解決了幾個影響科學發展的難題、辦了幾件師生員工迫切希望辦好的實事,並對現有的製度規定進行集中的梳理和整改,及時將符合科學發展要求、切實可行的措施,固化為製度。學校圍繞市委提出的“四個確保”的目標要求,針對調研梳理出來的問題,深刻分析原因,提出了促進解決高校當前面臨實際問題,具有我校特色的“謀發展,抓民生,保穩定”三項工作,著力解決師生員工“三最”的利益問題。
4、要明確職責分類指導學校結合黨員群體的不同特點,分別提出不同要求,明確提出了領導班子重在提高能力,黨員幹部重在行為示範,黨員教師重在教書育人,黨員職工重在敬業精業,黨員學生重在全面成才的要求。為了增強學習實踐活動的針對性和實效性,學校針對在職黨員和離退休黨員、教職工黨員和學生黨員的不同特點,註重加強分類指導,離退休、大學生和研究生系統黨組織進一步明確了職責,分別製定了適合本單位的學習實踐活動實施方案,形成我校實施方案“1+3”的格局。校領導班子成員和學習實踐活動領導小組成員明確了基層聯系點,落實責任,加強對基層單位學習實踐活動的指導和溝通。
5、要發揚民主開門納諫學校自始至終依靠民眾開展學習實踐活動,搭建平台,擴寬渠道,廣開言路,開門納諫,設計好民眾參與的方式和方法。校院兩級通過召開各種類型座談會,開展“我為發展獻一計”活動,聽取和徵集廣大師生員工對學校工作的意見和建議。在學習實踐活動的每一個階段和校院兩級領導班子民主生活會都主動邀請民眾代表積極參與,同時在規定範圍內及時向民眾通報學習實踐活動的進展情況。《校領導班子分析檢查報告》在科學發展觀專題網上全文公布接受民眾評議,並在教代會、工代會期間向代表和全校師生徵求意見。
6、要積極推進上下聯動在學習實踐活動中,市委學習實踐活動辦公室、教衛黨委發揮了重要的指導作用,在學習實踐活動各個階段的關鍵環節、轉段時機以及對階段工作重點的把握等給予了有力的指導。同時,學校落實責任主體,建立聯絡員會議製度、民眾參與製度,形成了上下聯動的工作機製。學校把握整體進度,加強指導督辦,在高標準、高質量完成中央、市委“規定動作”的同時,學校鼓勵各學習實踐單位結合實際積極探索和創新上下聯動的活動載體。
五、存在的不足和下一步的打算回顧和總結我校學習實踐科學發展觀活動試點工作,雖然取得了階段性成效,達到了預期目標,但與中央和市委的要求相比,與基層民眾的希望相比,還存在一些不足和薄弱環節,主要表現在:部分領導幹部理論學習的深度、思想解放的力度和認識問題的高度有待進一步增強;活動開展成效尚不平衡,有的單位存在著調研不夠、分析不透、措施不力、實事不多等問題;黨員“主人翁計畫”有待進一步形成長效機製。學校將在新的起點上,再接再厲,繼續保持和發揚已形成的良好勢頭,建立健全貫徹落實科學發展觀長效機製。
1、繼續鞏固和擴大學習實踐活動的成果學校將以這次學習實踐活動為新起點,進一步加強和完善理論學習和宣傳教育工作,著力把科學發展觀轉化為謀劃發展的正確思路、促進發展的政策措施、領導發展的實際能力,切實把全校師生員工的積極性、創造性引導到科學發展上來;將進一步用好校、院學習實踐活動期間的調研成果,認真梳理、分析廣大黨員提出的各項意見建議,將本著實事求是、量力而行、務求實效的原則,認真抓好《xx大學學習實踐科學發展觀整改落實方案》各項任務的落實,建立健全貫徹落實科學發展觀長效機製,繼續鞏固和擴大學習實踐活動成果,使學習實踐活動的成果真正經得起實踐、民眾和歷史的檢驗。
2、努力鞏固和提升學校內涵建設的水準學校將認真落實中央關於建立高水準大學的原則要求,堅持科學定位,根據學校歷史傳統、學科特色和資源條件,合理確定發展目標和路徑;建設優勢學科,集中力量發展重點學科,整合學科資源,創新學科交叉融合機製,建設跨學科、特色鮮明、優勢突出的新的學科生長點,形成一流的學科群體;培養拔尖創新人才,加快教育教學改革,最佳化質量評價體系,註重大學文化建設,形成富有特色的人才培養模式;實施人才強校戰略,把發現、培養、引進傑出人才作為科學發展和內涵建設的戰略任務,營造激勵人才成長的有利環境;圍繞國家和區域重大戰略需求,找準自身的相對優勢,提高自主創新能力,推進產學研用結合,加快科研成果轉化,提升科技創新和社會服務能力;發揮學校人文哲社學術團隊思想庫、智囊團作用,為繁榮發展哲學社會科學做貢獻,為黨和國家決策、提升國民貭素和社會文明程度服務;推進體製機製創新,堅持和完善黨委領導下的校長負責製,深化學校內部管理製度改革,積極探索依法自主辦學和教授治學、民主管理的有效途徑;拓展對外交流合作的廣度和深度,加強國際學術交流和高水準科研合作,引進國外優質教育資源,擴大留學生規模。
3、不斷加強和改進學校黨的建設學校將認真貫徹落實第十七次全國高校黨建工作會議精神,根據黨的十七大關於建設高貭素領導班子的要求,提高認識,增強能力,創新機製,落實具體措施,進一步增強學校領導班子貫徹落實科學發展觀的自覺性,努力把領導班子建設成為堅持社會主義辦學方向、善於領導學校科學發展、團結奮進的堅強領導集體;抓住幹部隊伍建設的關鍵問題、幹部人事工作的難點問題和幹部民眾關註的熱點問題,堅定不移地深化幹部人事製度改革,進一步加強幹部隊伍建設,大力培養選拔德才兼備的優秀年輕幹部;將認真研究學習實踐活動中黨的建設的創新成果,積極探索黨代表常任職,建立健全黨員“主人翁計畫”長效機製,大力推進學校黨的各方面建設的創新,不斷提高工作水準。
我校的學習實踐活動雖然即將告一段落,但是深入學習貫徹落實科學發展觀是一項長期而重大的戰略任務。xx大學將在認真總結學習實踐活動經驗的基礎上,不斷增強領導班子和黨員幹部深入貫徹科學發展觀的自覺性,建立健全整改責任製、整改督查機製和整改監督機製,切實鞏固、發展學習實踐活動的成效,進一步堅定信念、勇於創新、勤奮工作,努力開創學校工作新局面
