V. Strengthening the efficiency construction of the organs and promoting the implementation of the party's style and honest government responsibility system
1. Grasp the implementation of the agency's efficiency construction agencies.
In accordance with the requirements of the Center, the Leading Group for Effectiveness Building with the leader of the party and government as the leader was established, and the scope of responsibility, work content and work requirements of efficiency construction were clarified, and the first level was grasped and the implementation was carried out at different levels.
2、開展效能建設收效顯著。
一是在幹部職工中紮實開展思想教育工作。通過下發《機關效能建設督查》，向大家通報實地暗訪情況，切實起到了警示和激勵的作用。二是我們把文明禮貌用語製作成桌牌，服務意識進一步加強。通過效能建設的開展，管理站逐步形成了廉潔高效的行政管理體制和運行機制，服務水平、工作效率、工作作風、工作質量都切實得到提高，服務發展環境得到明顯改善。
3、做好信息上報工作。
信息小組的同志利用業餘時間及時把全中心的信息反映上報，全年共上報信息30餘篇。
二、做好種子執法為全區種業服務。
加強種子質量監督管理
XX年我站認真貫徹《中華人民共和國種子法》和北京市實施《中華人民共和國種子法》辦法，規範農作物種子生產經營行為，保證農業生產用種質量，杜絕假冒偽劣種子在通州區市場的流通，防止坑害農民事件的發生。種子管理站在區農委和種植業服務中心的直接領導下，對全區廣大農戶和種子經營者進行了廣泛的宣傳，並聯合區工商局及農口各執法部門對全區種子市場進行了全面的普法宣傳和執法檢查。為保證我區種子市場健康發展，促進種子經營者銷售合格種子，讓農業生產安全發展，使農民購買放心種子，管理站對本區重點種子經營單位的主要農作物種子和種要農作物種子進行質量抽檢。對樣品進行了芽率、水分的檢測，經室內檢測合格率為100％。今年6月，按照市種子監督檢驗站《關於開展XX年北京市小麥繁種田品種純度田間檢查的通知》精神，我站對我區億兆益農種子有限公司小麥種子繁育田進行了品種純度田間抽查。並詳細檢查了田間檔案及其記載情況。共抽查了三個鄉鎮，七塊小麥籽種田，抽查面積達4600畝，占全區小麥籽種面積40％。抽查品種有京9428、京冬17、京冬8、中麥175、農大3432、農大211。純度在99.2％以上，抽檢合格率100％。檢查中，督促種子企業嚴把質量關，高標準生產小麥種子，促進了我區小麥籽種產業的健康發展。
認真搞好農作物新品種試驗、示範工作。
今年我站全年完成了13套108個品種的農作物新品種試驗、示範、生產展示工作。這其中包括：1.冬小麥區試15品種、預試22品種、生產試驗3品種。2.春播玉米生產試驗16品種、春播玉米生產展示7品種、夏播玉米生產展示7品種。3.春播大豆生產展示4品種。4.中晚熟組西瓜區試7品種、生產試驗2品種。5.春播大白菜區試9品種、春播大白菜生產試驗2品種、春播娃娃菜區試2品種、秋播大白菜生產試驗4組12品種。
完成了XX——XX年度北京市冬小麥新品種區試14品種、預試20品種、生產試驗7品種、主推品種展示13品種的年前試驗進程。
抓市場，開展種子執法檢查。
結合種子市場自查、互查等活動我站對轄區內種子企業及經營門店，根據《農作物種子標籤通則》規定，按照市種子管理站設計的《農作物種子市場檢查登記表》，對每個公司經營的品種逐個進行檢查，將標籤標註不規範、缺項、標註錯誤的情況進行詳細登記；並針對單個品種寫下處理意見，要求企業將標籤不合格的種子立即下架，待整改合格後才可銷售，並在規定期限內進行了複查。通過我們拉網式的檢查，使全區種子經營狀況有了很大改善，保障了全區農業用種安全。同時開展了棉花種子轉基因專項檢查，轉基因大豆油生產和標識情況的執法檢查。今年共出動執法人員200餘人次，組織執法活動30多次，其中聯合執法8次，檢查各類種子經營單位220餘家次。在檢查中，嚴格要求經營者按照全市統一的檔案格式認真填寫備查，和工商部門一起，對未建立種子經營、銷售檔案的，責令限期整改；對檔案不健全的，及時督促並指導其規範建檔。
加大宣傳力度，普及種子法律法規以《中華人民共和國種子法》和《北京市實施〈中華人民共和國種子法〉辦法》為重點，結合“農資市場專項整頓行動”等工作，我站從今年一月開始，上下一齊動員，深入宣傳種子法律法規，解答農民的問題，為農民提供法律知識，並在3.15前後形成普法宣傳高潮。今年總計出動各類宣傳車輛10餘次，宣傳人員40餘人次，在全區各鄉鎮散發《中華人民共和國種子法》、《北京市實施〈中華人民共和國種子法〉辦法》、《如何選購放心良種》等宣傳資料近萬份。
另外，結合農業部放心農資下鄉進村工作試點工程，規範農資經營單位的經營行為，我站在各經營單位醒目位置懸掛了種子質量監督投訴電話警示牌，使種子使用者在出現種子質量問題時能夠及時投訴舉報維護自身的護法權益。
抓穩定，積極調解處理種子糾紛，化解社會矛盾。
認真做好民眾舉報、投訴、來信、來訪及種子糾紛的接待處理工作，進一步完善投訴舉報制度，積極主動介入種子糾紛調解，完善了事故處理機制。我們努力做到熱情接待民眾投訴，公正調解種子糾紛。對民眾投訴的各類種子問題，我們都認真對待。民眾諮詢問題給與認真解答，有必要的及時出現場，給與認真答覆。屬於非種子質量問題的，耐心幫投訴人分析發生問題的原因,提出解決問題的辦法。今年共接待民眾電話、來訪等投訴30餘起，12316交辦案件3起。通過我們的工作，合理調解種子糾紛，做到為民眾排疑解難。
依法行政，嚴格做好行政許可的審批工作嚴格依法完成行政許可,對申請領取農作物種子生產和經營許可證的單位進行審核，對符合申辦條件的，指導企業依法申報。不符合條件的，提出意見，決不遷就。
積極開展工作，體現服務職責我們努力完成區政府及農業局布置的“三秋”及“三夏”工作，在農忙的關鍵季節，種子管理站服從大局，抽調人員參加全區的小麥的保種、收穫、秋收、秋種以及治理裸露農田的各項工作。向全區提供各類新品種信息，推薦農作物新品種。圓滿地完成了區種植中心交給我站的各項業務工作。
開展農業轉基因生物的執法檢查。
在我區的種子科研企業、種子經營店、商場、超市當中，進行農業轉基因生物生產、試驗、標識管理的執法檢查。為規範和引導農業轉基因生物的生產和消費，保護消費者的知情權和選擇權，種子管理站配合區農委共檢查了一家科研單位、一家大豆油生產企業，6家種子店、10家超市，依照《農業轉基因生物安全管理條例》的要求，重點檢查研發單位的中間試驗、棉花種子、大豆色拉油等轉基因產品的標識。經檢查，經營的棉花種子、桶裝油基本符合法律的要求。在檢查的同時，向商家和消費者進行了宣傳。
三財務收支情況
XX年種子管理站全年各項收入總計483.7萬元，其中財政補助收入94.2萬元，專項收入388萬元，其它收入1.5萬元。全年各項支出合計298.6萬元，其中事業支出165.6萬元，專項支出133萬元。全年收支節餘185.1萬元。
四、存在的主要問題《種子法》實施以來，我區種子產業得到了快速發展，種子管理得到了鞏固加強，但也面臨著一些新情況、新問題。影響了農業生產安全和農民增收。
1、體制及人員問題：在編人員少，任務重，工作量大，還需要進一步在實踐中鍛鍊隊伍。
2、執法經費、設施不足、執法手段還有待增強：種子站組建時間短，體系不暢，尚有很多空白，無法很好適應當前工作的需要。執法公信力較差，市場複雜，農業執法力度不強，人員安全缺乏保障。
3、種子檢驗：種子的質量管理是一項重要任務。為把後置管理變成前置管理，把問題解決在發生之前，以保證農業生產的安全，需要建立一支現代化的檢驗檢測隊伍。
4、品種管理工作：種子管理站新品種試驗基地已經投入使用，在實際運行中有不少現實問題，需要上級部門在資金和技術上給予支撐和幫助。
5、行政許可制度，有待進一步完善。除依法領證的種子企業以外，市場準入無限制；委託經營或經營代銷種子無條件限制。實際操作中，委託經營實行備案沒有法律依據。我們只能主動與工商配合要求先取得委託手續備案，再辦照。但取得營業執照後就無法制約，無法摸清底數。
6、種子經營上的問題。首先是經營渠道多。目前種子經營呈現出了多渠道競爭的局面，加速了種子的快速流通，但同時給管理工作帶來了一定的困難。其次是經營人員雜。多數經營者沒有經過專門的培訓，種子方面基礎知識欠缺。種子包裝標識通過近幾年的工作，有了極大的改進，仍存在問題，標識不全，亂標生產許可證，進口種子無進口證號等現象時有發生。另外，北京周邊地區管理鬆散，也對本區產生影響。經營散裝種子或拆包裝銷售的現象也經常存在，有待進一步加強管理。

2、繼續學習、宣傳《種子法》和《北京市實施中華人民共和國種子法辦法》，提高自身素質。
3、做好試驗示範工作，加大新品種引進力度。重點搞好《農作物品種試驗基地》、建設和優新品種引及試驗示範乾工作。培育優新品種，促進我區農作物品種更新換代。
4、認真落實《種子法》，進一步規範種子市場秩序。加強市場管理，維護法律尊嚴。嚴格種子質量檢查，確保農民用上合格的放心種子
5、貫徹執行國家《行政處罰法》、《行政許可法》和區農委制定的《農業行政人員行為規範》。
6、加大對種子經營企業的扶植與服務。
